SPECIAL SALE The Canadian government introduced legislation last week to ban any foreign based football leagues from operating in Canada. The legislation would also prohibit any Canadian team from playing pro football in a United States -based league. CREOLE CROSS heads a field of nine for Thursday's Forerunner Purse at Keeneland, a stepping stone toward the Kentucky Derby. In its 24 runnings, the seven-furlong Forerunner has produced seven Derby winners, eight that finished second in the Run for the Roses and four each that took third and fourth money. It usually Is considered as a prep for next week's Blue Grass Stakes, the nation's most prolific producer of Derby winners in.recent years.

The Dallas Cowboys lost a fifth player to the World Football League Wednesday when rookie tight end John Kelsey of Missouri signed with the Honolulu Hawaiians. Kelsey was the third draft pick to go to the fledgling league. The No. 3 choice, quarterback Danny White of Arizona State, signed with Toronto, and the No. 6 pick, linebacker Jim Bright of UCLA, went to the Southern California Sun.

Veteran running back Calvin Hill and reserve quarterback Craig Morton have signed to join the WFL in 1975, Hill going to Hawaii and Morton to Houston. Eight more entries, including three from the ROGER PENSKE racing team and a car for veteran driver Lloyd Ruby, were received Wednesday for the May 26 Indianapolis 500-mile auto race, increasing the official list to 61. Two Offenhauser powered cars were entered by Michael Devin of Indianapolis for the Unlimited Racing Team, one of them for Ruby of -Wichita Falls, who has been in the last 14 races. No driver was listed for the second car. Another entry was from Hoffman Auto Racing, Loveland, Ohio, with rookie Larry Cannon, Danville, 111., named as the driver.

Denver chose the Canisius College sophomore, originally recruited by USL, in the eighth round of the ABA college draft. "I'd have to be offered $1 million before I'd even consider going to the pros," Fogle said. "A lot of people have spoken to me about going. I'll have to talk it over with my mother to see how the financial situation is.

She's been sick with asthma. But I feel staying in school could only help me next year." Fogle, a 6-foot-5 forward, averaged 33.4 points per game last season. He also was in the top 20 in rebounding. The Washington Redskins lost a player to the World Football League Wednesday, but snatched another one out of the new league's grasp.

Coach GEORGE ALLEN was anything but enthralled when he learned that veteran guard JOHN WILBUR has jumped totheHonolulu Hawaiians of the new World Football League. "There is no way I can prevent a player, even a veteran player like John Wilbur, from making a mistake," said Allen in a brief statement. "And John has made a mistake." Wilbur, an eight-year veteran who only three weeks ago vowed that he would not jump to the new league, signed a multiyear contract Tuesday to join the Hawaiians in 1975 after playing out his option this season in Washington. On March 24, Wilbur had told an interviewer: "You won't see many Redskins jumping to the World Football League because this is a great place to play. I don't know of any Redskin who will jump.

I'm not going to jump or anything, but it's nice to be able to talk to somebody else." Allen also thinks the Redskins are a good team to be with. Former boxing champ MICKEY WALKER, who won a slugfest with the bottle in 1938 and hasn't had a drink since then, is in a New York hospital following his collapse on a street. Walker is suffering from Parkinson's Disease anemia and arteriosclerosis. Police found Walker in a gutter in Brooklyn, N.Y., a week ago and took him to Kings County Hospital. He later was transferred to Jewish Memorial Hospital after its executive director Charles Gellman got wind of Walker's misfortune.

The first thought that comes to mind when one is picked up in a gutter is, "Just another drunk." But not in Walker's case. The boxing Hall-of-Famer hasn't had as much as a smell of alcohol for nearly 36 years and even quit smoking in 1950. Walker often has been tabbed as one of the five greatest boxers of all times. JOHN BASSETT major shareholder of the Toronto Northmen of the World Football League, has proposed that Canadian Football League clubs be invited to join the WFL. A statement released by Bassett said WFL President GARY DAVIDSON "approved the proposal and suggested that the matter be officially discussed on an executive level by the governors of the World Football League." "Bassett feels that acceptance of the proposal by the Canadian Football League would be of great benefit to Canadian fans providing them with major league football and, further, allow current financially pressed CFL teams the opportunity to share the U.S.

national television revenues and other potential benefits which are vital to their future existence." The National Football League season ticket packages, which force ticket holders to also buy tickets for exhibition games, does not violate the Federal antitrust laws, the U.S. Court of Appeals said Wednesday, in a ruling involving the Buffalo Bills. It was the second such U.S. Appeals Court decision in the nation, coming in the wake of a Feb. 11 Circuit Court judgment involving the Minnesota Vikings.
