Minden test features arts, crafts, food MINDEN From her pink terry cloth barrette to her pink Reebok tennis shoes, Tiffany Smith made a pretty picture Sunday. The hard part was keeping the picture still. With all the patience an active 6-year-old can muster, Tiffany sat for an artist's pencil sketch at the annual Minden Germantown Festival. It was the closing day of the festival's 1988 version, which included arts and crafts, food booths and entertainment albeit most of the American variety. As artist Lacey Stinson of West Monroe sketched, the first-grader sat rock still, only her occasionally darting blue eyes giving a hint of her growing weariness.

"I don't think she thought it was going to take this long," her mother, Cindy, said of the 20-minute sketch beneath a craft tent. "She thought, 'Five minutes tops, and then it would be She's cut her eyes over here a couple of times, but she knows she has to look at the artist." anything would be obstructed," he said. "This won't hurt Shreveport; it will help its businesses grow." There are other billboards in the area, but they comply with the city's off-premise ordinance. Hussey said Brazzel's request to erect an extremely large billboard "flies in the face" of city planning objectives on billboard ordinances, which were written to "improve our quality of life by enhancing our gateways or major highway entrances into the city." Kirkland said Brazzel's billboard would be among the largest in Shreveport. "And we don't want people who visit the city to constantly have to look at nothing but billboards," Kirkland said.

Continued from Page 11 area. That, Hussey said, is a violation of the city's off-premise advertisement ordinance. Brazzel has requested that the area be rezoned from a residential to commercial zone. The request was refused by the city Zoning Board of Appeals, but overturned by the City Council. The city off-premise ordinance prohibits the location of a billboard exceeding 72 square feet in a commercial-zoned area, and requires the spacing of billboards along the city's major thoroughfares.

Brazell said he plans to spend $25,000 to $30,000 on the billboard. "I want to put up a nice sign, not an ugly one It won't be a cheap sign by any means. And, if it sits far enough off the road, I don't see how Tiffany Smith, 6, shows signs of restlessness as her portrait is drawn by West Monroe artist Lacey Stinson.
