The district okayed worth of $12.5 million. $850,000 would be used for construction of a plant which would be leased to Garan. The company would then pay off the bond issue in installments.

The bond issue also includes $250,000 for site preparation and the installation of utilities. One proposition that has been mentioned in the police jury meetings is the imposition of a three mill tax to raise the $250,000. The bond election has been tentatively scheduled for April 1. Garan plans to open a pilot plant in an old building at Fisher in mid-March. This plant will employ about 60 persons.

When the main plant is opened, the entire operation will employ about 300 persons. Garan Industries stock is traded on the American Stock Exchange. The company has 14 other plants located throughout the South. Last year, the company had sales amounting to $49,120,000, and in 1970, earnings were listed at about $2.5 million. Garan's total assets are $22 million and the company has a net a bond issue, and then it was found that the company had over-extended itself and the project was dropped.

The only expense involved was the cost of the election, which was borne by the jury. Lease Arranged The jury has authorized President C. C. (Tobe) Na-bours to negotiate a lease agreement between Garan and the jury; Among the stipulations in the proposed lease, Garan will maintain the building and pay the utilities and taxes. The lease agreement must be approved by the State Commerce and Industries' Dept.

Bond Issue Needed According to Bill Beck, a New Orleans bonding attorney, voters in the area surrounding the prospective plant site will have to pass a bond issue amounting to $1,100,000. Of this amount, MANY, La. Chances seem good that Garan Industries, a garment manufacturing company with headquarters in Starkville, will locate a plant in Sabine Parish.

The Sabine Parish Police Jury has taken the first step. to insure that the plant will move in. Chairman Vernice Wright of the Industrial Committee for the Many-Sabine Parish Chamber of Commerce said this company has been looking at Sabine Parish for two years. "We tried to get them interested in locating in the old Sabine Lumber Co. building at Zwolle," Wright said.

"They looked all over Sabine Parish and finally decided on a location along La. Hwy. 171 south of Many, just on the other side of Williams Bros, store." The jury has passed a resolution amending the resolution creating Industrial District No. 1 several years ago. The jury created the industrial district when a mobile home manufacturing plant was interested in coming in- Ad valorem taxes would have to pay off the bonds should the plant fail.

Shopping Plaza Construction Set (Special to the Town Talk) VILLE PLATTE, La. -Contracts have been signed and, as soon as weather permits, construction will begin on the Parkview Plaza shopping center here. Bernel Fontenot, owner of the center, said that contracts were signed with Lilliedahl and Mitchell, Inc. of Bunkie, general contractors, and Prairie Construction Co. of Opelousas, contractors for the parking area and streets.

Jack Tolson of Opelousas is architect for the project. Among tenants of the shopping center will be three well-known chains. They were listed as Winn-Dixie, T. G. and Y.

James Dunbar, through his Alexandria attorneys Gravel, Roy and Burnes, has filed a suit asking $220,000 against the City of Bunkie as the result of a Jan. 10, 1972, shooting here. Dunbar lias filed suit against city patrolman Earl Griffin and the city through Mayor Warren Constant, city councilmen Jasper Candella, Marvin Liledahl, Fred Fee-ney, Russel Vanchiere and Frank Gallerson and the town's insurer, United States Fidelity and Guaranty Co. The suit claims that Griffin, in his employment as a police officer, shot Dunbar and that his superiors were "negligent in failing to afford defendant, Earl Griffin, with proper and special training for the duties he could fore-seeably be expected to perform in the course of his employment as a police officer." The suit adds that Griffin had been a policeman for a year before the shooting but that he had no special training as far as police duties were concerned other than "just familiarization on how to apprehend subjects." Because of the wound, the petition says, Dunbar "suffered severe physical pain, prolonged hospitalization and permanent disability." It lists $10,000 for medical expenses, past present and future; $100,000 for pain and suffering, past, present and future; $100,000 for mental anxiety, disability and disfigurement; and $10,000 for loss of earnings. The suit also claims that the town "failed to make 'any effort to properly and adequately train and that "no interviews were made to determine Griffin's personality when, in fact, defendants knew that he had a propensity to become excited and over react." The suit also alleges that "on occasions he had imbibed of alcoholic beverages while in the performances of his duties, which conduct is repugnant to safe and effective law enforcement procedure; nevertheless, defendants, the officers of the City of in the plaintiff being arbi-tarily shot." According to Police Chief Leon Franklin, the shooting happened at Big Daddy's Bar when Griffin had stopped there on routine patrol.

The keys were taken out of the patrol car, Franklin said, and Griffin radioed the station for help. Patrolman John Daigre-pont and Eldred Desselle were dispatched to the scene, Franklin said, and Otey Frazier told police that he had seen Dunbar take the keys. Daigrepont went to Dunbar's home and brought him to the bar, where Frazier repeated in front of Dunbar that he had seen him take the keys, said. I Franklin added 1 that Dun-Tbar then hit Frazier and knocked him out. Griffin and Daigrepont arrested Dunbar and he, began to struggle, Franklin said, and Dunbar hit Griffin.

Dunbar put his hands in his back pocket and quickly withdrew them, Franklin said, and Griffin shot him in the stomach. Dunbar was taken to Bunkie General, then on to Charity Hospital in Pineville, Franklin said. He was working for Guaranty Seed at the time of the shooting, the chief added. -Two more Ville Platte youths were arrested Thursday night on charges of possession of marijuana. Sheriff Elin Pitre reported that the arrests were made by his office and La.
