l)HI I 7-A Suit filed on zoning rejection A Caddo Parish developer has filed suit against the Police Jury and the Shreveport Metropolitan Planning Commission for refusing approval of a subdivision plat for Womack Road Estates. According to the suit, the MPC refused the request by Michael Asaff, contending a proposed oxidation pond to serve the development could pollute Cross Lake, Shreveport's water source. In addition, the suit states, the request wag turned down because "the small lots proposed will permit a high density of homes not compatible with existing development in this area." The denial was later refused last month by the Police Jury at a meeting attended by several residents who spoke against the subdivision and oxidation pond. The suit claims the defendants "acted arbitrarily and capriciously and abused their discretion in refusing approval of the subdivision plat. The suit also claims that the planned oxidation pond was approved by the state Health Department and the Cad-do-Shreveport Health Unit.

Asaff's attorney, Maynard E. Cush, argues in the suit that the regulations concerning appeals of MPC to the Police Jury are "unconstitutional." RETAIL PRICE Of The Times Staff Investigators with the Caddo and Bossier Parish sheriff's offices have been trying to untangle the mystery surrounding the deaths of two young white women whose bodies were found in secluded areas in the two parishes last month.

Caddo deputies have identified one of the women and though they have determined that she was shot to death, the case is at a standstill. Complicating that case is the fact that the woman was reported missing four years ago. Bossier deputies still have not identified the other woman or determined her cause of death. Investigators said the cases are not related, but are both being handled as homicides. Bossier Investigator Lamar Breedlove said he has received a number of calls in reference to the horiv -CHILDREN- and was wearing blue jeans and a beige sweater.

"The most distinguishing thing she had on was a large belt buckle in the shape of a buffalo nickel," said Breedlove, who added that the woman was wearing a pair of blue-and-white tennis shoes with an Evonne Goolagong trademark. The woman's fingerprints have been sent to the FBI and her description has been placed on national and state missing persons reports. "It's just mainly paperwork right now," said Breedlove. While the body of the woman found in Bossier Parish was partially decayed, Caddo Investigator Ron Ashby said deputies found only the skeleton of a woman on Jan. 7 in a deserted area off Woolworth Road west of Shreveport.

Through dental records, the body was identified as that of Shirley Coleman who was 33 when she disappeared on Christmas Eve in 1976. The wife and mother of four was apparently abducted while Christmas shopping, said Ashby. Her car was found in the parking lot of a store at Hearne and Waggoner avenues. A hunter found the body under a layer of leaves and dirt in a wooded rural area. Part of a brassiere and a shoe were found near the body.

Ashby said there was a bullet wound from a small caliber pistol in the woman's skull. "We really don't have any suspects," said Ashby. "We've talked to everybody she's been involved with and they all have good stories." The Caddo investigator discounted the possibility that the woman was killed by a drifter. Said Ashby, "I think it's somebody she knew." Ashby noted a similarity between the Coleman case and the disappearance of two women in 1979 from the Eastgate Shopping Center in Shreveport, but the investigator pointed out that Mrs. Coleman was reported missing two years before the Eastgate incidents.

One of the two Eastgate women, Arilla Vaul, is still missing. The body of the other woman, Ladoisha Ann "Dodie" Gay, was found in June 1979 near a highway bridge southeast of Mansfield. Ashby said the Coleman case is still open and that deputies are exploring other investigative avenues. said Breedlove, who noted that he had just finished talking with a woman in New Orleans. Though some of the calls from concerned parents have come from as far away as Michigan, Breedlove said, "Most of the calls have been from the Shreveport-Bossier area." Bossier Parish Coroner Dr.

George McCormick has been trying to identify the woman and will release the cause of death when that determination is made, said Breedlove. There is a strong possibility that the woman was not from this area since Bossier deputies have eliminated most of the reports of missing local women, noted Breedlove. "We can safely say this. We've eliminated a number of local girls in this area." Breedlove, with information supplied by Dr. McCormick, said it appears the woman was dead for two weeks to six weeks before her body was found by a local man walking along the deserted logging road.
