State of Louisiana, issue its revenue bonds to the amount of Seven Hundred Sixty Thousands Dollars $760,000 (Kn, to run twenty-five (251 years from date thereof, with interest at a rate not exceeding eight per centum iH V.i per annum, lor the purpose of making improvements and exlensions to the combined waterworks system and sewer system of said City, said proposed revenue 5 Tax Credit Stale uf Louisiana, on Turaday, May 30, 1972. Hushing through a crush of paperwork, the Senate voted 19-ltt Thursday to table the House-passed civil rights measure. Defeat came on the third effort by Sen.

J. D. DcBlicux of Baton Rouge to win Senate approval of the civil rights bill. On two previous attempts, DeBlieux returned the bill to the calendar after Sen. Claude Duval of Houma tacked on crippling amendments.

The annual event will draw entries from Arkansas, Texas, Mississippi and Louisiana. D. C. "Bill" Bates, chairman of the show, said over 250 horses are expected to be entered in the all-day affair beginning at 8 a.m. There will be 53 events including divisions for Appaloosa stallions, geldings, mares, sires and dams.

Performance and showmanship events will be in-eluded. Trophies will be awarded grand champions and reserve champions in each of the divisions. J. O. Holsomback, Jr. Mayor Baden then stated that the Board was ready for the transaction of business. On motion of Alderman Kees, reading of the minutes of the previous meeting was dispensed with, duly seconded by Alderman McKneely.

Motion carried. On motion of Alderman Golemon and duly seconded by Alderman Nugent, the Revenue and Expenditure Report for the month of May, 1972, was accepted and ordered filed. Motion carrjed. On motion of Alderman Kees and duly seconded by Alderman Golemon the Fire Report was accepted and ordered filed. Motion carried.

Alderman Golemon moved that the Marshal's Report be accepted as read and filed. Duly seconded by Alderman Nugent. Motion carried. Alderman McKneely moved that the City be authorized to pay bills incurred during the month of May. This was duly seconded by Alderman Kees.

Motion carried. 4. Election Code BATON ROUGE, La. (AP) -The state House of Representatives has passed a bill authorizing the legislature to rewrite Louisiana election code. voters: under present law, must okay any change in the election code 30, 1972, members of the Gravity Drainage District number 2 were present at the Pineville Council Meeting in order to declare results of said election.

Mr. Earl Clark of the Gravity Drainage District moved to accept Resolution providing for canvassing the returns and declaring the result of the special election held in Gravity Drainage District No. 2 of the Parish of Rapides, on Tuesday, May 30, 1972, to authorize the levy of a special tax therein. This was duly seconded by Mr. Sam Bishop.

Motion carried. Mr. Jerry Osborne, Bonding Attorney, opened envelope which contained official tabulation of the results of aforementioned election. There were as follows: 756 votes FOR 327 votes AGAINST The proposition carried by a majority of 421 votes, the same as was published in the Alexandria Daily Town Talk. Mr.

Robert A. Corley, President of Gravity Drainage District No. then presented an ordinance levying tax on all property subject to taxation within Gravity Drainage District No. 2. Mr.

Charlton L. Walker moved that ordinance he adopted by the District. This was duly seconded by Mr. Paul Taylor. Motion carried.

This taxation is subject to homestead exemption. Jerry Osborne, Bonding Attorney at this time addressed the members of the Pineville City Council and introduced a Resolution for canvassing the returns and declaring the results of a special election held in the City of Pineville, State of Louisiana, on Tuesday, May 30, 1972. Alderman Bordelon moved that this Resolution be accepted by City Council. Duly seconded by Alderman McKneely. Motion carried.

Mr. Osborne opened envelope which contained official tabulation of the results of said election. They are as follows: (Uator ind Stmt Unas) AldermanKees moved to adopt Ordinance annexing property belonging to Steve Bordelon into the City limits of Pineville This was duly seconded by Alderman Nugent. Motion carried. Alderman Golemon moved to acception Annexation Petition of Forrest House Apartments for study and consideration.

Duly seconded by Alderman McKneely Motion carried. Alderman Bordelon moved to accept request of Mr. Lee Parker for annexation with his property being zoned industrial This was duly seconded by Alderman Nugent. Motion carried. City Engineer Tom David is to determine legal description and give to City Clerk for legal publication Alderman Kees moved that Mayor Baden be authorized to sign Resolution annexing Agnes Susek Memorial Park.

Duly seconded by Alderman McKneely. Motion carried. Alderman McKneely moved that Mayor Baden be authorized to negotiate with various companies in the purchase of buses suitable for Municipal use. This was duly seconded by Alderman Golemon. Alderman Kees wants a feasibility study with regards to this matter.

Motion carried. Mayor Baden read letter from Mr. Curtis Lachney of the Water requesting two (21 new trucks for use in the Maintenance Department of the City. Alderman of the City. Alderman McKneely moved the City advertise for bids for these two trucks.

Duly seconded by Alderman Nugent. Motion carried. With regard to Condemnation Procedings, Alderman McKneely moved that Mayor Baden be authorized to proceed with condemnation proceedings according to legal requirements. Duly seconded by Alderman Bordelon. Motion carried.

Alderman Kees moved that the Pineville City Council meet on Tuesday, July 11. 1972 at 7:30, since the first Tuesday of the month of July is a holiday. Duly seconded by Alderman Nugent. Motion carried. Alderman Kees moved that the water shortage in the Village Green and Holiday Park Subdivisions be declared an emergency measure, and moved that the City be authorized to spend 13500 00 for equipment needed to provide water for the residents of these two areas.

The vote was 19-73 Thursday on the Senate-passed bill. Rep. John Alario of West-wego, pushing the Senate-passed bill, urged colleagues to "move this institution somewhere else where residents would be glad to have it." He said residents of the Bridge City area, where the institution would be situated, are roundly opposed to it. The Department of Corrections already has obtained $1.5 million in federal funds to develop the institution. Department spokesman have expressed fear that a change in plans will jeopardize a $5 million federal grant covering several projects, including the institution.

A bill to grant approval for the Dept. of Hospitals to lease about 325 acres of land near Alexandria to a corporation for the purpose of establishing a "Community Receiving Home" has cleared the House and Senate and awaits the governor's signature. Spearheaders in the corporative move are Judges Guy E. Humphries Jr. and George M.

Foote and Rev. Glenn Bryant, all of Alexandria. The corporation would be able to sub-lease portions of the land, located off the Gardner Highway near Alexandria, for periods of up to five years, according to Sen. Cecil Blair, author of the bill. The receiving home would be a place to keep juveniles who are awaiting trial, according to Blair.

The lease would be for 99 years. Police Headquarters To Get a New Flag The United States flag which flies in front of Alexandria City Police headquarters has become ragged over years, but it's soon to have a distinguished replacement. Lobbyist Sign-Up Bill Is Approved (T.T. Capitol Bureau) BATON ROUGE, La. In an effort to come up with at least something on the subject, the Louisiana House approved a Senate bill Thursday requiring capitol lobbyists to register with each legislative chamber. The bill was a watered-down substitute for a more rigid measure approved by the House earlier in the session but which ran into stiff opposition in the Senate. Rep.

Jimmy Long of Natchitoches had originally engineered through the lower chamber a bill which called for lobbyists to report how much money was contributed to their endeavors and by whom and to report to the legislature and the contributors how it was spent in each instance of more than $10. However the Senate balked at the measure and Sen. Paul Foshee of Natchitoches drafted the substitute in order to make a start on the regulation of lobbyists. The substitute, adopted without much dissent by the House on the last day of the session, provides that lobbyists have to register with the presiding officer of each chamber, noting for whom they work, unci pay $10 to finance the publication of a listing of those registered. It has no provisions for limiting the number of lobbists work ing for any one group, requires no record keeping as to income and spending, and no penalty provisions for failing to register.
