It was the fourth time the Indians have been blanked in 12 games this season. They are 1-4 at home. Davis (2-1) pitched his first complete game of the season and only his third in the last five years, walking none and striking out four. His last shutout was a three-hit, 6-0 win against Seattle on Aug.

30, 1985, while with Baltimore. Davis is 10-2 lifetime against Cleveland, including 6-0 at Cleveland Stadium. Gibson had three hits including his fifth home run, a solo shot in the fifth inning. Warren Cromartie also had three hits, including an infield single that started the Royals' four-run second inning. Kansas City scored four runs on six hits in the second.

Mention Palmer Cablevision though, and he gets worked up. Pipher is general manager of WBR-TV, a local station available on some Southwest Florida's cable systems. WBR has been on the air nearly three years and for that time Pipher has been trying to get his station on Palmer, Southwest Florida's largest cable system. He's had no luck.

"I hear a different story every time I talk to them," Pipher said. "One time they'll say there's no channel capacity. I don't think they understand baseball for one thing. I'll say, 'We've got Cincinnati vs. Pittsburgh tonight.

There's a lot of people down here who want to see this "They'll say, 'It doesn't matter. We've already got San Diego and San Francisco on They don't understand baseball fans want to see their team play. It's not good enough just to have a baseball game on." Pipher's luck, though, may be changing. Palmer, which has about 100,000 subscribers, is considering adding WBR, according to Rick Almand, systems manager for Palmer. "We are taking a look at putting them on," said Almand.

"We're taking a hard look. They got a product I'm Interested in." Almand said there's no timetable to adding WBR. Almand emphasized Palmer won't make up its mind about adding or not adding WBR until sometime this summer. Pipher will be waiting. "We've begged Palmer to take us," Pipher said.

"If there's five other baseball games on and you're a Cincinnati Reds fan, you want to see the Cincinnati Reds games. You don't really care about those other games." "With no major league teams it's open season on any team in the nation. We can go out and get any team we want." The nearest big-league team to Fort Myers is the Atlanta Braves, about 600 miles to the north. In 1993, though, the National League will expand, adding two teams. At least one of the new teams is expected to be placed in Florida. Miami and the Tampa Bay area are strong candidates for an expansion franchise, "I'm a little bit concerned when we get a major league baseball team in this state," Piphersaid.

He remained a baseball fanatic. He plays third base for the Fort Myers Pirates, a local semi-pro team. He named his 3-year-old son Brooks after Hall of Fame third baseman Brooks Robinson.

He doesn't particularly care, though, if his Brooks plays third. "I think I'd rather see him playing short or second so he'd have a little less pressure to hit," Pipher said. In 1987, Pipher heard WEVU-TV, Southwest Florida's ABC affiliate, had a permit for Channel 7 in Fort Myers which the station wasn't using. He approached WEVU and they worked out a partnership. Pipher owns 49 percent of WBR.

The other 51 percent is owned by WEVU. Pipher said Federal Communications Commission regulations compelled him to give up his Canadian citizenship to become minority owner of an American television station. Pipher's top priority was televising big-league baseball. He soon worked out deals with big-league teams, joining their networks for a price he declines to disclose. The station has two satellite dishes on the roof of the Bell Tower Mall where Pipher rents a small office.

The dishes receive the signals, which it relays by microwave about eight miles to downtown Fort Myers, where the station's transmitter is located atop the Sheraton Harbor Place hotel.
