ewis (iuliik WASHINGTON (AP) U.S. officials are keeping close watch on Soviet deployment in F.gypl amid some skepticism here over how many Russians actually will pull out. President Anwar Sadat's surprise announcement of an end to "the mission of Soviet military advisers and experts" underlined the most serious Moscow-Cairo dispute since Russian military personnel were invited into F.gypt two years ago. Sadat also said that "all the military equipment and installations set up within Egyptian territory are to be ihe exclusive property of the Arab Republic of Egypt and under the administration of our armed forces." But the Cairo announcement gave no figures on how many of an estimated 15,000 Russians in Egypt were supposed to leave. While Saoat ras quoted as saying the move was "actually implemented in full" Monday, there was no independent wind here yet of any large scale Russian withdrawal.

The authoritative Cairo news paper Al Ahram said today that the pull-out will not apply to Soviet military men who are training Egyptian forces. Of the 15,000, approximately half are rated here as "advisers and experts" and the rest are believed to be in Soviet units assigned to the Mediterranean and to Egypt's air defense. Cairo's wording about "mili-t a equipment and installations," some experts suggest, may be ambiguous enough to be carried out by only a symbolic Egyptian Alt! How far the Kremlin and Sadat will go to patch up this st.il-in the family dispute is going to be of prime interest to Washington strategists. Moscow's fortunes have run unevenly in the strategically inportaiit, oil-rich Mideast in recent times while U.S. authorities say America's stock is rising from its low in the Arab world after the 17 war. Uniforms Pant Suits MID YEAR CLEARANCE (C) London Observer The tribal leaders who came from all over Colombia at the end of last month to watch the trial of eight farm workers accused of murdering 16 Kuiba Indians were disappointed by the result.

For the three-man jury found the eight not responsible for any crime. Responsible, instead, said the jury, were the centuries-old social attitudes that led settlers to consider Indians as vermin to be hunted for sport. Although a judge has annulled the verdict; opening the way for a retrial, and it is rumored that other trials will soon take place, what is really at issue is not individual massacres but the eradication of the Indian, culturally and economically as well as physically, through much of the continent. The contact of the remaining indigenous South American peoples with civilization, whether through Christian missionary work, scientific expeditions, settlers, or through labor contractors, brings the beginning of the death of their cultures. And fered in this way: dispossessed by Capuchin missionaries in Colombia, enslaved by plantation owners in Brazil, exploited everywhere.

The only refuge the white man has provided, Brazil's Xingu National Park, is now threatened by government road-building plans. Over the centuries their numbers have been reduced so drastically that many anthropologists consider that the present generation of Indians in some countries is the last one before they are "civilized" out of existence. The reason for most contacts is land: land for farming, for mining or for road-building. And the first people to make the contact are usually tough settlers, like the Colombians whose trial has just ended, for whom the Indian is a nuisance an animal that steals crops and cattle or an object of sport. When Indians have resisted the invasion of their lands the settlers have frequently responded by wiping out whole tribes. In Brazil, in 1907, the director of the Sao Paulo Museum wrote that because of the resistance put up by the Kaingang Indians "it appears that there is no other means one can use except to exterminate the Kaingans and any other Indians that rebel against development." The indian protection service, set up three years later to combat this attitude, did some noble work in defense of the Indian, but finally had to be disbanded because its workers were bribed by the landowners and its policies so distorted that it came totally to belie its name, forcibly transferring some tribes to poorer lands and iping out others. The Terena Tribe, transferred from the inland Brazilian state of Matto (irosso to the northeast of Sao Paulo in Mil), is a pitiful example of the destruction of a proud tradition and the reduction of a free people to misery.

In 30 years the Terenas have forgotten their tribal culture. The remaining 48 families (of the original hundreds) scratch a bare liv ing from the four square miles they share with groups from two other tribes, growing bananas and selling their labor on neighboring farms. To entertain visiting officials they sadly dress up in paper hats and chicken feathers, pretending to be the Indians their fathers were. They still have little resistance to ordinary illnesses: flu and measles kill more than old age. Whatever the precautions taken, in a meeting between Western civilization and the Indian the contact itself can be poisonous.

A Venezuelan expedition recently discovered that only in the tribes already in touch with settlers does tooth decay exist. In Brazil, despite the prohibition against sexual relations with Indians, the workers on airstrips, mines and Indian posts have repeatedly been found to be spreading veneral diseases. Simple germs which every city dweller carries on his skin can cause blindness amond Indians.
