Scheuer and TV KEY'S staff in New York and Hollywood. 7 p.m. CBS Beauty and the Beast. A little fun for a change, with the sweet Beast and his brave Cathy playing legal beagle. Cathy takes on a case involving a murder by a Haitian voodoo specialist.

Risking laughter, the writers have the voodoo demon look just like our hero Vincent. It may be stretching but, the attitude on this show seems to be, why not gamble? 7 p.m. NBC Special. "Walt Disney World Celebrity Circus" Host Tony Randall, Mickey Mouse, and celebrities Malcolm-Jamal Warner, Lisa Bonet, Kim Fields and Tim Conway play second fiddle to a crew of European circus acts. Performers include a troupe of Czechoslavakian bears never seen here before and a funny Swiss sea lion act which almost upstages the wonderful bears.

8 p.m. CBS Dallas. J.R. is chasing juicy Kimberly, Sue Ellen seeks legal advice and the buildup to the Ray-Jenna wedding begins. For relief, it's good to see Cliff Barnes being shot at by angry old Dandy, who is determined to keep his oil rig drilling.

This story is right out of old Hollywood gusher films, but it still works. 8 p.m. NBC Movie of the Week. "Police Academy" (1984) This raucous comedy aimed at the college crowd and teen market tries to do for the police force what "Airplane" did for the airlines. While it's not consistently funny, the movie provides a fair number of good sight gags as the academy lowers its standards drastically and allows some unlikely recruits to join.

I MS IV MkhM) l4rMl NEW YORK (AP) NBC has declared victory in the November sweeps, its 11th in a row for the longest streak since ABC won 11 sweeps in a row ending in May 1979. November is one of four months a year when ratings companies measure audiences in local markets for use in determining local advertising rates. The networks generally load their schedules with special programs to help their affiliates. According to the A.C.

Nielsen NBC also won the week ending Nov. 22 with an average, prime-time rating of 17.3. CBS was second with a 13.8 and ABC third with a 12.6. ABC remains in second place on the season however. NBC's season-to-date average after nine weeks is 16.7, ABC has 14.0 and CBS 13.8.

CBS extended its win streak in news to all nine weeks of the new season. For the week ending Nov. 20, the "CBS Evening News" had an 12.1 rating and 21 share. ABC's "World News Tonight" had an 11.4 and a 20 and "NBC Nightly News" had an 11.1 and 20. The rating is a percentage of the nation's 88.6 million households with televisions.

The share is a percentage of the audience that is viewing during a particular time period. Here are the prime-time television ratings as compiled by the A.C. Nielsen Co. for the week of Nov. 16-22.
