Raymond Henry, 47, was arrested by state police at about 5:35 p.m. near Jena on charges of driving while intoxicated and failure to secure a Louisiana registration for his vehicle, state police said.

Police said that when he was taken to the jail, the 18-wheeler he was driving was put into storage. Henry's co-driver, John W. Sikes, 35, who was not at the scene of the incident, then got the 18-wheeler out of storage without permission and was later arrested for DWI and failure to maintain control after driving the vehicle into a ditch on Carpenter Street in Jena, deputies reported. Sikes was later out on bond while. Henry remained in the jail Sunday night.

His bond was set at COLFAX The state Supreme Court refused to review a lower court decision that upheld the disqualification of Ellison J. Od'Neal as a mayoral candidate. On Feb. 18, the 3rd Circuit Court of Appeal in Lake Charles affirmed a district court's action in disqualifying Od'Neal as a candidate in the April 5 primary election. In a suit filed by Colfax resident Walter Jerro 35th Judicial District Judge Billy Lutes ruled that Od'Neal did not meet the qualifications for mayor.

The suit charged that Od'Neal was not a qualified elector of the municipality because he did not live within the city limits and thus did not meet requirements for qualifying as a candidate. Od'Neal contends he owns a residence within the city limits. Od'Neal's appeal to the circuit court charged that an error was made in accordance with a provision requiring a timely hearing on the issue in district court. Urania Council URANIA The Urania Town Council put all dogowners on notice this week that all local dogs must be tagged with a identification tag and vaccination tag. The ID tag must include the name and address of the owner of the animal.

To back up that warning, the council on Monday hired Dick Callender of Urania as the town dogcatcher. The councilmen expressed concern for the safety of residents in the wake of reports of stray dogs on the streets. With warm weather approaching and more children and senior citizens participating in outdoor activities, the councilmen said they felt the action was required to ensure the safety of local citizens. The council also discussed the purchase of automatic bowling pin setters for the Urania Recreation Center. Mayor Damon Bradford told the council that a company representative had inspected the two-lane bowling facility.

Georgetown Council GEORGETOWN Shirley Green has been appointed to fill the alderman's seat left vacant since December by the resignation of Jamie Barrett. At the council's regular monthly meeting Monday, Mayor Johnny Robinson declared the vacancy by special proclamation and appointed Ms. Green to the post. Barrett resigned in December when he moved to another state. Green will take the oath of office this week and begin duties immediately.

The council called for a special election to fill the position. Qualifying will be July 16-18 and the primary election will be Sept. 27. In other business, the council: Authorized purchase of four uniforms for volunteer police patrolman Arlis Ray Williamson. Tabled the appointment of two members to the District 4 Volunteer Fire Department Board.

Man Stabbed NATCHITOCHES A local man was in stable condition Monday night after treatment for stab wounds which he received during a confrontation Sunday night in the Red Dirt community, near Ki-satchie, according to the Natchitoches Parish Sheriff's Office. Kelvin Merritt was stabbed about 8 p.m. and then was taken to the Louisiana State University Medical Center in Shreveport. Another man, Ben Peace, later was arrested in connection with the stabbing, according to the sheriffs reports. Action on the request was held over from the January council meeting while City Attorney Reed Walters consulted the state Attorney General's Office. The state could provide no assistance on the issue. Walters advised the council that under existing town ordinances, Nobles' Eastside 7-11, is located too close to a church for the council to legally grant a permit. Nobles' store is not affiliated with Southland 7-Eleven chain. Nobles advised the council that he needs the permit in order to remain competitive with other convenience stores.

Nobles has been granted a state permit to sell beer, but the local ordinance overrides the state statute. Nobles' suit termed the city ordinance "unconstitutional" and called the council's actions "arbitrary, capricious and without probable JENA A convenience store owner whose request for a beer sales permit was turned down by the Jena Town Council has followed through with his threat to sue the town. Leon Nobles filed the suit last week in 28th Judicial District Court. The case is to be heard at 9 a.m. April 14.

McDaniel wil be welcomed to Fort Polk during ceremonies at Red Devil Field Wednesday at 10 a.m. The public is invited.

McDaniel will assume duties as Garrison Comander of the military installation. He will oversee the garrison staff in conducting day-to-day support and community-type business operations of the post. In the event of mobilization of the 5th Infantry Division (Mechanized), Fort Polk's major tenant unit, the Garrison Commander and his staff would remain to command the installation. McDaniel comes to Fort Polk from Fort Leavenworth, where he was director of Combined Arms Integration and Standardization. A graduate of the University of Nebraska, McDaniel also holds a master's degree from Northwest Missouri State University.
