SPECIAL NOTICES. THE SUN: Skves Arctic Expeditions. The cable announcement the other day that the open Polar sea has been found for the second time, and that whales were seen disporting, in its waters, directs attention once more to the expeditions engaged in Arctic research. There are no less than seven expeditions now at werk in the frozen regions two from Germany, under command, respectively, of Rosenthal and Payer, with the latter of whom Weyprecht is associated; one from Sweden, sent out by the government, and consisting of two war vessels; one from Scotland, tinder Mr. Lamont; one from England, undertaken by Mr.

Leigh Smith; one from France, fitted out by M. Octave Pavy, and the American expedition, dnder Captain Hall. The Hand-Book of the Baltimore Conference of the Methodist Episcopal Church South, with map, historical notes, has been published by Rev. R. E.

The whole of the Beef may be substituted by an equal quantity of Mutton one or two days in the week during the year if It should be desired, or either may be omitted on any day or days of the week when so ordered. The Meat must be the best quality of Its kind. Settlement made monthly in cash.

Putting the loss by the Chicago fire at S150.000.000, tbat is a great amount of money to barn up in a night, bat it is said to represent nly about the annual value of the grain Chi cago ships, to say nothing of her other re sources in different branches of manufacture and commerce. We are reminded by the New ark Advertiser that just across the South Branch and within the city limits, there is lumber enough to rebuild the city, while all the great Jron works, the brick yards and quarries lying tack at Elgin are equipped and ready for almost any demand npon them. The possibility of re building Chicago is no problem. The buildings snd not the city were burned.

The streets are there, the immense cost of their construction, tbeir filling from the -uiad grade" of the original swamp to the present grade of six to eight feet higher, their sewers, waterworks and water mains, the whole underground por. tion of their gas supply, and even their pave ments, for the most part, all remain. The burnt district of Chicago presents the remarkable spectacle of a great bare plot of ground, its streets tilled up to a grade, paved, sewered watered, lighted, harbored, the commerce of the city still supplied with splendid facilities. fin innumerable fleet of vessels and steamers coming to her wharves, and a spider-web of railroads radiating in every direction. There is Jar more of expense and valne buried in the very Jtround itself, thus all ready for occupa tion, than in all the buildings tbat a few days since covered the surface: far more of intrinsic capital in the established trade, the harbor, the lake and the railroads, than in all tile personal property tbat went to destruction.

It stands now in the position of an area of ground to which all the necessities of civilization are sup plied, and says come in and occupy. But in the forest disasters there is much less of cheer, because in a few weeks navigation will be closed, and hence supplies must go forward rapidly to prevent euflerinjj. These destitute families must be fed this winter, and the assistance cannot be forwarded too soon. Our Js'ewark contemporary is of opinion that the desolated country will soon recuperate, and says that as be who travels in the war-swept dis tricts of the booth finds there hardly a vestige of the ruin tbat existed in 1SJ5, so the visitor to the Northern woods will meet the smile of a new prosperity. But the "war-swept districts of the South, especially those in which the torch was freely applied, have more '-vestiges of ruin than the Advertiser is aware of.

It is gratifying, how ever, to see that out of the little that is left they have contributed the "widow's mite" to the relief of the sufferers of the Northwest. and it would be satisfactory, no donbt. to all benevolent minds, if the Executive, during his late agreeable excursions, had chosen a more opportune time for consummating the rnin of one section of the country than that which Providence permited to be visited upon another. We wish we conld also agree with the Newark Advertiser in the idea that the damage inflicted by the forest fires is merely temporary.

On the contrary, while the houseless people along the shores of Lakes Michigan and Huron and on the western prairies, will soon be provided for, if the proper aid 19 promptly given, as it ought to be. with new homes, the hundreds of thousands of acres of western forests swept away by these fires cannot be replaced in the resent generation. The prospective consequences of the western fires are of more serious concern.so far as the mere destruction of property is concerned, than their immediate results. Already, we have been making such Siavoc of our forests that the annual summer jains have been diminished, and extensive droughts, followed hy wasting fires, have been the consequence. Hence the wide-spread de-etructiveness wrought by the late desolating -re9 is calculated to inspire sad forebodings future drought, famine, fire and pestilence in the section thus visited, which extends from California and Oregon to the great lakes.

Our first duty is to relieve the distreaea resulting from these wesicrn fires, and the next to provide legislative remedies, national and local, if each can be found, for the preservation and enlargement of the forests, and to guard against the recurrence of calamities by fire. The Bots' Home," in this city, is one of those institutions of practical benevolence for the young whose aim is to take poor boys from the streets before they can be corrupted and prepared by evil associates to become depredators npon the community, to clothe and feed them, to keep them in the way of acquiring a useful trade or calling, and also to instruct -them, at convenient hours, in the rudiments of education, and, when expert in their vocation, to send them forth with honorable credentials to begin life for themselves. A simple state- men: of the objects of the institution is enough 4o suggest its wise humanity, and its advantages not only to the recipients of its beneficence, but to the interests of society. This institution was started in 1Sjo, as an experiment, and in an humble, unpretentious way, with a jtiandful of neglected boys. nnmerous have fcecome the applicants for admission that it has been forced to commence the erection of a tmiliing, now going np, for the accommodation of 123 boys.

Instead of the 40 now provided for. Q'he new building, northwest corner of Calvert end Pleasant streets, is to be on the site of the present "Home," or in connection therewith, i'nnds are needed tj aid the society in its work, and the community are appealed to for liberal donations to the building fund. As a special means the Ladies' Aid Society, auxiliary to the board of directors of the Boys Home, have determined to hold a grand bazar, at Masonic Temple, early in December next, to add to the funds for completing the new edifice. It 'is hoped there will be a geuerous response. It is not only a work unselfish in its purpose, free from all sectarian bias, but it addressees itself to the interests as well as the benevolence of the community.

Whatever tends to society and cheapen the cost of municipal government must be or general concern. Most of the inmates of our prisons might perhaps have been rescued from that fate jut for the absence of home restraints and of 'any organized agency which would have supplied them a home. To take at their eource the evil elements which corrupt and injure society, and fashion them into sources of virtue and prosperity, is the object of "The Boys' Home." and as such, is of material not less than moral end social value. The Wat to Do It It is mortifying to Americans, who have been trained to suppose tbat the standard of official honesty is higher Xiere than nuiler less favored governmental forms, to find that justice is meted out more promptly abroad to those who violate the pub lic confidence reposed in them than here. The Prussian government, for exsmple, suffered Jast year to the extent of nineteen thousand dollars by the defalcation of public function aries.

All of them are now in the penitentiary. It ail our peculators and defaulters were dealt with as thoroughly, the penitentiaries in the country would have to be enlarged. The Everlasting Loyalty Question It will be remembered that Senator Drake, of "Missouri, before takinz his seat as Chief Jus tice of the Court of Claims, drew up a bill providing that a pardon of the President did not entitle disloyal persons to bring suits against the United States and prosecute them in the Court of Claims. This provision was inserted Ja the miscellaneous appropriation bill, approved illy 12. 1S70, but its constitutionality is disputed.
