SATURDAY, OCTOBER 26,1996 7A BRIEFS arr to investigate ex-White House cou had anything to do with the hiring of Craig Livingstone, a former White House personnel security former Democratic campaign planner, is a key question for Republicans investigating the FBI files case. They have hinted that collecting the files some on high ranking Reagan and Bush administration officials was done to compile an enemies' list. The White House says it was nothing more than a bureaucratic blunder. Livingstone has said that at the time, he knew nothing about the gathering of the FBI files by a subordinate, Army detailee Anthony Marceca. However, an aide in Livingstone's office says she told him that Marceca was gathering files chief questioned about the Clinton administration's improper collection of hundreds of FBI background files, many on Republicans from previous administrations.

Nussbaum 1993 interview, Nussbaum said Mrs. Clinton had recommended Livingstone to him. This is another black mark for President Clinton who long ago broke his promise to run the most ethical administration in history," Clinger said Friday. Nussbaum. now working as an attorney in New York, was traveling Friday and not immediately available for comment, his lawyer, Lawrence Pedowitz said.

The Department of Justice has obviously felt obliged to refer this matter to the independent counsel because of partisan pressure from House Republicans Pedowitz said. "Mr. Nussbaum stands by his House testimony." quoting Nussbaum as saying, in 1993, that Mrs. Clinton "highly recommended" Livingstone for the job of security manager. The FBI report turned up in a review of Livingstone's FBI file.

Nussbaum has denied making the statement to the FBI and White House officials have said repeatedly that the first lady had no knowledge of Livingstone's hiring. When Rep. William dinger, chairman of the House panel, asked Nussbaum if he knew who hired Livingstone, Nussbaum responded: "I don't know who brought Mr. Livingstone into the White House." From Wire Reports Gingrich won't seek post if Democrats win CHEROKEE. Ga. Speaker Newt Gingrich has no plans to run for Republican leader next year if the Democrats retake control of the House, but he does intend to stick around in Congress. "I think I'd be a relatively effective back bencher," the combative Gingrich said with a smile during an interview Friday.

After traveling to an estimated 150 congressional districts on behalf of GOP congressional candidates, Gingrich said, "I'm not worried" about Democrats taking control. In fact, he predicted GOP gains in the House. But during a break while campaigning for re-election in his own congressional district, he repeated what he's said elsewhere in re Nussbaum denied knowing who hired Livingstone and denied discussing Livingstone with Mrs. Clinton. Southern Command's boundaries expand WASHINGTON Defense Secretary William Perry has given final approval to a plan that adds I the Caribbean Sea and its island nations to the U.S. Southern Com-, I mand, the Pentagon announced 1 on Friday. The gist of the plan had been announced in February of this year. It will go into effect on June 1, 1997.

The switch involves changing the imaginary boundaries the U.S. military uses to divide the world into five areas of combat responsi-bility for commanders. Under the latest step, the South- ern Command, which operates in Central and South America, will also have responsibility for Puerto Rico, the U.S.

Virgin Islands, and European possessions in the Caribbean. The five U.S. geographic commands Southern, Atlantic, Pacific, Central and European are responsible for military operations using the combined forces of all the services.
