Elmer Taper of St. Bernard Parish also was forced into a runoff with Richard Tonry, who outpolled Tapper in the three-man race. New Orleans area Sens. Nat Kiefer, Hank Lauricella, Fritz Windhorst and Frederick Eagan were re-elected. Sen.

Don Williamson of Vivian retained his seat, defeating Rep. Jimmy Wilson, also of Vivian. Sen. C. K.

Carter of Shreveport was forced into a runoff with Virginia Sheehe. Former Public Service Commission member John Hunt, trying for a comeback, meets Jimmy Dimos next month for a vacant House seat in Monroe. Reps. Carl Gunter and Richard Thompson won re-elections in the 27th and 25th Districts respectively, while Rep. Wilbur Dyer was forced into a runoff with Q.

A. Clark in the 29th District. In the 26th, were incumbent Randolph moves into the Senate, Jock Scott and Lloyd Teekell, both of Alexandria, are in the runoff. House seat. Rep.

Lawrence Gibbs of Monroe defeated Pat Wright in a race for the Senate seat vacated by William Brown. Republican newcomer Earl Barham and Buddy Loften will meet in a runoff for the Senate seat vacated by Charles Brown of Tallulah. Republican incumbent Art Sour was re-elected to his Shreveport House defeating former Rep. Frank Fulco. Rep.

James Martin of Welsh was forced into a runoff with Enoch Hayes in the 37th District race. Rep. Elias Ackal of New Iberia also was forced into a runoff with R. J. Champagne for the 48th District seat.

Rep. Raymond Laborde of Marks-ville easily won re-election over Kirby Roy for the Avoyelles Parish post. Rep. deLesseps Morrison of New Orleans was re-elected, defeating Novyse By Guy Coates NEW ORLEANS (AP) The voters were "just about ready for us," said Ku Klux Klan leader David Duke of Baton Rouge. But, not quite.

Sen. Ken Osterberger defeated Duke to retain his post for another four years but the 25-year-old klan national director showed surprising strength, polling more than 11,000 votes one third of the total. "This is not the ignorant redneck from the hills voting for me," said Duke, pointing to the district's middle class "well educated" makeup. Duke made race an issue in the campaign, claiming that black lawmakers represented black interests in the legislature and that whites, too, needed "a real voice." The campaign was so intense, Osterberger, a middle-of-the-roader, began taking on a more conservative tone in the closing days pledging opposition to gun control laws and forced busing. "We've just begun," said Duke, pledging more klan political activity in the near future.

Several other incumbent legislators weren't as fortunate as Osterberger, either losing outright or being forced into a Dec. 13 runoff. Sens. Cecil Blair of Lecompte and James Fontenot of Abbeville lost their jobs. Rep.

Ned Randolph of Alexandria, a freshman lawmaker, defeated Blair while Ned Doucet of Kaplan and Ralph Cowen of Midland meet in the runoff for Fonten-ot's post. In other races: House Speaker E. L. Henry of Jo-nesboro was re-elected, downing two opponents. Former House Speaker John Garrett of Claiborne Parish meets Foster Campbell Jr.

13 runoff for sheriff of Grant Parish. Compete but unofficial returns compiled in the Grant clerk of court's office in Saturday's first primary gave Hataway 3446 votes and Morgan 2299. William Landrum received 1231 votes in the race. Randell Fletcher was elected assessor of Grant with 3625 votes. Incumbent Boothie Futrell had 2159 and James Bowen had 997.

Claire Evans, 3014, and J. Elray Lemoine, 2665, will meet in a runoff for Grant clerk of court. Garland Warn-pier received 1081 votes. In other area parish-wide elections not decided until vote counts were completed Sunday morning: Concordia Sheriff Fred Schiele reelected, 4842, over Austin B. Clayton then drove to the Bunkie police station and announced he wanted to turn himself in and offer an explanation of the events.

Avoyelles Parish authorities today were holding Laurdie Clayton a 35-year-old Bunkie man, in connection with the shooting death Sunday afternoon of his wife, Janice, 28. Deputies said Clayton surrendered shortly after the shooting, which occurred on Lyles Lane just east of here. Authorities said family problems had a bearing on the incident. When Clayton apparently objected to his wife's visiting a neighbor, he got in his car, followed her a short distance down the road and began an argument, deputies exDlained. In the ensuing argument, deputies said Clayton produced a .16 gauge shotgun and fired.

Affidavits charging theft of food stamps by fraud were filed last week against Joseph Normand and Mrs. Sylvia Normand both of Marksville. The charges were filed with the Dist. Atty. Eddie Knoll by Thomas E.

Pegg, administrator of the Avoyelles Parish Office of the Louisiana Division of Family Services. The couple is charged with defrauding the Food Stamp Program of $2,924 over a seven and one-half year period by various misrepresentations of their financial circumstances and falsifying their household composition. Mr. and Mrs. Normand are also charged with receiving food stamps for two 'grandchildren who were not members of their household, falsifying the children's surnames to represent them as their own children.

Charges have also been filed against Bobbie Gaspard and Shirley Gaspard of Big Bend.
