A-3 Town Talk, Alexandria-Pineville, Saturday, February 4, 1984 New Plan to Get Sr. Citizens Into Work Force Town of Jonesville Advised to Hold Out In Dispute With The Rapides Council on Aging is "fighting the old image of the rocking chair" with a new program to get seniors into the work force, said Tom Davis, project coordinator. The council's Senior Aides Program is starting the On-The-Job Training Program for senior citizens EXTRAide. The National Council of Senior Citizens alloted $21,900 to the Rapides Parish program to train 28 seniors for job placement older, must live in AlexandriaPineville or vicinity, must be physicially and mentally capable of performing part-time work, must be a member of a family that receives regular Welfare payments, or must be someone whose income doesn't exceed certain requirements. To apply, call Tom Davis at 445-7985, or visit the Rapides Council on Aging office at 4701 Lee St O.J.T.

will be accomplished in private sector "host agencies," Davis said. Trainees will be paid by EXTRAide until training is complete. Then the host agencies will hire the senior aide full time. Seniors will work four hours a day, 20 hours a week while in training, which lasts for up to three months. Qualification for this program is the same as for the council's Senior Aides Program applicants must be 55 years or Mg savings on Powsttowat Specials: Bendover Pants By Raymond Daye Town Talk Staff Writer.

JONESVILLE It's just a matter of time before a solution is found to the question of "who owes whom how much" in the dispute between the town of Jonesville and Louisiana Power and Light, Town Attorney Russell Purvis said. Purvis said latest gesture, a $43,074 check, isn't good enough and he will advise the Town Council to hold out for the ull $90,000 rebate owes. has been withholding the funds for more than a year because the company says the town owes it $111,300 for not fulfilling a contractual agreement to keep its generating plant in working condition. Purvis said indicated that if the town would accept this amount, the company would forget about pursuing its claim to the $111,300. "It is the town's position that the plant was capable of producing electricity at the time the contract was terminated in August 1979," Purvis said.

"And even if it weren't, never called on us to produce power for them, so it is really a moot point anyway." JIM FORT, public information manager, said the company did mail the $43,074 check, "but with this news that they don't want to accept it, we will have to meet with them again to try to reconcile it" Fort said the company will try to arrange a meeting with town officials this week to discuss the issue. Purvis said the town discussed the issue with representatives Archie Colvin and Jay Poche before receiving the check. Under a 10-year contract in force from August 1969 to August 1979, gave the town a 5 percent rebate for maintaining the generating facilities to produce power for the company during emergencies. Purvis said the town was never asked to provide power. claims it was asked once and ref used to produce power.

"We were put on a contingency contract with them paying us to be available if they needed us," Purvis said. "We could have performed if they had called on us, but they never did." Purvis said he doesnt know if the town's generating plants are in working condition now. "I think both sides are trying to work it out," Purvis said. "If we cannot come to agreement, we will have to enter litigation at some point I feel the town's position is very strong." The town could be seeking up to $100,000 from the $90,000 rebate and $10,000 in lost discounts for the last nine months of the town's contract with the company. CANCELED THE 5 percent rebate about nine months before the contract ended when a company representative said the town had not kept up its part of the agreement Purvis said that was the first time the company mentioned the town owing it $111,000.

The issue did not resurface until last year after and Texaco reached a $1,087 billion settlement and the state Public Service Commission ordered to pass the settlement on to the company's customers in cash rebates. The town "never pushed this ($10,000) thing because we were looking at $10,000 compared to owing $111,000," Purvis said. "Now I feel the town is in a strong position" to receive the $90,000 rebate and $10,000 in discounts. PURVIS STRESSED that the town "is not too crossways with We just feel they have been arbitrary in withholding these funds. There are no real hard feelings.

has cooperated with the town on many occasions. "They feel their position is correct and we feel ours is correct" Purvis said. "I guess that's what good lawsuits are made of." Purvis said that though the town is no longer a customer of the company still transports its electricity through its power lines "at reasonable rates. They have done everything possible to give us the best deal they can." Pull-on Pants 9.99 Orig. $14.

to inform Mrs. Plauche that his office had made a big mistake and would be responsible for damages (and) that Texas Avenue was zoned for residential purposes and not for business purposes (and) that Medical Laboratories could not remain at this location." The lawsuit also said Mathews told Mrs. Plauche that her business "could not advertise its new location and no building permit would be issued for the remodeling of this building to be used for laboratory purposes." Mrs. Plauche, the lawsuit said, was told by Mathews that she could file for a zoning change with the Alexandria Zoning Commission. She did, but the commission rejected the rezoning request on Dec.

19, 1983. The City Council later unanimously upheld the commission's ruling. The lawsuit said the Plauches have since found a new location for their business, but they have suffered damages. A lawsuit outlines the grievances of one party against another and does not address all sides of an issue. By Jim Leggett Town Talk Staff Writer Owners of a medical laboratory who purchased a Texas Avenue home after city assurances that there was proper zoning for the business, only to be told after the purchase there had been an error, sued for $250,000 in damages Friday.

J.W. and Eileen Plauche, owners of Medical Laboratories purchased a home at 616 Texas Ave. to house their business. They had determined their DeSoto Street location was too small Mrs. Plauche saw a "for sale" sign at the home, according to the lawsuit against the city, and called a Realtor.

The Realtor advised her to check with the city engineer's office to determine if the home was zoned for business. Mrs. Plauche received two written assurances the property was zoned for business. The Plauches purchased the property on Oct 11, 1983, and moved into the house in early November, according to the lawsuit Soon after that the lawsuit said, a neighbor discovered the property was to be used as a business and filed a complaint with the city engineer. Alleged KKK Leader Jumps Bail; FBI Issues Warrant for His Arrest OAKDALE An alleged Ku Klux Klan leader has jumped bail after being indicted for conspiring to interfere with the Civil Rights of a white man and his black wife, a spokesman for the Federal Bureau of Investigation said Friday.

A warrant was issued Jan. 26 for the arrest of Oddist J. Lambright Jr. of Oakdale, who was free on a $25,000 bond, the FBI spokesman said. Lambright was charged with conspiring to interfere with the housing and employment rights of former KREH radio station manager Donald R.

Lindig of Oakdale. Lambright was indicted in January for allegedly distributing leaflets containing racial slurs and urging local citizens to "stop buying at stores that support KREH" in 1982. The indcitment stated that the alleged KKK leader and two companions dressed in Klan robes went to Lindig's apartment and told Lindig and his wife to leave town "because they were setting a bad example." Lindig was employed at KREH for a short time in 1982 after he volunteered to fill as station manager while the owner searched for a new manager. Current KREH Manager Carl Enna said Thursday the station received several calls after the indictment from clients inquiring if Lin-' dig was still employed at the station. Enna said the radio station has had no problems ki connection with the matter.
