This was announced yesterday oy i.oi. Beverly ober, superintend ent of State police. Colonel Ober said he wanted all motorists to know that even though one of the regular, olive-colored cars of the department might not be in sight, nevertheless, one of the special patrol cars and its plain clothes occupants might be close by on any road in the State and at any hour, day or night. Plan Given Approval The State police official said the plan has been approved by the State Law Department and also by the Maryland Motor Truck Association, the Automobile Club of Maryland and the Keystone Auto mobile Club.

In a statement for publication. Colonel Ober said use of the spe cial patrol teams was directed against certain motorists with an Tll-get-by-with-ir attitude. Pri Tately, however, Colonel Ober used considerably stronger terms to de scribe the type of driver he had in mind. 1 The type of driver he referred to, he said, is the man who will weave in and out of line; cross the center line of a road; pass on hills and blind curves and fail to regulate speed to the condition of the road and the amount of travel on it. Four Special Teams There will be four such special teams, Colonel Ober said, one for each of the four State police troops.

They will in no sense, he con tinued, function as a Gestapo force, nor are they to concern themselves with minor technical violations which are dangerous to no one. Members of the patrol teams will not be judged by their superiors on the number of arrests they make, but on the number of accidents which occur in the areas which they were patrolling at the time. Colpnel Ober said he realized the success or failure of the Dlan would depend on his selection of men of judgment to make up the patrol teams. Result Of Investigation "Investigation shows," he said, "that a small group of drivers is responsible for a large percentage of highway accidents and traffic snarls which plague the motoring public. "Usually this group is made-up of persons who, by use of their mir-iiw attachments spot identified 'police cars and, when none is in sight, take liberties with existing Jraffic regulations.

"Not all of these violations, it is true, result in accidents, but sooner or later these TU-get-by-with-it' drivers, through their recklessness, involve themselves or other motorists in trouble. "Even when no accidents occur," Colonel Ober said, "this class of operators snarls up traffic and causes delays and difficulties which disturb the entire flow of traffic, as well as upsetting other drivers within the regulations. 16,000 Miles Of Roads "Since there are more than miles of roads in the State, 1,244 of which are rated among the most heavily traveled in the nation. Hague avenue, told State police that when he stopped for a red light in Frederick a man got into his car, pushed a gun into his ribs and -ordered him to drive on. Several miles out of town, Mr.

Fisher said, the man ordered him to stop the car and hand over his money. The gunman then forced, him out of the automobile and drove away, heading back toward Mr. Fisher, a novice at thumb ing rides, finally waved down a car and was given a ride. polling places for tomorrow's primary election. The voting place of the thir teenth precinct Twenty-seventh Ward, was transferred from 3803 Overlea avenue to 4002 Walnut avenue. A change in the tenth precinct, Thirteenth, Ward, moved the polling place from 2312 El taw place to 2332 Eutaw place. In the Twenty-seventh Ward pre cinct inspectors from the office of the Building Engineer notified the Board of Supervisors of Elections that it was questionable whether the flooring would support the weight of the voting machines with out At 2312 Eutaw place it was found impossible to get the voting machines through the door way. C. ByrdL president of the University of Mary land, and members of the Board of Public Works. April 20. was. in fact, a conference or an executive meeting of the board were resolved yesterday in favor of the latter.

Two University of Maryland items on the attenda! passed over at the open session with a statement by the, board's secretary, Joseph O'C. McCusker, that "there's nothine on that," are dis cussed in detail in the minutes of the meeting. Work Started On Win, One nart of the minutes shows that despite disagreement be-tween the board and Dr. Byrd as to authorization given on a dormitory contract at College Park and tna board's feeling that the dormitory wing, in question should not be built until funds were at hand the wine is beine built, and the board. therefore, determined that "noth ing could be done about this matter at this time.

Minutes of the hoard's meeting also show that the $2,666,500 contract for construction of the Glenn L. Martin College of Engineering and Aeronautical Sciences at Col lege Park was discussed as to cer tain details. to 6 P.M. In the coun ties the polls will be open between 7 A.M. and 7 P.M. There are contests in all sections of the State. Nominations are to be made for Congress and delegates elected to the State conventions of the two political parties.

In Baltimore the voters will make nominations for one place on the Supreme Bench, Pollack As Focus Of Interest Until its final few days the cam paign was one of the most sluggish on record, but it was brought to life last week by a whirlwind of contro versy revolving chiefly around the figure of James H. Pollack, the Democratic leader of the Fourth Legislative district. Attacks were leveled at him and he in turn hurled a collection of. epithets at his old antagonists, William Curran and Mrs. William Bauernschmidt The candidates were lost sight of in the hullabaloo raised by this trio, none of whom is running for office.

Issues were scarce in most of the contests, and In only one was there a clear division between the principal candidates on public af fairs. That was in the Fourth Congressional District, lying gen erally in the of Baltimore but extending to Irvington in the southwestern section. Fallon-McCoVmick Issues The fight there in the Democratic primary has been between Repre sentative Fallon, whose voting rec ord in Congress is conservative. and Leo H. McCormick, an ad herent of the Roosevelt school.

Mr. McCormick was particularly critical of Mr. Fallon for voting to wipe out price controls, and con tended that this action was responsible for the present high price level. Howard W. Jackson, former Mayor, issued last night a state merit in support of Mr.

The occasion was the dedication of Whitehead Hall, the first build ing on the campus after a living man, and Dr.

Pollack offered William Curran to -the Soviet Union last The newest chapter in the noisy feud between the two political leaders followed upon an outcry by a group of Govans residents agairist what was termed a political invasion of that area by the Pollack organization. Mr. Pollack denied the alleged invasion and called it a Curran invention. There were other repercussions from the charges ma'de at a meet ing Friday night of the Govans group at the Govans Democratic Club.

F. Henry Ferguson's bronze double eques trian tribute to Generals Robert E. Lee and Stonewall Jackson was presented to the city and dedicated yesterday. More than 3,000 persons gathered for the ceremonies in Wyman Park at the base of the $100,000 memorial adjacent to the Museum of Art, a site, according to the sculptor, Mrs. Laura Gardin Fraser, reminiscent of the place depicted in the bronze group. Mr.

Ferguson provided the money for the statue in his will. Their Grandchildren Present Lee and Jackson, considered by Mr. Ferguson as heroes Americans should emulate, are shown at the moment they said their last farewell on the eve of the Battle of Chancellorsville, which took place 85 years ago yesterday. Jackson was mortally wounded in the engagement. Linking that historic event with the present were the grandchildren of the two famous warriors of the Confederate Army.

At a luncheon before the exercises in the Museum of Art these grandchildren sat on divan and recalled the exploits of their distinguished ancestors. The grandsons are Dr. George Boiling Lee, of New York, and Col. Thomas J. J.

Christian, U.S.A. With Dr. Lee was his wife, a daughter, Miss Mary Walker Lee, and a son the General's great-grandson Robert E. Lee 4th, who is the last Lee in direct line. With Colonel Christian was his sister, Mrs.
