mere is no greater ao- surdity, nor, in fact, injustice, than the Cheap Jolin way in which degrees and titles of honor are distributed in this free country. Men are made Doctors of Divinity and Doctors of Laws who have no more claim to either than sextons or criers of courts, while esquires and colonels are plenty as blackberries. The attachment of a Chinaman to a cue is not more remarkable than that of an American to titles. If legislation is required in any direction-, it is to crop off instead of add to the titles of "distinguished, citizens," and to restore the primitive republican era when -Mister" was respectable enough to content the ambition of most people. A Struggle foe Free Canals.

The fight for frefc canals was opened in the New York Assembly on Wednesday, the contest being upon proposed constitutional amendments suggested by the State auditor. The amendments provide for the freedom of the canals forever-more, for the levying of an annual tax to pay for canal superintendence and repairs, and also to meet the interest and extinguish the principal of the canal debt. One of the amendments gives the Legislature the option of liquidating the debt gradually or doing it in a single year. The canal debt is only about $9,000,000, and could be paid off at once by a tax levy of two mills plus the sinking fund accumulations. It is thought that with frugal management the Erie canal can be kept in good order for less than 400,000 annually.

The New York Jour nal, which favors the amendments, says a very liberal estimate for all the canals is $1,000,000, and expresses the belief that the State would get that back many times over from a free canal system. The Benjamin Franklin Fund, which is the accumulation of 5,000 left by the philosopher in 17S9 to the city of Boston, Xor the purpose of fur nishing loans to yonns mechanics, is an elephant on the hands of that city. Franklin reckoned that in 100 years the fund would amount to about $650,000. of which $500,000 should then go. to the city for public improvements, and the remaining 150.000 be invested in the same way forauother 100 years.

The sum has now amounted to over $200,000, but for various reasons the youns me chanica don't avail themselves of it, and the trustees are puzzling their brains to devise some means by which the intentions of the testator can be carried out and the fund kept from lying idle. Fish Culturists in Council. The seventh annual convention of the American Fish Culturists' Association commenced in New York on Wednesday, the attendance being large Papers on trout culture and on the best method of packing salmon eggs for transportation were read. An interesting discussion upon these and kindred topics which the papers called forth ensued. Mr.

T. B. Ferguson, of Baltimore, is on the committee to present a paper onnshcry laws and flshways. The Advantage op Educational Tests is shown by the examination in progress amon the old firemen of New York as to whether they can retain their situations according to a strict construction of the laws of 1873, which make reading and writinz English understanding conditions of membership. It is believed that at present there is not a man on the force who does not fulfill these conditions.

Freight Discriminations. The New York Herald says the executive committee of the trunk lines held a private meeting in that city on Wednesday, to consider the allezed discriminations in the rate of freizhts to the Wst from New-York and Eastern points, Mr. Fink, the pcol commissioner, representing the Baltimore and Ohio road. Mr. Fink's secretary, at the end of the conference, stated that no conclusion had been arrived at, but that the trunks had the remedy for the trouble in their own hands.

They have the power of collecting rates corresponding to those from New York direct on every pennd of freight sent from the East, though the custom is to allow those originating a freight business to make the rates. At said, east-bound freight is being carried at less than cost, and the cutting is sreater than it baa been heretofore. It is to the credit of the consistency and firmness of tho President that the grounds taken in his present veto message are identical with those stated in hn anuual message in December, which led moat persons to infer at that time that he would veto any silver bill which did not except from its operation pre-existing aeDts, Doth public and private. This the Presi dent expressly says is the chief object of the present measure. Of the outstanding bonds of the government he snows that 1,143,493,400 were issued prior to February, ibid, wheu the silver dollar had prac tically disappeared for nearly forty years from the coinage and currency of the country, when it was no longer in men's thoughts when they spoke of dollars or of coin, or stipulated to mane payments in either.

An additional of these bonds hwo been issued since February, 1373, when the coinage of the Bilver dollar was formally and by law discontinued, and it ceased to be any part of the Jegal coinage of the country. Finally 235,000,000 of bonds now outstanding have been issued since the commencement of the present administration at a lower rate of interest, and upon Jhe faitb of the assurances and representations made by the agents of the Rovernmer.t that "coin" meant gold, and that the bonds, principal and interest, were payable in gold only. The government got gold for them, and now the proposition is to repay the Joan in silver, a cheaper and inferior currency, and not the money that the creditor gave or expected to receive back. This the President declares would.be a breach of faith, and would tftit a stigma upon the American name. There arc some.sentences in the message upon this subject which deserve to be read and pondered throughout the country, especially in those States and localities where repudiation, thinly-veiled under the names of "scaling," "readjustment," has been a popular measure.

What the President says upon the subject may not be new, but it has the doable merit of being true and of being very happily said. Right here we may call attention to the manly protest of Gov. Ilolliday, of Virginia, in his message of day before yesterday, vetoing the lax bill, which provided for the enpport of the school system of the State at the expense of the creditors of the State. Gov. Holliday protests agaiust repudiation in any form, and especially against an attempt to compel the creditors of the State to consent to a forcible readjustment of their claims as tho condition of their receiving anything.

But to return to President Hayes, from whose message we cull the following sentences, worthy of being placed conspicuously in every legislative chamber and in every school-room in the land: "National promises should be kept with unflinching fidelity;" "there is no power to compel a nation to pay its just debts its credit tlepeuds upon its honor;" "the obligations of public faith transcend all questions of profit or public advantage." And upon the particular uliject of the silver bill the President concludes: "It my Arm conviction that if the country is to be benefited by a silver coinage it can be done cinly by thi issue of silver dollars of full weight, which wilt defraud no man: and currency worth less th'ui it purports to be. will, in the end. defraud not only creditors, but all who are engaged in legitimate business, and none more assuredly tliau those who are dependent on their daily-labor for their daily bread." It will be seen that while Congress overrules the President's veto, the Virginia House of Delegates sustains that of Governor Ilolliday. Saving from Vicious Influence A bill is now before the General Assembly of Maryland to amend the vagrant act, so far as it applies to the city of Baltimore, by adding to it three (sections. The rt section" prohibits, under a penally to be imposed on the proprietor, any girl under sixteen or any boy under fourteen, unless accompanied by the parent or guardian, from entering saloons, dance houses cr places of amusement where immoral, indecent, obscene or vulvar language is permitted; the second and third sections require the custodians of girls under, sixteen and bovs under fourteen to restrain them from habitual begging, whether actually begging o'r receiving or gathering alms nuder the pretext of peddling.

Any failure to exercise this restraint makes mem liable to a forfeiture of their guardianship, and the child or children to be taken from them and committed to nu.orr.han nsvlum charitable or other institution, as the court or the committing magistrate may direct. The class oi children to whom this section of th bill applies is such as have no home or settled plnce of abode, or proper guardianship or visible means of subsistence, or whose parents are vicious or criminal, or who themselves are the associates of thieve3 or the frequenters of immoral houses or places of amusement. The ex cellent purpose to be served by these amend inents to the Vagrant act will, we think, be ery generally acknowledged, and if due dis crimination is used by the magistrates and courts in tne exercise of the power that it is proposed to entrust to them, the Drotection that this bill will throw around many of the rising generation will commend itself to the public gen" iut wnat win strike most personals that the bill prohioita young boys and girls irom entering "any dance saloon, theatre or varieties where immoral, indecent. obscei.e or vulgar language, display or perform- buwc exert a contaminating influence," instead of dealing directly with these demoralizing places themselves. Herein lies the evil to be suppressed.

Tetroleuh in Japan The Philadelphia IVese thinks we are threatened with sonue diminution iuthe petroleum exports to Japan. It is reported that in, one of the provinces of that country (Nugata) there are now about fifty-six petroleum wells, of from 300 to 000 leet in depth, said to be of the purest oil, 100 parts of the crude oil producing 90 of refined. In another locality in the Fame province there are sixty wells of the same depth, the crude oil of which give about 85 rcSned. It is said that in some of the paddy fields petroleum seems to ooze out naturally. Altogether there are about 200 wells, with abundant yield of from 50 to 90 per cent, of refined oil.

The refining, however, which is mostly done by dry distillation, is far from perfect or (atiefactory. It is largely used, even as it is, to the practical exclusion of American oil, and even the export of it has set in. The remarks that, of conrse, when proper ana less costly modes of refining the Japanese petroleum are brought into operation, the American supply will no longer be required. Trade is liable to vicissitudes, and here is one produced by causes natural but unexpected. There ere several points in Europe, however, where petroleum is produced in more or less quantity.

A Non-Sequituh. On Wednesday, during the discussion of the State elevator bill in the House of Delegates, Mr. Johnson, or Dorchester, (in reply to some remarks ly Mr. Kayner commendatory of certain articles and editorials in The Sun on the sub-Jact.) said "they had seen The Sun in error and its opinions disregarded upon the Bilver question."
