By EDA Officials New Federal Aid Explained To Law Enforcement ent Heads Central Louisiana law enforcement officials heard an explanation of new federal assistance available to help finance their operations at a meeting in Alexandria Wednesday night.

The dinner meeting, held at Effie's Restaurant, was sponsored by Kisatchie-Delta (Economic Development District. Serving as co-host with K-D Executive Director Champ Baker was Rapides Sheriff Marshall Cappel. Principal speaker at the session was Ralph Boyd of Baton Rouge, chief planner for the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. The new program that will affect local law enforcement is the Omnibus Crime Control and Safe Streets Act of 1968. which is a major new source of federal assistance.

In every area of law enforcement, federal funds will be available to support a variety of programs to develop new approaches, equipment and techniques for better law enforcement. The new program will be administered on the national level by the Law Enforcement Assistance Administration, located within the Department of Justice. The Louisiana Commission will administer the program for the state and economic development districts are organizing law enforcement officials on the local level. The act will provide planning grants to help state and local governments prepare and develop comprehensive, plans covering law enforcement systems. The government will pay up to 90 percent of these planning costs.

Action grants are available to enable these agencies to carry out programs and projects to implement their law enforcement plans. In most cases, federal funds may be used to pay up to 60 percent of the cost of local programs. Grants for control of riots or organized crime can total up to 75 percent of the overall program cost. Grants for salaries and construction may be as much as 50 percent of a complete program cost. Also available under this program are research, development and special project grants to help provide more modern technology and education grants for law enforcement personnel and students planning careers in law enforcement.

Optimist International President Address Club Leaders Friday Over 200 Optimists leaders from throughout the state are expected to be in Alexandria Friday to hear featured speaker Gene H. Sternberg president of Optimist International, address the group. Sternberg, Granite City, who heads the 100.000 .000 member men's community service organization, will be here as a guest of the Louisiana District of Optimist International. Each of the eight sheriffs in the Kisatchie-Delta District is being asked to contribute his pro rate share. based on 1967 parish assessments, of the 10 percent local contribution needed for the planning cost. Total cost of the initial period of the program 1 is expected to be approximately $20,000 and the local share will be $2.000. shared by the individual parishes. Each parish will draw up an overall plan.
