Preliminary figures are in and here's what they show: Between 1981 and 1982 the share of individual federal income taxes paid by taxpayers with adjusted gross incomes of more than $50,000 rose from 32.9 percent to 35.4 percent. The tax burden of those with incomes under $50,000 fell accordingly, from 67.1 percent to 64.6 percent. Some insist a large part of the shift was due to inflation, which pushed people into higher brackets, and the recession, which had a greater impact on lower-income individuals. But Treasury Department officials say that even after adjusting for those factors, the tax load for people in the bracket rose to 34 percent in the first year of the tax cut.
