TUESDAY, NOVEMBER 18, 1986 ' Parents searching for missing adults fighting the barriers of Privacy Act By The Associated Press DAYTONA BEACH Fran Webb knows from personal experience that parents searching for miss-hjg offspring over the age of 18 can run into barriers such as the federal privacy Act. ! Webb, the founder of a support group for the families of missing adults, has decided that lobbying ' against the national law has become ; apriority. The group, called Mothers Aid to ! Missing Adults, or MA-MA for short, I isayearoldthismonth. Webb says she can identify with ," the feeling of distress felt by families ; searching for loved ones. i Her daughter, Darlene, was 20 ; when she dropped from sight Jan. 22, 1 983, in Daytona Beach. Darlene had ! gone out with friends and her car was ; found parked with her purse inside. Police found no signs of a struggle ; and had no indication of what might ; have happened to the young woman. : She finds it a catharsis for her to : operate MA-MA. She can relate to the other moth- ; ers and fathers who are in the same ; predicament, searching for off- spring who aren't legally children ! any more. In the 12 months since Webb j founded the non-profit organization, ; she has learned of at least three i other groups nationwide dedicated ! to the same cause. ; The groups have set up a network i of contacts in which they exchange " information on ways to track down i missing adults. "We're still fighting a big battle," she said. Some families who don't want to try to find an absent member "don't want to hear anything about it," she said. f Webb has revised her manual for Ihe families of missing adults, which contains tips about immediate steps Jo be taken in the event an adult f disappears. Group members feel the same as many other families with adults missing, that government agencies respond only when children have disappeared. She and other members, including Helen Molnar, whose son, Timothy, then 19, disappeared from their Volusia County home in January 1 984 continued to make up fliers with pictures of their children and distribute them. Webb's cousin is a long-distance trucker, so he always takes along a supply of the fliers and leaves them at truck stops. Additionally, she has compiled a list of driver license offices throughout the country so that families can check if missing adults have registered to drive in another state. Since Webb started her group, she's heard from 30 other families throughout the U.S. who are searching for missing adults. Four of those families have found the missing person.
