Robinson said the Phillips-owned stations in Bart-lesville have been ordered to cutback their operating hours, but Sunday closing have been staggered to allow consumers to find, sometimes with difficulty, an open service station. Phillips officials said there are four reasons for the cuts: Greater demands by independent refiners for government-ordered allocations from Phillips; An increase in the quantity of gasoline used by consumers during the winter months which historically have been slack demand periods; A spot market situation where gasoline is too high priced for Phillips to purchase its normal 10 percent of total supplies; An increase in the base volume of gasoline allowed for service stations by the U.S.

Department of Energy. BARTLESV1LLE, Okla. (UPI) Retail service stations supplied by Phillips Petroleum Co. may have to reduce their operating hours or be faced with running out of gasoline at the end of the month due to a 15 percent cut in retail supplies announced by company officials today. "A higher demand for gasoline had depleted our inventories to a much lower level than we anticipated," said Phillips Petroleum spokesman Phil Robinson.

The 15 percent cut, reducing Phillips allocations to 70 percent, will be effective March 1 and is the second reduction of supplies to wholesalers by the company. Phillips officials cut supplies 10 percent as of Feb. 1. "We're not considering another cut right now, but we evaluate it on a month-to-month basis," the spokesman said. Robinson said it is up to each retail station owner how to spread out thinning supplies of gasoline, but "they will definitely have less product to sell." "It may force early closings and adjusted hours," C.
