Obtain A Verdict For $7,000 Against The Westhall. Special Dispatch to the Baltimore Sun. Norfolk, Dec. 20. Yesterday at noon several of the employes of the Seaboard Air Line Railroad shops, in Portsmouth, were skylarking, when one of the party threw a heavy Iron nut up In the air.

The missile descended upon the head of John A. Allen, a car-builder, and made a wound, which was hurriedly dressed. Allen and his companions considered the ound of a trifling nature, and the Injured man returned to work. Two hours later he was compelled to knock off, and went, to his home, where physicians said the blow had caused concussion of the brain. Early this morning Allen died.

Richmond, Dec. 20. Mr. John H. Hampton, for many years connected with the Planters' National Bank, died" this morning at the Home for the Incurables.

Deceased was paralyzed several years ago and had been In falling health ever since. He was blown up and badly burned during the war in the explosion at the Confederate laboratory here. F. Eugene Barnes, bookkeeper for J. T.

Powell, a commission merchant, who Is charged with being short in his accounts with Mr. Powell, has returned and surrendered to the police. He says that he went from here to Baltimore, and from there to Atlanta. It is claimed that Barnes' shortage Is about $1,000. The colored cakewalk, which took place tonight at the Academy of Music, was attended by the fashionable people of Richmond.

Social leaders occupied private boxes. The Judges were Polk Miller, the well-known negro delineator; Police Justice Crutchfield, Mayor Taylor and Frank Cunningham, the well-known singer. Mr. J. D.

Todd, of Baltimore, and others interested in the Virginia Electric and Development Company, had a conference here this afternoon. The meeting decided to locate the plant of the concern at the old Haxall Crenshaw flouring mills, where they own a water front of 7V4 acres. THE NEWPORT NEWS TRAGEDY No Light Thrown On The Death Of Henry Reflet, The Kentucky Soldier. Special Dispatch to the Baltimore Sun. Newport NEws, Dec.

The ver-dif of the adjourned coroner's ihquest to examine into the cause of the death of Henry Reffet, the Kentucky soldier, who was killed ten days Just before the First Kentucky Regiment left this city, throws no light on the tragedy. is to the effect that Reffet came to his death by a blow on the head, dealt with a blunt instrument In the hands of an unknown person. The evidence of only two witnesses was taken, that of Private Henry G. Breham, of the First Kentucky Regiment, who was wounded on the same day that Reffet was killed, and that of G.

Edmund Waddell. Breham said that he started to the transport Berlin in an Intoxicated condition. He was alone, and the last thing he remembers Is passing the depot. He recollects nothing until he woke the next day on board the ship in his berth, with his head bandaged. He stated that he did not know the dead soldier.

Mr. Waddell testified that he was attending to unloading the wagons, provisions, from the ship. During the afternoon he saw two soldiers talking to a sentry. He overhead one of the men say that he Intended to go through the line if he died for It. Looking back a few moments later he saw the sentry strike one of the men with the flat part of his bayonet and punch the other with the butt end of his gun, but but he did not think that either of the men were badly hurt.

He afterward heard the sentinel say he had killed the man, and would kill any one else who tried to pass hira when he had orders not to let any one go over the line. Mr. Waddell could not identify the soldier were he to see him. CAPTAIN BAILEY FINED And His Boat Confiscated By The Maryland Authorities For Illegal Dredging. Special Dispatch to the Baltimore Sun.

Fredericksburg, Dec. 20. Capt. Harvey Bailey, of Westmoreland county, who wras arrested some days ago by the Maryland police steamer, charged with unlawfully dredging in the Potomac and Wicomico rivers, Maryland, has been fined $10 for the former offense and $100 and his boat and fixtures confiscated for the latter. The vessel is said to be worth $800.

Freak Of A Man Of Unsound Mind. Special Dispatch to the Baltimore Sun. Charlestown, W. Dec. 20.

Philip Frederick Eichelberger, a man of un sound mind, claiming to be the son of the late Frederick Eichelberger, of Hampshire county, W. wandered to this place early this morning and went into the engine house of the Jefferson Milling Com pany to warm himself, while standing by the engine, which was running, he conceived the Idea that he would stop it- As he said "The Lord had ordered all things to cease" he raised the heavy weight on the lever of the steam chest while the engineer's back was turned and let on a full head of steam, which made the large engine shake and tremble and started the machinery running at a terrible rate. He let go of the ball In a moment, but not until several parts of the machinery were broken and damaged to the extent of o00, Eichelberger was taken in charge and placed In jail and the authorities of Hampshire county communicated with. He said he was once confined In the asylum at Weston and was discharged as cured, and left home because his family was going to return him to the asylum. He says he Is sane, but Dr.

George Carter, of Pulaski, had purchased the pig-iron works In West Radford. It is now said on good authority that he has formed a syndicate and purchased all the Iron furnaces In Southwest Virginia, Including the big furnace In Bristol. In connection with the purchase of the Iron furnace he is also said to have bought the Dora mountain and Dora Valley Iron ore mines In Johnson county, and the Bris tol and Ellzabethton and South Atlantic and Ohio Railroads. At present Mr. Carter Is manager of the Dora furnace at Pulaski and Is considered one of the best Iron furnace men In the country.

He has recently negotiated a loan of $2,000,000 In New York, presumably a part of the big transaction. WEST VIRGINIA MERIDIANS Have Been Established By Prof. White, Of The University Other Work Contemplated. Special Dispatch to the Baltimore Sun. Morgantown, W.

White, State geologist and director of the State geological survey authorized by the last Legislature, is preparing for the coming Legislature his report of the work done since the act of the last session. The act contemplates the establishing of true meridians In all of the counties, an examination of the geological formations, an examination and classification of the soils, an examination of the forest and timber lands with reference to their preservation from waste, the preparation of special geological and economic maps to Illustrate the resources of the States and the preparation of special detailed reports upon, them. These reports and maps are to be distributed with a view to bringing In capital for the development of the resources. Because of the meagre appropriation Professor White has been unable to complete any of the work other than the establishing of the meridians. He has data for the maps showing the geological formations with reference to coal and oil, but has no money available for their publication.

He estimates that It will take twelve years to complete the work begun and that it will cost $360,000. This is the appropriation he will recommend. He will also recommend that the State unite with the United States Geological Survey In making a topographical map of the State. This work, he estimates, will cost about $250,000, but by uniting with the United States Survey the cost to West Virginia will be only half that sum. JEFFERSON CIRCUIT COURT The Verdict In.

The Damage Suit Against The Shenandoah Pulp Company Set Aside. Special Dispatch to the Baltimore Sun. Charlestown. W. Dec.

20. A special term of the Circuit Court of Jefferson County was held in this place today by Judge E. Boyd Faulkner, to dispose of matters that went over from the regular November term. In the case of Rowe and others against the Shenandoah Pulp Company, In which there was a verdict for plaintiff for $700 damages to real estate, the court set the verdict aside and granted a new trial. In the suit to construe the will of the late MissAnneDoyne Smith the court held that Mrs.

Essie Hllleary is entitled to all the real estate and one-half of the personal property after certain legacies are paid. The cases of Brown vs. Jackson, Van Pelt vs. Van Pelt, and Billmyer vs. Billmyer, were dismissed from the docket, In the creditors' suits to settle the business of J.

O. McGraw, under assignment before Judge Faulkner on exceptions to commissioners' report, he held thai the property of Margaret McGraw was not liable for her debts in preference to creditors of J. C. McGraw, and that the clause In the assignment directing creditors who agreed to release the debtors to be paid first created a preference, and was, therefore, void under the Insolvent law. In the case of McClellan vs.

Avis, the court held that the real estate belonged to all the heirs of William Avis, and not to one, John Avis, who claimed it by adverse possession. In the case of Ketzenger vs. Ketzenger, a degree of sale of real estate was entered. Court adjourned until tomorrow. The Minor Mason Wedding.

Special Dispatch to the Baltimore Sun. Charlottesville. Dec. 20. Tho Minor-Mason wedding, at Christ Chnrch, was one of the most notable weddlnga that has occurred in Charlottesville for some time.

The bride, Miss Mariamna Virginia Mason, Is a beautiful and at-trctlve woman, the great-great granddaughter of George Mason, of Gunston Hall, the author of the "Virginia Bill of Rights," and the great granddaughter of the late James M. Mason, United States Senator from Virginia. Her father, Major Robert F. Mason, a first cousin of "Major-General Fitzhugh Lee, was a gallant Confederate soldier, and served with conspicuous gallantry during the late Civil War. The groom is a member of the prominent family of Minors, of this State.

He waa a student at the University of Virginia, graduating from the law department In 1S86. After his graduation he located In Washington, D. and is now the Junior member of the firm of Berry Minor. The bride was beautifully gowned in a steel gray poplin, trimmed with steel pas-samenteries and bonnet to match, and carried a bouuet of Marechal Nell rosea and violets. There being a case of smallpox at the smallpox hospital, a meeting of the board of health was held this evening to prepare for smallpox patients In case the disease should get any kind of a foothold here. Resolutions were adopted providing that a smallpox physician be appointed to take charge of the smallpox hospital and to attend any Indigent poor in the city who might have smallpox; that a small house, with two rooms for the physician and disinfectant purposes, be built, and that all schoolchildren and indigent poor who have not been vaccinated be required to have It done. A special meeting of the city council has been called, to be held tomorrow night, to consider the recommendations of the board of health. Wise Kline.
