ENGLAND. The Fenian War News from Canada--President Grant's Proclamation--A "Decided Sensation." LONDON, May 26, 1870. The voluminous despaicnes received from New Tork giving the text of the President's proclamation and the movements of the Fenians were printed in the newspapers here this morning and have made a decided sensation. As mentioned In previous de- spatches, President Grant's course of action is commended ou all sides. Tne London Times says that, while the proclamation Itself is satisfactory, the absence of American troops on the border to carry out its provisions is deplorable.

The three items bearing upon the subject were so amended that not only is Presbytenal rep- resentaHou left unchanged, but no change is recommended In the ratio of representation. In the Presbyterian General Assembly yesterday the bject of the most intense interest was the reception of delegates from the Northern Presbyterian Church, consisting of the E-jv. Dr. Backus, of Baltimore; the Dr. Van Dyke, of Brooklyn, and W. E.

The ninth annual report was read and adopted, and a one list of otllcers for the ensuing year was elected vtva voce. The principal speaker was the Rev. George F. Pentecost, who related one of the adventures of Haroii Munchausen, wntch seemed to Interest, hla hearers in the highest degree.
