(AP) Snapshooting quarterback Ken Lantrip fired two touchdown passes in the closing minutes Saturday night to rally the Louisiana Tech Bulldogs in a 28-20 victory over Tampa. Bulldog tailback Charlie McDaniels pulled the Bulldogs out of trouble in the fourth quarter by snagging a 3-yard toss from Lantrip to give them a 21-20 edge over SLU, which lost to Eastern Kentucky last week, is now 0-2.

(AP)-Louisville flanker Howard Stevens fell one-yard short of a touchdown with four seconds left Saturday night as Vanderbilt and Louisville battled to a heart-stopping scoreless tie in an intersectional college foot ball game. Cardinal quarterback John Medeya then was stacked up at the line of scrimmage by linebacker Joe Cook as the gun sounded. Louisville, of the Missouri Valley Conference, had re ceived the ball on the Vandy 20 with 20 seconds left when Car dinal linebacker Tom Jackson blocked a punt on the Commodore 25. A minute prior to that, Louisville's Scott Marcus was wide to the right on a 17-yard field goal attempt that had been set up by a high Vandy center snap that the Cardinals recovered on the 17. Marcus also missed a 37-yarder on the Cardinals first series of downs.

Vanderbilt, of the Southeastern Conference, never got any farther than Louisville's 40. Louisville, the defending MVC champion, now is 0-0-1 while Vandy is 1-0-1. MINNEAPOLIS ST. PAUL (AP) Tony Oliva, Minnesota Twins' outfielder who leads the American League in batting, will undergo surgery Wednesday to repair damage in his injured right knee. (AP) How ard Payne drove 78 yards with the opening kickoff for a touchdown and went on to take a 24-7 victory over Northeast Loui siana here Saturday night. The winners did not allow the Indians past mid-field during the first half and added touchdowns in the third and fourth quarter and a field goal in the fourth to take their second victory in two starts.

Northeast, now 1-1, tallied with 1:33 left in the game when Scotty Dyer circled end for two yards. Howard Payne quarterback Ronnie Colliflower, scored the first touchdown himself and set up the second. He had runs of 26 and 14 yards in the first drive before going 9 yards for the TD. A 34-yard pass from Colliflower to L.J. Clayton carried to the two yard line in the third quarter and set up the TD that came on a burst by Charles Louis.

Lousi scored again in the fourth on a six yard run that came after a bad snap from center on a short Northeast punt. Lynn Billberry, who converted after the three touchdowns, kicked a 42-yard field goal to wind up the Howard Payne scoring in the fourth. The passing of Allen Taylor, who completed 13-28 for 149 yards set up the Northeast touchdown. Van Lambert was the leading Indian rusher with 49 yards. Colliflower had 88 yards on 12 yards for the winners and completed 4-10 passes for C8 yards.

Harris, a 5-10, 203-pound senior, ran five yards for the Trojans' second touchdown after setting up the first one by carrying a 32-yard screen pass to the Rice 19 in the first quarter. Charles Hinton, who is Harris' understudy, scored on the next play. Split end Edsel Garrison scored the other touchdown on a 37-yard pass from reserve quarterback Mike Rae in the fourth quarter.

Rae kicked a 22-yard field goal and three extra points to complete the scoring. Southern Cal's massive defen sive line, averaging 244 pounds, snut oil Kice running game from the beginning, and the rain, which turned from a sprinkle in the first half to a downpour after intermission, kept the Rice passing attack from functioning. (AP) Joe Hartshorne kicked a 33-yard field goal with three seconds left Saturday night to propel New Mexico to a 13-10 non-conference football triumph over Texas Tech's stunned Red Raiders. The Lobos of the Western Athletic Conference drove from the Texas Tech 44 to the 16 in the losing moments and Hartshorne nailed his second field goal of the night to dump the favored Raiders.

Texas Tech shoved across a fourth-quarter touchdown to deadlock the count at 10-10 and followed up with a long drive that fizzled with a fumble at the New Mexico 16. Cal Bruins Win 20-10 BERKELEY, Calif. (AP) -California utilized a steady ground attack and a dogged defense to post a 20-10 college football victory over West Virginia Saturday. The Golden Bears, bouncing back from a 51-20 loss to Arkansas, scored on touchdown runs by Tim Todd and Steve Kemnitzer and field goals of 43 and 48 yards by Ray Wersch-ing. West Virginia, also 1-1, fell behind from the start and never could take the lead against the bigger and faster Golden Bears, though the Mountainers pulled even at 7-7 in the first quarter.

Mississippi touchdown from the 2 and Lyons ambled in from the 4 for the next Rebel score. The Rebels then managed two touchdowns in 41 seconds, converting two successive Tiger fumbles into scores by Ainsworth and quarterback Shug Tumbler. Riley Myers snagged a 17-yard pass from Lantrip then connected with Roger Carr on a 22-yard pass to put the game out of reach for the Florida team. McDaniels was the Bulldogs warhorse pounding out 117 yards on the ground, including a 57-yard kickoff return in the third quarter which he capped by grabbing a touchdown toss from Lantrip that brought the score to 17-14 in favor of Tampa. The Spartans had come to life in the second period after a scoreless, but penalty filled first quarter.

A kev play in the 51-yard drive that broke the ice for Tampa was a 20-yard pass play from quarterback Buddy Carter to end Alex Edlin. Mark Wakefield went in for the score with a leaping end zone catch. Jessie Soper converted to put the Spartans ahead 7-0 five minutes into the quarter. Tech bounced back on an 84- yard drive in nine plays ending with Lantrip lugging it in himself in a 14-yard carry. Spartan freshman Freddie Solomon came back to set up Tampa just before the half with a 54-yard kickoff return.

After a quick series of passes, Willie Miller took it in. Tampa's Jessie Soper booted a 37-yard field goal to open third quarter scoring and then repeated the performance with a 27-yard boot later in the quarter to complete the Spartan scoring. La. However, Florida was off sides and State was guilty of holdng, nullifying the play and giving Ellis another opportunity, An aggressive Mississippi State defense, which faltered only in Florida's 10-point sec ond quarter, fought off every thing the losing Gators could master after the half. The Bulldogs combined the passing of quarterback Hal Chealander and the running of tailbacks Lewis Grubbs and Wayne Jones to take charge in the crucial late stages. State got its only touchdown in the third period on an 80-yard march sparked by Grubbs and Chealander. With the ball at Florida's 21, Jones circled right fcnd and sliced through the Gators for the final 10 yards. Florida took advantgae of a State defense let down to produce all of its points.

The Ga tors drove 64 yards in nine plays with flanker Chris Alvarez pulling in three passes to account for 41 of the yards. Two of quarterback John Reaves throws were low and one was lone but Alvarez pulled in all three to set up a five- yard scoring pass from, Reaves to end Jim Yancy. (AP) -Joe Ferguson, Arkansas' passing whiz, surprised everyone with a 35-yard touchdown run against Oklahoma State and sparked the sixth-ranked Razorbacks to a 31-10 victory over the Cowboys Saturday night. Ferguson's dash, only the fourth touchdown run of his career, gave Arkansas a 14-point lead late in the third period. His touchdown came after tailbcaks Jon Richardson and Dicky Morton burned the Cow boys several times by getting outside on the triple option.

Richardson finished the game with 154 yards on 24 carries and two touchdowns. Morton, a sophomore speedster, gained 74 yards on 12 tries and scored once on a 39-yard run. The Razorbacks' defense did not permit OSU past the Arkansas 40 in the second half until late in the fourth quarter. Brent Blackman, a speedy sophomore quarterback, scrambled 13 yards to a second quarter touchdown that tied the score 10-10 but from then on OSU was unable to move. The Razorbacks went ahead to stay 17-10 when Richardson zipped four yards for a score with five seconds left in the half.

The touchdown completed an 80-yard drive in which Ferguson completed five of five passes for 57 yards. Ferguson completed 19 of 29 passes for 228 yards against the Cowboys. (UPD-Bill Demory threw three touchdown passes and scored one himself as he brought the Arizona Wildcats from behind to take a 39-28 win over Washington State Saturday in a non-conference football clash.
