Leehans' statements came after teachers' leaders accused the school board Friday of altering two key wage provisions of an agreement worked out by Gov. Edwin Edwards, causing the union to reject the board's latest offer. Three union officials Jefferson Federation of Teachers President Jan Skelton, chief negotiator Charles Ianello and American Federation of Teachers field representative Robert Bates made the charge. They said union representatives recorded statements made to them by Edwards last Tuesday night after the governor met with school administrators in an attempt to settle the strike. Based on those statements, they said the board altered the governor's language on two points.

Edwin Edwards. The proposal was rejected last week by the Jefferson Federation of Teachers, prolonging a five-week-old walkout that is the nation's longest teachers' strike of 1979. Nearly 400 bus drivers also are on strike and only about half of the system's 64,000 students are attending classes taught since Aug. 24 by substitutes and non-striking fulltime teachers.

"The school board tried to blame the stalling of talks with teachers on us, when actually blame lies with the way they reworded their proposal to the teachers," said Larry Leehans, president of the American Federation of State year would be written into the teachers salary schedule, making it a permanent wage increase. "Some of this is a nationwide trend," said Richard A. Levy assistant administrator at Lakeside Hospital in suburban Jefferson.

"There are just lots of women of child-bearing age." Lakeside, usually second only to Charity Hospital in New Orleans in the number of babies delivered, expects almost 4.000 deliveries before December. That compares with 3,042 for the entire 12 months of 1978, said Levy. Lakeside's 23.6 percent increase in births between January and June led all other New Orleans area hospitals. Its 381 births during August about 12 per day set a record. Jo Ellen Smith Hospital, which closed its maternity section in June, had the area's second highest birthrate increase 15.9 percent.

In metropolitan New Orleans, the average increase was 9.1 percent in January-to-June births. In Orleans Parish, the increase was 7.7 percent and it was 11.9 percent in Jefferson Parish. "These traditionally are the highest months," said Levy, who acknowledged that October nine months after Mardi Gras brings a lot of babies. "It seems like people aren't going out as much with the energy crunch," guessed Dr. Bennie Nobles, a Metairie obstetrician.

Man Charged With Murder After Shooting, Stabbing Spree NEW ORLEANS (UPI) A man who forced his way into his estranged wife's apartment shot her boyfriend to death and wounded her with her own pistol, police said Saturday. Larry Edmond, 25, was charged with murder and attempted murder. Police spokesman Gus Krinke said Carolyn Edmond, 23, Edmond's estranged wife, returned to her 9th Ward apartment about 11 p.m.

Friday with her boyfriend, Robert E. James, 28. Edmond began fighting with his wife and she pulled out her pistol, Krinke said. Krinke said Mrs. Esmond fired one shot at her husband and missed before Edmond grabbed the automatic and fired three shots at James, killing him.

Mrs. Edmond then stabbed her husband and he shot her. Police said she was wounded in the vagina. Mrs. Edmond was taken to Charity Hospital.

Edmond fled but went to St. Claude General Hospital for treatment of his stab wounds and was picked up there by police, Krinke said. While he did not actually request the resignations of those who refuse to go along, Morial said he told nearly 150 assistant city attorneys and other appointed employees: "All those who support our candidate, say 'Aye'. All those who oppose, say i quit'." Morial endorsed Fitzmorris for governor Thursday night and met with the appointed city employees on Friday.
