A 1 1 -M i i llrHilM I i 1 World Cup organizers said Monday they will attempt to prevent fans with a history of violence from entering the United States during the 1994 tournament in an effort to combat hooliganism. The officials also said they were considering the possibility of segregating fans by nationality inside the nine stadiums to be used for the 52-game tournament. They also said they had ruled out the possibility of a large military force to provide security, but intended to have SWAT teams available in reserve.

"This is America. This Is not a police state and we're not going to turn it into one," said Alan Rothenberg, chairman of World Cup USA 1994, the group that will stage the World Cup. Rothenberg said security would be the largest budget item the tournament. Soccer has had a history of fan violence at big games, although World Cups have been relatively trouble-free because of massive preparation. Rothenberg on Monday hired Edgar N.

Beat as senior vice president for security. Best was director of security for the 1984 Los Angeles Olympics, overseeing an $80 million budget. Diego Maradona's agent said a tentative agreement had been reached to enable the Argentine soccer star to transfer from Napoli In the Italian League to Seville in the Spanish League. The average salary among 1 1 Ottawa Senators who have registered new contracts with the NHLPA Is $262,272. Of 16 Tampa Bay Lightning players who have new deals, the average Is $213,125. Last season, the NHL said its average player salary was $379,000. Tampa Bay defenseman Rob Ramage will earn $375,000 this season under terms of his contract with Minnesota, making him the top-paid member of the Lightning. Center Anatoli Semenov is the highest paid Lightning forward, making $310,000 In 1992-93 on a new deal that jumps to $460,000 over four years.

Semenov made $265,000 last year in Edmonton The Edmonton Oilers have bid a sad farewell to Kevin Lowe, the first player ever drafted by the franchise, but waved a dispassionate goodbye to two others who priced themselves off the roster. General manager Glen Sather said that Lowe, Joe Murphy and Norm Maciver, all free-agent holdouts, passed Sunday's team-Imposed deadline for signing contracts.
