Most gains and losses were fractional, some going to a point or so. The exchange will be open for business on Monday but closed Tuesday for the July 4 holiday. To the market's other concerns was added news of sharp import cuts by the Kennedy Round tariff agreement. Some spokesmen for affected businesses were already beginning to voice complaints.

The trend to higher interest the question of a tax increase, and difference of opinion on the matter of an economic upturn later this year added to hesitancy in the stock market. The Associated Press average of 60 stocks at noon was up .2 at 323.4 with industrials up 1.0, rails off .5 and utilities up .1. The Dow Jones industrial average at noon was up .35 at 862.29. Du Pont recovered fractionally from its loss of Thursday. Fractional gains were made by other pivotal issues, including Union Carbide, Eastman Kodak, American Cyanamid, International Harvester and Sears Roebuck.

Xerox made a minor recovery of a point or so from recent very sharp losses amid forecasts of disappointing second half earnings. (AP) President Johnson is beginning to act again like the hard-drivling campaigner of 1964-but with a difference, He isn't giving much advance notice of his travels. This naturally has a decided effect on the kind of reception he's been getting. Big crowds, the kind politicians seek when in the middle of a real campaign, don't turn out unless there is advance publicity, Johnson was greeted by a few thousand people in Philadelphia Thursday when he went there, en route to his Texas ranch, to tour some antipoverty facilities. Had there been a campaignstyle buildup of advance ty, the number might have been in the tens of thousands.

But the President did not permit a public announcement of his Philadelphia trip until he was on his way. Since the flying time between Washington and the City of Brotherly Love is less than 30 minutes, it perhaps is remarkable that anyone turned out in the Negro slum area he visited. Securiy consideraions poredly bulked large in he White House decision to avoid advance publicity. In addition, the President is known to prefer to keep his schedule very flexible. This allows him to back out on tentatively planned forays at the last minute, if he deems that wise, without being accused of changing his mind.

Kosygin Leaves Cuba; Plans Stop in Paris By FENTON WHEELER HAVANA (AP) Alexel N. Kosygin left Cuba today after talks with Prime Minister Fidel Castro and will stop over in Paris Saturday to confer with President Charles de Gaulle. Castro gave Kosygin a big sendoff with bands, and a gun salute. Thousands of Cubans lined the road to the airport. This was in contrast to Kosygin's arrival Monday, when the ceremonies were subdued.

An unofficial source said Kosygin's talks with Castro had achieved "good results" because both men reached a "plain understanding." Man Charged After Crash A Maryland Heights, man was charged with failure to yield the right-of-way after his car smashed into another driven by an Alton off duty policeman Thursday morning. Charged was Charles R. Farris, 27, of 109 Cumberland, who was driving south on Pearl Street and attempted a right turn onto Broadway. When he turned, reports said, Farris apparently failed to see the policeman's car stopped at a stopsign on E. Fourth Street.

The policeman is Bidwell Slater, 40, of 1124 E. Fourth. A passenger in Farris' car, Raymond L. Farris, 52, of 10334 Oak in Overland, suffered minor injuries and was treated and released from St. Joseph's Hospital.

Cars Collide At Wood River Intersection Two automobiles collided in the intersection of Edwardsville Road and Sixth Street in Wood River Thursday at 7:58 p.m., police reported. The vehicles were driven by Barbara C. Cook, 17, of 399 Kent East Alton and Milo Culp, 39. of 685 Maurice Wood River. The Cook car was traveling east on Edwardsville Road and Culp's automobile was proceeding north on Sixth Street when the collision occurred.

But that policy raises the question of whether Johnson intends to mount an election campaign in 1968 minus the kind of advance tub-thumping that turns out big crowds. That Johnson at this point in poised to seek re-election seems plain enough. In other appear ances within the past week, in Los Angeles and Baltimore, he stopped just short of announcing his candidacy while delivering campaign-style orations. Official announcements of the Los Angeles and Baltimore trips also were withheld almost until the last moment. When White House newsmen were told Tuesday about the Baltimore appearance they were informed simultaneously their bus would leaving for Baltimore in 15 minutes.

Another possible Johnson trip is in the offing for Saturday. After several days of rumors, press secretary George Christian acknowledged Thursday that the President has been invited to address a one-day conference of Democratic governors in St. Louis. Christian said the bid was under consideration. After flying here Thursday afternoon, the Johnsons attended funeral services for 83-yearold Huffman Baines, an uncle of the President who died Monday.

Then they proceeded to their L.BJ Ranch, some 75 miles northwest, for a July 4th holiday stay. Spending the night with them at the ranch was their 9-day-old grandson, Patrick Lyndon Nugent, and his parents, Patrick J. and his parents, Patrick J. and Luci Nugent. Luci, 19, looked as svelte as ever following her confinement.
