The reason: Canadian Prime Minister Pierre-Elliott Trudeau's blunt charge that France had sent to Manitooa a high official allegedly to stir pro-French feelings among members of the small French speaking community there. France claims the official was on a private visit and that Ottawa had been informed in advance of his coming. Catholic Distension: Madrid says to expect more trouble from rebellious priests in the independence-minded Basque lands. The resignation of a commission set up to investigate the grievances of Bilbao clerics means the priests have no legitimate outlet for their grievances. The commission apparently resigned because of obstruction by the Bilbao bishop, against whom 40 priests last month staged a week-long sit-in to urge a strong stand against the arrest of clergymen suspeced of nationalist sympathies.

New Ally? Philippines President Ferdinand E. Marcos is expected to use pardoned Communist Huk leader Luis Taruc as his newest weapon in his anti-Huk campaign in the troubled central plains north of Manila. Taruc, who led an abortive rebellion against the Philippine government in the late 1940's, has come out openly in favor of Marcos' land reform program as a solution to the problem of restive peasants in frmer Huk areas. With Taruc free, he can return to the countryside to preach the good word from the Marcos administration undoubtedly with the president's blessings and encouragement. French Rowback: French officials refuse to talk about it.

but President de Gaulle has ordered his new finance minister, Francois-Xa-vier Ortoli, to toe a careful line at the forthcoming International Monetary Fund (IMF) general assembly in Washington. Sources say De Gaulle feels that the franc, weakened by the spring crisis that cost the Bank of France $2 billion in supporting the currency, can no longer afford waging war on the dollar. De Gaulle's latest instructions to the cabinet: Recover the economic and monetary losses to allow him to resume his drive against the gold exchange system as soon as possible. How You Gonna Hong Kong analysts say Red Chinese authorities are having trouble keeping 'em down on the farms. They estimate that anywhere from 200,000 to 500,000 Red Guards and other youths have been sent from major cities to the hinterlands during the past two months.
