(called "Act No. 9") in the prin cipal amount of not to exceet $300,000 for the purpose of fur nishing permanent financing o ;he cost of securing and devel oping industry. The bonds wil be dated, will bear interest a such rate or rates, the interes will he payable on such dates the bonds will mature on sue! date or dates, the bonds wil te. subject to redemption prior io maturity in such manner an< upon such terms, and the bonds will be issued at one time or ir series from time to time, all a: the City Council shall subse quently determine and specify in the Ordinance authorizing their issuance. The proposed in dustrial undertaking is an ex pansion (involving improve ments and facilities) of the in dustrial operations of Blythe ville Canning Company, Inc. an Arkansas corporation (callec "Blytheville Canning") in th« City (called the "Project"). Tl« Project will be owned by th City and leased to Blythevill Canning for lease rentals suffi cient to provide for the paymen of. the principal of and interes on the bonds. The bonds wil not be general obligations of th« City, but will be special obliga tions payable solely from Pro ject revenues, including partic ularly lease rentals from th Lease Agreement with Blythe ville Canning, which will b specifically pledged to the pay ment of the principal of ant interest on the bonds, and th bonds will be secured by a lier on and security interest in th Project as authorized by Ac No. 9.
