calibre rifle which struck him in the chest and exited through his back Brown was wounded about 9 am Monday in his trailer home on Blue Bay in what Lake County Sheriff Bill Phillips terms an accidental incident Brown was cleaning the rifle and dropped it When he bent over to pick up the gun it discharged Brown drove to a nearby trailer home where the Polson ambulance was summoned He was given emergency first aid at St Hospital and then flown to Kalispell ling in the aisles despite best efforts to keep the business moving But the 20 minute debate on California brought delegates to attention amid repeated rounds of applause and boos With addition of the 151 dis puted ualiiorma McGovern's committed first ballot strength some 48 hours before presidential balloting be gins first of four scheduled sessions the convention agreed to drop credentials cases affect ing delegates from Michigan Texas Rhode Island Washing ton Connecticut and Oklahoma Earlier it rejected a chal lenge seeking more women in the South Carolina delegation and the bid of a racially mixed group to supplant the pro Wal lace Alabama group As the convention opened in the brilliantly lit convention hall roving groups of demon strators who had broken away from a protest rally assembled outside One group pulled down a section of a restraining fence Until the crucial California contest most delegates ap peared to show little interest in the proceedings talking with friends and neighbors and mil EDT In terms of the presi dential fight the California test was crucial perhaps decisive According to an Associated Press count addition of the 151 California votes brought McGovern within about 25 votes of a first ballot nomination with other uncommitted delegates expected to move his way It took two votes both de cided by larger than expected margins to settle the California credentials dispute irst the McGovern forces overturned by a vote of 161828 to 123822 the Credentials Com decision which had been engineered by backers of Humphrey Sen Edmund Muskie and Gov George Wallace to deny McGovern all the California votes Then by an even broader margin of 168952 to 116223 the McGovern forces defeated an attempt by a lorida backer of Wallace to challenge the par liamentary ground rules set by the presiding officer Demo cratic National Chairman Law rence In the Chicago case too there were two votes as the McGovern side sought at the last moment to compromise even though side said compromise was impossible ormer Gov rank Morrison of Nebraska a McGovern sup porter sought to suspend the rules and bring the compromise to the floor a procedure re quring a two thirds vote But it failed to command even a ma Martinez firm was to such a stated the had been thousand dollars annexation of Sunny View Lane was approved there being no objections or protests to the proposal Councilmen were reminded of the all day budget session July 19 at the Conrad National Bank with regular business originally planned for July 17 to be worked in during the session Curbing and sidewalks were ordered in on a street in the vicinity of the Russell School as part of a safety committee plan to improve the crosswalk safety conditions across Highway 93 Ronald redenberg having completed six months probationary service was confirmed as a policeman Mayor Bjomeby suggested the council begin researching for a possible ordinance regulating motorcycle operations within the city LIBBY A full range of entertainment for the whole family is being planned for those attending Libby Logger Days this weekend The event is sponsored annually by the Libby Jaycees who have announced the following highlights on the program Thursday at 8 pm youngsters are invited to participate in the Sawdust few minutes before 5 am Sen George McGovern staging a dramatic demonstration of po litical power swept to the brink of the Democratic presidential nomination today in a mara thon opening session of his par national convention that ended just before dawn display of organ izational muscle came when he recaptured 151 disputed Califor nia delegates at the peak of a tumultuous session The South Dakota senator claimed his long uphill battle was near success and that vic tory in Wednesday nom inating session is our Sen Hubert Humphrey leader of the coalition of McGovern rivals that lost the crucial California vote declined to concede the nomination But he admitted that McGovern quite a and prom ised to say more in the morn ing But with victory within reach in the opening ses sion the McGovern camp failed in an effort to engineer a com promise to seat both Chicago Mayor Richard Daley and a heavily pro McGovern group of Illinois challengers The convention then voted to oust the powerful Chicago may or in a move expected to have far reaching consequences both throughout the party and in its fall campaign for the White House in the politically crucial state of Illinois Party leaders had feared the opening night session would run into the daylight hours But the showdown votes on California and Illinois were fol lowed by a series of com promises that quickly brought the opening session to a close a By loyd Larson While the rest of the nation focused on the credentials and rules controversy at the National Democratic Convention in Miami the Kalispell City Council came to grips with some rules and problems of its own As a result an arbitration committee will be appointed to settle the dispute which involves the long smouldering debate between the city administration and the union over parking space behind city hall The city itself will challenge a long standing concerning the use of National orest receipts by the county Under federal statutes according to Councilman rank Thomas the county is given 25 per cent of net timber revenues This is apportioned one third to schools and two thirds to county road department The council agreed contention the says the road portion should include special road areas which he interprets as incorporated cities within the county in the distribution of the funds It is unfair to limit the use of timber revenue from trees belonging to all the people to benefit those who live outside the city he contends He estimates share of the cunent allocation of $621350 would be about $75000 or $80000 which could be used on city street construction and give city taxpayers a fairer shake as the forest recepits are now used to hold down the county road levy exclusively Another rule change Thomas would like would be a fairer assessment of the bridge levy which city dwellers must pay but in actuality have no or very few bridges getting county funds for repairs or maintenance But while the city was quick to agree to the forest receipt and bridge fund challenges there was a conflict within the council on bid 'procedure rules and the effect of too detailed specifications on the new fire truck in particular Thomas councilmen Hal Sampson and John Schwartz abstaining Mayor Bjomeby voted no to break the tie Schwartz immediately moved and it was unanimously adopted to negotiate with Superior ire Apparatus the
