Melvin A. Baxley Melvin Anderson Baxley, 58, of Colfax died at 1 a.m. Sunday in Huey P. Long Memorial Hospital, Pineville. He was a retired logger and a veteran of the U.S.

Army. He was a native of Dry Prong. Survivors include his wife, Mary McGlothlin Baxley of Colfax; two sons, Leonard Melvin Baxley and Henry Eugene Baxley, both of Colfax; five brothers, Leonard Baxley and Larry Baxley, both of Colfax, Horace R. Baxley of Alexandria, Huey Baxley of Dry Prong and Waynon Baxley of Verda. Services will be at 2 p.m.

Tuesday in Bethel Baptist Church with the Rev. Lloyd Whitman officiating. Burial will be in the church cemetery under direction of Hixson Alexandria. Friends may call after 10 a.m. today in the church.

Gertrude C. Lee LEESVILLE Services for Gertrude Cloessner Lee will be at 10 a.m. Tuesday in Pine Hill Baptist Church with the Rev. Avon Cavanaugh officiating. Burial will be in the church cemetery under direction of Hixson.

Mrs. Lee, 77, of Leesville died at 12:15 a.m. Sunday in St. Frances Cabrini Hospital, Alexandria. She was a native and lifelong resident of Vernon Parish and a homemaker.

Survivors include one son, Lynn Jacob Lee of Carthage, Texas; one daughter, Lillian Trelvis Potter of Leesville; one brother, Fred Cloessner of Leesville; three grandchildren and five greatgrandchildren. Friends may call until 10 p.m. today in the funeral home and after 9 a.m. Tuesday in the church. Paul E.

Lutes Sr. COLFAX Services for Paul E. Lutes Sr. of Colfax will be at 4 p.m. today in Colfax Baptist Church with the Revs.

Thad Moore and John Harlan officiating. Burial will be in Colfax Cemetery under direction of Hixson Pineville. Lutes, 76, died at 2 p.m. Sunday in Rapides General Hospital, Alexandria. He was the retired owner and operator of a sand and gravel plant.

He was a member and deacon of Colfax Baptist Church, a member of Anchor Lodge No.261 Pollock, and he was a native of Lutesville, Mo. Survivors include his wife, Clara S. Lutes of Colfax; three sons, Paul E. Lutes Jr. of Houston, Judge Billy G.

Lutes of Colfax and John W. Lutes of Winnfield; one daughter, Mary Harlan of Pineville; one brother, Albert Lutes of Benton Harbor, 11 grand- Town Talk, Alexandria-Pineville, children and 10 great-grandchildren. today in Saint Joan of Arc Catholic Church with the Rev. Charles Soileau officiating. Burial will be in Sacred Heart Catholic Church Cemetery under direction of Ardoin. Mowad, 86, of Oakdale died at 3:45 a.m. Sunday in Humana Hospital.

He was a Fourth Degree Knight of the Elizabeth Oakdale Council Chapter No.3534. He was also a charter member of the Oakdale Lions Club. He served on the city council for 16 years and was a pioneer business and civic leader of Oakdale and a member of the Woodman of the World. He was a longtime director of Oakdale Chamber of Commerce. Survivors include his wife, Mary Mowad of Oakdale; two sons, Anthony P.

Monday, July 2, 1984 of Planning Division In City Rec Recommended by Committee Implementation of a Planning Division in Alexandria city government has been recommended by a special committee analyzing the needs of the city engineering office. The City Charter allows seven divisions, but only five now exist.

Implementation of the recommendation would mean a sixth division. The committee found that the engineering office has assumed the duties of a Planning Division. The engineering office, the committee said, should be concerned mainly with maintenance of documents, engineering (design, review, survey and inspection), consultant coordination and public services. Planning activities, the committee found, are burdensome on the office. The committee, which includes three councilmen, the city clerk, two division heads, three engineers and the city attorney, found that the engineering office is understaffed for its own purposes, much less the planning activities i it now oversees.

In a report submitted to the City Council and the administration, the committee said the major problem is that "the Engineering Department must serve the city as engineer, planner, administrator, surveyor, draftsman, inspector, enforcer and liaison to the city and its citizens. "The functions and activities that have come to be expected of the Engineering Department are too diverse and too numerous to be performed adequately or at all as the department is presently organized." The report noted that the Home Rule Charter allows the council to establish a Planning Division. The charter authorizes seven divisions legal, finance, public works, utilities, personnel, community services and planning. The Planning and Community Services divisions have never been implemented and their functions are under the Public Works Division. The committee said a Community Services Division would be in charge of recreation, parks and playgrounds, the zoo, community centers and the animal shelter.

As far as planning is concerned, the report said, "The Engineering Department has assumed the functions of the Planning Division. Elimination of these planning activities would allow the same personnel now in the Engineering Department to concentrate on engineering activities. "These planning activities cannot be eliminated. This alternative will require the activating of the Planning Division in some form and would allow for the separation of planning and engineering activities," the committee found. The committee recommended several functions to be under the Planning Division, including subdivision review, zoning responsibilities, permit granting and advice to citizens, the administration and the council on zoning, building and subdivision matters.

Provide street addresses for all new and existing improvements inside the city.

Provide advice and assistance to citizens contemplating public works improvements inside the city.
