Duvall, vice presi dent and general manager of the Baltimore Transit Company, yesterday told the Public Service Commission. Testifying at a hearing called by the PSC after 1,100 residents of the Woodberry section had presented a petition asking resumption of the service, Mr. Duvall said the number of platform employes had dropped from 2,160 at the end of 1943 to 1.912 at present. Twenty-five per cent of these work a seven-day week, he said. Greincr Company for engineering services and designs for State highway links "common to both the proposed Franklin street expressway and the proposed Patapsco River bridge. Toll Bridge Proposed With reference to a bridge over the Pafapsco, Mr.

Davis said he believed It could be financed as a toll project, but expressed the opinion that it would be up to the State Roads Commission to deter mine how the aproaches outside the city would be built and financed On the other hand, Mr. Whitman said tbe commission was not taking the initiative in sponsoring a bridge or its approaches, and did not want to be put in the position of dictating to the city how it should spend the funds which would be made available to it out of gasoline taxes. Whitman Discusses Toll Plan "We feel the city should draw up its program and then we shall be ready to co-operate with it in every way possible, he continued The city could, if It wished, ear mark the gasoline revenue to which it is entitled for the bridge or free way, but if it required more funds it would be up to the Legislature to act."
