Shreveport city officials Monday proposed giving a new sewer district a break in rates at least partly to avoid the threat of pollution in Twelve Mile Bayou, a city water source. City Council members yesterday expressed concern. "I think this is a very frightening prospect for Shreveport," said Councilman Jim Gardner.

He characterized the threat of pollution as "a shotgun at the city's head." The deal would allow Caddo Sewerage District No. 7 to get inside-city rates for treatment of raw sewage. If fit doesn't get the deal, it will likely build its own treatment plant. And that plant would dump into Twelve Mile Bayou above the city's intake. The district was set up in 1976 to serve Pine Hills, an area northwest of North Highlands.

About 4,500 people live in the district, according to a city fact sheet. About half the land is vacant. Rawlins Collerain, director of Shreveport water and sewerage, said there is little the city can do if the district decides to build its own plant. As long as it meets state and parish standards, the city can't do anything to stop it. At least two council members said it's hard for them to believe that.

"I just have the feeling that we're not as helpless as it seems," said Hussey. Gardner said after the meeting, "I can't believe the city is completely vulnerable." Gardner asked that the on Collerain said talk about the plan began last year. A study shows the district can treat its own sewage at a cost comparable to what the city charges its customers inside the city. The charge is 70 cents per 1,000 gallons. Customers outside the city are generally charged twice that.

The city first looked at providing the service at outside-city rates. But the district prefers building its own plant if it would have to pay the higher rates. Collerain said he didn't consider that possibility as club held over the city's head. "That was not a club at all. They have the right (to do that) now under state law," said Collerain.

Asked how big a pollution threat exists, Collerain said, "There is a potential." If everything worked right, there would probably be no problems, he said. If something went wrong, the city could likely handle by using more chemicals. But, said Collerain, "It could happen." The administration favors going ahead with the deal. There are at least two reasons for that. First, the city will likely end up serving the area one day when the district is annexed.

Building the sewer mains would be expensive. The threat of pollution is the other reason. Also, the city would get about $85,000 in revenues from the district if it treats the district's sewage. The only cost would be keeping track of how much sewage is treated, said Collerain. Fair housing proposal introduced The Shreveport city administration has introduced a fair housing resolution intended to satisfy a request from federal officials for evidence that the city is taking action to promote fair housing.

The one-page document was discussed yesterday at a City Council work session. It "recognizes the right of each individual to obtain housing without regard to race, color, religion, age, sex or national origin." The resolution says, "It is the policy of the city of Shreveport to promote equal opportunity for each person to obtain The city once talked about a fair housing ordinance. In a letter last summer, a regional division director for the U.S. Department of Housing and Urban Development (HUD) found that although a draft fair housing ordinance had been prepared, "there is no evidence that the city has moved forward on this issue." The official gave the city 30 days to provide a timetable for finalizing the ordinance. "Gene" Richardson, president of Richardson's Plumbing and Heating have been named division chairmen of Centenary College's 1981-82 4 Great Teachers-Scholars Fund.

Harris will chair the Banking and Investments Division and Richardson will head the Retail Sales and Service Division. Hundreds of volunteers will assist in the public portion of the annual fund drive, which will be held Feb. 23 through March 16. Harris, former commander of the 8th Air Force, Strategic Air Command, is a graduate of the U.S. Military Academy at West Point and the Armed Forces Staff College.

He earned a master's degree in international affairs from George Washington University while attending the Naval War College. A command pilot with more than 7,900 flying hours, Harris spent most of his 33-year military career in SAC. He earned numerous decorations and service awards, including the Distinguished Service Medal. Richardson, a lifelong resident of Shreveport, is a 1963 graduate of Louisiana State University in Baton Rouge. He was named president of Richardson's Plumbing and Heating Inc.

in 1967, after serving two years of active duty as an ROTC commissioned officer. A former division co-chairman for the Great Teachers-Scholars Fund, Richardson serves on the boards of directors of Pioneer Bank and Trust Northwest Louisiana Insurance Agency the Shreveport Chamber of Commerce, the Ambassadors Club and Rutherford House. He is past president of the Louisiana Association of Plumbing, Heating and Cooling Contractors, Mechanical Contractors Asociation of Shreveport- City, Volunteer Services Bureau, Volunteers of America, St. Vincent's Academy Parents Club and the Northwest Louisiana LSU Alumni Association. He also holds membership in numerous other professional, civic and social organizations.

"The number and nature of complaints received will allow us to develop appropriate procedures to resolve problems identified," Brock wrote. Brock has said before that the city isn't convinced it has any problems with fair housing.
