A-2 Wednesday, March 14, 1990 The Town Talk, Alexandria-Pineville, La. Soviet: approved Boy killed, 13 injured as twisters hit Kansas Continued from A-l gress," Gorbachev said simply after applause greeted the vote of by members of the nation's highest parliamentary body for establishing the new post of president. Moments later, the Congress voted to approve a wide-ranging bill striking the Communist Party's leading role from the Constitution, legalizing some forms of private property and setting the presidential powers. Gorbachev has said the strong presidency is essential to hold the country together as it goes through economic troubles and ethnic disputes. He picked up votes for his proposals during the day by offering a compromise on some of the most controversial presidential powers.

He gave up the right to if the country is attacked and impose presidential rule. "We are standing before the greatest, most meaningful step in the history of our government," he told deputies shortly before they voted. "This is a major step in favor of democracy and the protection of democracy." Gorbachev opened Tuesday's session in a relaxed manner, even joking about Lithuania's declaration of independence on Sunday. During the afternoon session, however, he was strongly in control. He tapped a glass with his pencil and stabbed at the air to move the debate toward a vote.

He cut off debate at several points with a a curt "That's enough," or "Just a minute," and several times resorted to a voice vote on whether the Congress wanted to continue a particular debate. appeal a veto override and promised that any bid to impose a state of emergency would be preceded by an official warning and prior approval of local authorities. Deputy Fyodor Burlatsky, a top political commentator, said Gorbachev probably picked up 50 to 100 votes with the compromise. Each piece of legislation required 1,501 votes a two-thirds majority of all the members of the Congress, present or not. Gorbachev had been threatened by a boycott from some Baltic legislators who consider their republics independent, and opposition from radical reformers who considered the post of president too powerful and demanded a direct election.

The bill gives the president the power to propose legislation, negotiate treaties, veto legislation and decisions of the Council of Ministers, appoint a Cabinet, declare war "The northwest corner of Hesston is just, it's gone," she said. "There's nothing left. It just looks like as if it's just starting construction" At a Pizza Hut, about 15 customers and employees took cover from the storm in a walk-in freezer and two bathrooms, "the two safest places in the building," said restaurant supervisor John Anderson. No one was injured. At least five tornadoes were reported elsewhere in Kansas, causing some property damage.

Tornadoes also blew through portions of Oklahoma and Nebraska, causing property damage, but no injuries, authorities said. Chimney collapses The victim was killed when a chimney and fireplace collapsed into a basement where he and his family were huddling to get away from the storm, said Harvey County Sheriffs Investigator Byron Motter. "I was outside and I heard it roaring," said Dennis Eck, an employee at a gas station, "I flipped switches and we hit the deck. The pumps are all torn up. We've got roof damage." Eck said businesses north of his service station were demolished, and that the post office suffered extensive damage.

Civil Defense workers were on the scene. Initial reports said the worst damage in Hesston was on the western edge of town. The National Weather Service reported a large tornado on the ground at 5:43 p.m. about 10 miles north of Newton. Hesston is nearly 10 miles northwest of Newton.

HESSTON, Kan. (AP) Several tornadoes swept through south-central Kansas Tuesday, killing a 6-year-old boy, injuring 13 other people and extensively damaging more than 100 homes, authorities said. Hesston "took a direct hit and there is major damage," said a dispatcher with the Kansas Highway Patrol in Wichita. Gov. Mike Hayden was en route to this town of about 3,000 people, which was without electricity after the tornado.

About 40 percent to 50 percent of the town sustained major damage from the tornado, and debris was strewn everywhere, said Phillip Kloster, manager of the nearby town of Newton who was helping at the command post in Hesston. Thirteen people were taken to the Newton Medical Center, about eight miles south of Hesston, said spokeswoman Chris McKellip. Most had scratches, cuts and bruises. 75-100 homes "We have approximately between 75 and 100 homes that have been anywhere from completely destroyed to fairly seriously damaged," said city administrator Jay Wieland. "Surprisingly, we have very few people at this point who are reported missing," he said.

"We have temporary housing set up at the high school and at the college. We have National Guard on their way in now to help secure the area." "We're all really shook up," said Charla Buscher, 14, whose Hesston home was partly destroyed by the twister. "A lot of the nouses here are leveled We had a car wash. It's gone. He noted that few people can probably recall that Interstate 70 extending from Washington, D.C., through the Midwest is named after Dwight D. Eisenhower, the 34th president of the United States. "Naming a highway after a great American will have no great impact on anything that we do," Thompson said.

However, it is an important symbolic gesture. 'A step in front' "It's a gesture that suggests that Alexandria, Pineville, areas of Rapides Parish, could take a step in front of everybody," he said. The Federal Highway Administration did not object to naming the section within the city and is not expected to object to police juries' moves to name other sections. Thompson said the name can't actually be posted on 1-49 itself. The 1-49 signs must remain on the highway.

Hance conceded as it became clear Williams was piling up far more than the bare majority he needed to avoid a runoff. "We didn't have enough votes tonight by a long shot," Hance said. "If I'm going to lose, I'm going to do it with class." On the Democratic side, with 40 percent of precincts counted, Ms.

Richards was out front with 236,112 votes or 38 percent, closely followed by Mattox, with 232,460 votes or 38 percent. White was running a distant third with 121,856 votes or 20 percent. Four other candidates divided the remaining vote. White also conceded, acknowledging that Ms. Richards and Mattox would meet in the runoff.

Ms. Richards, who had been locked in a three-way mudslinging battle, told her campaign workers: "Well this is gonna be a good night, y'all. But do you have enough money for a runoff?" Williams, who calls himself "just a country boy" and admits to occasional fistfights, spent $8 million $6 million from his own pocket in rolling to victory over six other Republicans. On the Democratic side, Ms. Richards and Mattox crushed the comeback hopes of former Gov.

Mark White, but neither of them was able to gain enough support to avoid a costly runoff. With 30 percent of precincts counted, Williams led the GOP field with 191,798 votes or 64 percent.
