"Fay is apparently is bitter," Reinsdorf said. "If he chooses to write a book, I don't think it will enhance his reputation." And Selig responded: "I find this all very sad." Vincent said he "wouldn't put much stock in the tone" of the proposal, contending it was not in keeping with his style.

When informed the excerpts would be published in the newspaper, he told the Times he would no longer write the book. The Times said the 40-page proposal is being shopped to publishing houses by the William Morris Agency. Bill White, the former National League president, is a "good man" but "incompetent." New York Yankees owner George Steinbrenner is "the most hated man in baseball." Chicago White Sox owner Jerry Reinsdorf is "dangerous" and more to blame for the "poor state of baseball than anyone else." Cincinnati Reds owner Marge Schott is the owner who "does the dumbest things." Jackie Autry, the California Angels executive vice president and wife of owner Gene Autry, is "mean-spirited and not bright." White responded: "I suggest you talk to people where he's worked NEW YORK Acting commissioner Bud Selig is a "small-town schlepper" who is the "emblem of baseball's decline" and Los Angeles Dodgers owner Peter O'Malley is a "nitwit" and "bigot," former commissioner Fay Vincent wrote in a proposal for a book. Excepts from the proposal for "And the Horse They Rode In On: My Tumultuous Years as Baseball Commissioner," were published in today's New York Times. Selig and O'Malley weren't the only members of baseball's hierarchy to be lambasted.

Vincent said: STANDINGS Astros tip Reds 3-2 The Associated Press KISSIMMEE Tony Euse-bio's single in the bottom of the ninth inning scored Willie Ansley to give the Houston Astros a 3-2 victory Friday over the Cincinnati Reds. Ansley opened the inning against Ken Patterson by walking. Patterson fielded Phil Ne-vin's sacrifice bunt but threw the ball wildly to first base, enabling Ansley to reach third while Nevin was safe at first. Eusebio, a catcher who spent last year at Class AAA Tucson, lined the ball through the leftside to end the game. Mitch Williams pitched a scoreless ninth for the victory, striking out two batters after allowing Steve Gibralter's leadoff single.

Houston broke a scoreless tie in the fourth with an unearned run of John Roper. RED SOX 9. BRAVES 6 WEST PALM BEACH The Boston Red Sox scored the go-ahead run in the 1 0th inning on a two-out pop-up by John Flaherty that fell untouched on the pitching mound and allowed 2B Billy Hall to score. The Red Sox added two more in the 10th-inning runs on a triple by CF Jeff McNeely and started Grapefruit League play with a 9-6, 10-inning victory Friday over the Atlanta Braves at West Palm Beach's Municipal Stadium. After five innings the Red Sox led 5-1.

Atlanta tied the game by scoring one in the seventh, two in the eighth and two in the ninth. The Braves tied the game on a two-run throwing error by Flaherty, whose errant pickoff attempt to first rolled far down the right-field line. Boston's first five runs were scored on homers by IB Mo Vaughn, who hit a two-run homer in the third and a three-run homer in the third. GOOD: 2B Tim Naehring ranged far to his right in the first inning to snare a grounder hit by Atlanta IB Fred McGriff. As Naehring ran toward left-center, he made an off-balance throw to first to get McGriff.

The played saved a run. Braves CF Deion Sanders was on third base with two outs when McGriff hit the ball. BAD: Maybe it's something to do wit Florida. Last year, SS John Valentin made 1 1 spring-training errors. On his first ground ball this spring he made an error, throwing high to IB Mo Vaughn.

RHP Greg Harris had five walks in two innings. NOTES: 3B Scott Cooper is scheduled to have a surgical procedure performed later this month to widen his esophagus. He's had trouble swallowing food. He was tested Wednesday. Manager Butch Hobson and pitching coach Mike Roarke left after the seventh inning to attend Boston's home opener Friday night against Boston College at City if Palms Park.

Buddy Bailey, manager of Boston's Class AAA affiliate in Pawtucket, ran the club after Hobson and Roarke left. Boston pitchers for today's game against the Minnesota Twins at the Lee County Sports Complex: Roger Clemens, Ken Ryan, Scott Bankhead. Florence, Cory Bailey. Pete Incavig-lia drove in four runs with a homer and two doubles in four at bats. Pirates need bailout The Associated Press PITTSBURGH The Pittsburgh Pirates need an emergency bailout of $8 million during the next year to stay in business, mayor Tom Murphy said Friday.

He released a 12-page review of team finances that showed the team had told the truth when it pleaded poverty and claimed its lease at Three Rivers Stadium was probably the worst ballpark deal in the major leagues. The $8 million could come from public and private funds, including a one percent addition to the sales tax in Pittsburgh and its suburbs, Murphy said. The mayor is trying to put together a package to pay the Pirates' bills. The 107-year-old franchise owes Citibank $20 million, and a $5 million payment is due in August, said Pirates president Mark Sauer. "If the Pirates were a household, what we have would be the equivalent of them borrowing money against their mortgage to pay their utility bills and everyday expenses," he said.

Pirates president Mark Sauer did not immediately return a telephone message left at his Pittsburgh office, and Pirates spokesman Jim Trdi-nich would not comment on the Murphy report. Chairman Vincent Sarni last month said the team's "serious financial situation created a sense of urgency among our board." The Pirates lost $2.9 million in 1991, $12.3 million in 1992 and $9.6 million last year, according to Murphy's report, which was prepared by the Buchanan Ingersoll law firm. The team finished first in the National League East in 1991 and 1992, but slipped to fifth last year after losing key free agents such as Bobby Bo-nilla, Barry Bonds and Doug Drabek to higher-paying teams. The Pirates, one of baseball's smallest franchises, want someone to buy the entire team or to join the alliance of businesses and individuals that bought the Pirates from Ohio businessman John Galbreath in 1985. Marciano is fighting for the starting catcher spot with sophomore Sean Curtain. BC coach Moe Maloney said Marciano got Friday's start because he's a senior. For now, Maloney is just happy Mar-ciano's on the squad.

"In high school, he was the best defensive catcher I ever saw," the coach said. "Plus he's a little pepper pot." That trait was evident on the football field during BC's 41-39 victory over Notre Dame, in which Marciano recovered an onside kick, grabbing the ball after a hard hit jarred the helmet off his head. He jarred the crowd at the Elks Club Wednesday night in Newton, outside Boston, by doing a little impromptu singing. "A little Frank Sinatra, sure," Marciano said. "I hope I play baseball better than I sing." Tom Coughlin forced him to focus on his football career.

He also is just one year removed from major reconstructive surgery on his right throwing shoulder, the result of a football injury. "Baseball was always my favorite sport," Marciano said, "so when that senior year came around, I wanted to play baseball again. I missed it terrible." He missed it so much, he said he "hated" Coughlin for forcing him to sit. Especially after being recruited by former BC football coach Jack Bicknell, who told Marciano he could play both sports. His perception of Coughlin, now with the Jacksonville Jaguars, has softened.

"Coughlin told me, 'You're a football player and on scholarship, and that's what you'll do, play football," said Marciano, a 5-foot-8, 180-pound defensive back. "I understand his reasons. It's tough enough playing one sport and also By DAMIAN CRISTODERO News-Press staff writer The strategy was simple. Steve Marciano knew he'd be under the gun Friday night, if Boston Red Sox speedster Otis Nixon got on base. So in a desperate attempt to gain even the slimmest advantage, the Boston College catcher said he was going to throw himself on Nixon's mercy.

"I'm going to ask him not to steal when he gets up," the seniorsaid. Wishful thinking. Nixon stole second base in the first inning of the Red Sox's 12-1 victory at City of Palms Park. Actually, Marciano was just happy to be on the field, and not just because the Brockton, native grew up rooting fortheRedSox. The nephew of late boxing champion Rocky Marciano, Steve sat out three seasons while former BC football coach Joel Grahe allowed one hit in two innings and Marc Pisclotta allowed five runs on three hits in i3 of an inning.
