ABC-TV used to have an absurd policy of telling critics that advance reviews were all right so long as they were favorable and of course a lot of critics simply decided that no pre-reviews were the best answer. At any rate, ABC-TV has shown a great deal more maturity in simply opting for advance reviews regardless of what criticism they include. And this leaves NBC-TV as the only commercial video network that flatly bars pre-reviews.

The explanation at NBC-TV is that it wants each program to be a brand-new surprise and premiere for viewers, if you want to buy that explanation. Most critics simply believe NBC-TV doesn't want to risk bad advance reviews. PCK Of the Programs got: two years in front of the camera, learning what to do." Well, maybe not. But long-haired Jan-Michael Vincent lopes through the studio gates in hip threads, blue jeans (and sometimes shoeless) while Disney establishmentarians look on astonished. Jan-Michael plays the title role in "The World's Greatest Athlete." He is, of course, not a great athlete. But he is young, 26. He's handsome, muscular.

He is an experienced actor. And that new team is doing and planning things in a big way to drive home the idea that this time ABC-TV is for real, and that its executives are not just using it for a stepping stone to other positions such as production jobs in Hollywood. There have been many things in the past for ABC-TV to boast of. But there's no denying a feeling of solidity is currently emerging that wasn't too noticeable before. And the network's plans for the coming season indicate it is going full steam ahead to build its image: In the Works For example, in the works is a production of Eugene O'Neill's monumental autobiographical drama, "Long Day's Journey into Night," which will star Laurence Olivier and Constance Cummings. In addition, says ABC-TV, Franklin and Eleanor Roosevelt will be the subject of a brief series of "dramatic productions" that would constitute six to eight hours of programming.

Besides these projects, ABC-TV has signed Jack Paar to do specials, and the network will introduce periodic after-school programs for children, something neither of its big competitors is doing. ABC-TV is also giving veteran newsman Harry Reasoner a weekly, Saturday night, dinnertime, 30-minute program of his own, in which he will employ a magazine format. The name of the series is "The Reasoner Report," and it is scheduled to bow in Feb. 24 at what will be its Inters tale's DomoN uwj ihido si. HOW THRU THURS.

He added: "Of all the ways we've been exploited by the white man, the most damaging is the way he destroyed our self image. The message of 'Sweet-back' is that if you can get it together and stand up to the Man, you can win." Can only black directors and writers interpret the black experience? "No, that's absurd," Dixon says. "Blacks have the advantage, because they have lived it. But any cat who does his homework should have no trouble dealing with the black experience." Robert Wise, president of the Directors Guild of America, comments: "As a director and as president of the guild, I'm in favor of the trend toward more black directors.

The addition of directors who are black, brown or yellow is all to the good and long overdue. "I don't think that only blacks can make films about blacks. As a white director, I would want strong assistance from blacks, particularly in the writing. It's hard to know what is going on inside the black mind." Shaft can be accepted as a guy, a marvelous guy. "What endeared Shaft to the black audience was that for the first time on screen, they saw a black man winning. No matter how fictional, that's important.

"The studios have been remiss in not providing black heroes. Now that they see black audiences accept such films, perhaps they will take another step and present black heroes that are more true to life. We needed a 'Shaft' before any studio would make a film about Frederick Douglass." The movie image of Sidney Poi- tier has been criticized as being the white concept of what a black should be like.
