The protracted rebel lion in Cuba has already begun to tea considerably UDon one of the chief sources of supply. and the probabilities seem to bo in favor of a prolonged struggle, animated oy ieeungs ana purposes on both sides which would sooner sea the islaud converted into a desert, and all industrial interests neiish. than-surrender its cause. The Madrid correspondent of the Lon don Standard says the news Irom Cuba could not bo worse; that every man or the reinforce ments, of which 1,000 have already gone aid 10,000 are preparing to go, costs Spain for transportation, rations, dress and provisions 200 for tre first ye.nr, ana tuai -iu uuemgcui. circles here Madrid) tho island id given up as lost.

Tho cry is not now to save it for its value to Spain, for the material wealth it is to her, but to save it for the honor of Spain." It is added that whole regiments of volunteers are oSc-riug to go to Cuba. By still another source it is suggested that tho Spaniards will give up tho interior to the insurgents, and content themselves with holding tho seacoast, a process which, if adopted, will hermetically seal up Cu- ban commerce for an indefinite period. In view of a continued failure, and possible crating off of the Cuban sugar supply, the means of avoiding the contingency of a sugar famine becomes a subject of interest. It is true that the question is not, perhaps, in this conntry as serious as in Englsnd, because we have a flno Biigar-prodivcing country in Louisiana, and the vniuo of that production will of course be greatly enhanced- by tho failure of supply in Cuba. Of tho :220.000i00 pounds cane sugar raised in the Uuited States, Louisiana had produced, np to lS'iO, pounds.

how small a proportiou of the sugar consumed iu tho United States has boeu raised within its limits will appear from tho importations of sugar into the Uuited States iu Id), which were pounds brown sugar, 771,33 i pounds loaf and re-fiued. pounds molasses, lbs. whito clayed powdered sugar. Tims it is teen that we are not able from present sources to supply our own demand for sngar, and that an article so necessary to health and nourishment, and entering so largely into our preparations of food, would be beyond the reach of many, at all events to anything like tho extent to which it is now used. In Europe there has not been an entire dependence on foreign sources, tho sngar bee which forms one of the great staple products, being used in the manufacture of sugar.

Mr. James Caird has just called attention to this subject in a letter, published in one of the London journals, showing the possibility of beet sugar being produced proStabiy in England, and pointing out likewise the enormous valtio of that wasted article, towu sewage. The engar-yieldiug qualities of different districts and soils in England and Scotland, as contained in fi-rty-two specimens, have been tested by analysis, iu comparison with roots from a Dutch sugar farm, the Dutch roots averaging 9 per cent, of sugar, the Scotch 9.13 and the English 9.01. The results, however, are said to vary very considerably, seemingly indicating hot only tho influence of various also of different modes of culture. Special attention Is called to one fact, wiiich stands out prominently trom all the rest.

"Of the specimens anaWzod.tliat grown on the London sewage at Barking proved the highest in sujar-prouueing quality." So high was tho percentage in this case that Professor Voelcker repeated the analysis so as to bu sare of the result. In of this remarkable circumstance Mr. Caird observes: "It nifty well be asked, what are they doing with tho London sewage?" A Loudon journal replies that it does, indeed, seem marvellous that with proof npon proof of the immense value of town sewage.th; still continue to throw this most potent of ail fertilizers into the rivers and into the sea. From the London sewage they have had "most luxuriant crops of milk-producing grass, splendid fields of wheat, the rosiest and most gigantic strawberries, and now, last trial of all, the greatest sugar-yioidicg beet." Even Dadian corn has been successfully grown iu England by means of sewage. Thero can be no donbt that the proper disposal of town sewage demands attention in this country as well as in England.

In regard to the analytical tests referred to above, it Is of course-understood that analyses of crops made in Europe are uncertain guides on this continent. Considering that at present we supply only one-third of the demand for our own use, leaving nearly 350.000 tons of sugar to be supplied from foreign sources, this is a subject of great practical importance. The sugar cane and the beet are the only sugar plants at present known which can, by processes of steadily and profltab'y yield crystal-izable sugar. The attempt to separate and crystalize the cane sugar of Eorghnm on a large scale has been unsnccessfal. The maple, as a source of sugar.

Is too limited in supply to be taken into consideration. The raising of beets for sugar, however, is not an experiment. It has been the sugar plant of France for half a century, and has extended into Germany, Prussia and Poland. The beet sugar production is one-third of the totil supply in Europe. The processes aad machinery of its manufacture are brought to as high perfection as that iu a cottoa mill.

In all our northern and northwest ern States thero are the climate, soil and other favorable conditions for securing a large yield from the sugar beet, and it is bslieved that beets raised under an American summer are relatively more saccharine than those grown in Europe. There are said to be indications that the common varieties of beet will, nnder proper cultivation, yield a larger share of engar iuico than is usually supposed. It is a crop demanding less time and labor than the sugar cane, an acre of beets requiring forty-five days' labor of one man and fourteen days' labor of one horse, and producing over nine hundred and fifty weight. The New Speaker The Hon. James G.

Blaine, the new Speaker of the House of Kep-resentatives, has been six years a member of Congress. He was born in Washington county, 1S30. After graduating at Washington College, ho emigrated to Maine, where he successively edited the Portland Advertiser and the Kennebec Journal. lie was elected to the State Legislature, and was twice Speaker of the House. He is an active politician, and has borne a prominent part in the business and de bates of Congress.

Advertise in paper of univorsal circulation: a paper which maintains right principles in all Udngs a paper acceptable alike to good men of ail parties, nd ach a paper Tus Sex is conceded to be by all men whose opinion is worth The Law and the Secretary op the The fact was referred to in our special telegram from Washington, published 3ti The Snn on Saturday last, that' a provision of the law orgauizlug the Treasury Department prohibits the Secretary, as it does every officer jof that department, from cn-raginj' in trado and comuicrce. This being tUo law, Mr. A. T. Stewart, of Kew York, though already confirmed by the Senate as President Grant a Secretary of the Treasury, could not, of accept and enter upon the duties or the otUce giving np his extensive bnsinefcs as an 'importing dry goods mercimnt.

unless the law shall be modified, or that portion of it repealed which would remove the impediment. The President, therefore, on Saturday sent to- tho Senate a message stating that his attention iad been called to the statute, that of since the confirmation of Air. Stewart, and asking that that gentleman bo exempted from the operation of the act by a join resolution T'rior to the receipt cf this message, however, Jlr. Patterson, had proposed a bill iu the Senate to repeal the portion of the act in question, and asked for its immediate consideration, but Mr. Sumner objected, on the ground of such a procedure being too nasty, and it necessarily, under the rules, went over.

There bein no commit tees organized, it cotiia not even ue reierreu. Subsequently, after the receipt or the President's communication, Mr. 'Sherman proposed to introduce another bill on the subject, repealing and modifying, and have it immediately considered, but lilt. Samnar again objected, lie thought the proposition ought to be most profoundly considered before taking action Thus the matter rests. Sir.

Sherman's proposed Liil is as follows: 'Be it enacted. That wimnchnf the act, ap- proved September 2d. entitled -An act io establish a treasury department, as prohibits the Secretary of the Treasury from beimr concerned or interested in carrying on the business of trade or commerce, be and the same is hefeby repealed. But in no esse shall tho Secretary of the Treasury act in any matter, claim or account iu which he is personally interested." It appears that a portion of the act of 1TS9 was regaled sometime ago, that is the clause which relates to tho sale or purchase of government securities, lloiv earnest is the desire of the President to have Mr. Stewart as his Secretary of the Treasury is indicated by tho request which he makes of Congress iu his behalf.

It is slated that should Congress refuse to repeal the clause, Air. Stewart will not accept the position, as he cannot give up his business relations. Ia this connection, a telegram to the Jcw York Post of Saturday evening asks, "lias the -tug of war' between the Senate and Grant begun?" And the Post, a republican journal, speaking of the President's message with reference to Mr. Stewart's case. Bays: "Without detracting in the least from the qualities which fit Mr.

Stewart tor the piace to which he is nominated, we cannot heip saying that the President has taken a faise step in this recommendation. To set aside a good iaw for the sake of oue individual, is as great an error in legislation as to enact a bad law for the same reason. The law of which the President asks tho repeal is no doubt a proper and salutary one, and Air. Stewart ms easily conform to it and accept the Treasury Department, by disposing of the vast career which he ha managed 60 ably and successfully." The New York Express, of Saturday evening, so says: -There wott'd seem to be a sharp, Binare issue already between the Senate and the President on the question whether his nomiifee for the Treasury Department should be exempt from tiie operation of the law disqualifying him from accepting the position." What the leading press say of Mr. Stewart, as Secretary of the Treasury, is shown in the extracts which we give elsewhere.

It is generally very favorable. The selection for the exchequer of such a man, one outside of politics as it were, is following the English practice, and it is sincerely hoped it may be attended with the same wholesome results here it 1ms fceen there, namely, the lifting the administration of the finances of the conntry from the degrading and corrupting touch of political strife. it is a Euhject-raatter that does not belong to T.riJitics. ntiecting alike as it does the pecuniary interest of all classes of all parties. In England, however wideiy parties may diiler ou political issues, they do not involve, the finances, which are saereuiy kept aioof; and it is sincerely hoped that henceforth, it may be the same ia the United States.

The English. Pkess ots the IIbjection op the Alabama Tueatt The Australian steamer, which arrived ia Sew York on tiie -1th brings iu detail the of the leading JTuglish journals npou the rejection of the Ala-1 aula claims treaty by the United States Senate. The Times says that, in any event, the British t.atiouai conscience is clear, but it is persuaded that a new and better treaty trill 6oon tate the of the danirerous agreement" which Mr. Johnson brought about. The Standard concludes that has gone as far as she can in willingness to meet their views, and that she will yield no further.

The Telegraph and the Post both note that the more England concedes the more America ia inclined to demand. They say it now remains for the United States government to come forward with its echeme of settUment, as Her Majesty's government has done ail that iu honor can be expected of it. The Daily Xews, which has always professed much friendship for the United States, ia of opinion that the whole subject will now be re- disonssed from a point.of view less favorable to America. The English people, we are told, hae put themselves right before the moral judgment of the world by these concessions This iliu-trates what we have before said of the futility of expecting from English liberals any more than from conservatives a surrender of what are conceived to be the substantial interests of Great Britain. The Manchester Guardian of the 20th ultimo, the organ of the English manufacturing interests, ays that thotigh there is no present or prospective danger of war from the rejection of tho treaty by the Senate, its action cannot but be regretted by the better class of politicians on both sides of the Atlantic.

It adds: "TKJ3 claim of the United States to damages for tie alleged premature recognition of "the South as a belligerent, was origiuallv started bv Sir. Seward after a long correspondence "in which no allusion had been made to such a pretesion. It was put forward at a moment when all the substantial objections of Lord to the reference of the Alabama claims" tO'Brbitrntion had been removed, and few people doubted that It was introduced with a view of prolonging a controversy which, far domestic political reasons the American government did not desire to see clo sed. But the complexion now reported to be lriven to it by General Grant is infinite! more extravagant and untimely than the original demand. If the incoming President be cot maligned by the American press, he hag declared his opinion that the question at issue between the two countries is the amount of reparation due to America not only for the depredations of the Alabama and her sister cruisers, permitted or aggravated by tke unfriendliness of England, bat for ail the injury done to American commerce and interests during two years of the civil war, that being the arbitrary period for which fee considers it to have bsen protracted by English sympathy and support.

The monstrosity of euch a doctrine from the lips of a man who must know belter than any else one the true nature of the obstacles which made the conquest of the South matter of such difficulty fa so apparent that it savors more of the ingenuity of a lawyer in Lis cioset than of the frankness of the soldier whose own position is a lasting monument to the native energy and resolution bv diut of which alone the Southern Confederacy maintained its struggle. 'J3nt were there any valid reasons for contend ing tnai tne cause oi the Southern States owed tts power of prolonged defense to foreign assistance, what motive, except the wish for a quarrel with England, is to account for our being uicbed out as the sole orreuderr Unless France is to be insulted by the imputation that her current re-. cognition of the belligerent rights of tho south was due to servile submission to our counsels, and the rapid following of suit by ail other European governments is to be ascribed to similarly base imitativeness ou their parts, tho quarrel of the luited States should be with the whole civilized world. The position assumed on this hypothesis, were ail its logical eonsequepces to be accepted, would reouire direful nnniii.n. tion at the hands even of a nation so confident of its power as the United States.

As the more eeasiuie portion oi tne American press have not been slow to remark, the pretension of a claim to damages for our not having openly taken the part of the Northern States against'their seceded brethren for that is what it amounts to ia mi attitude which leads not to any possible modification of the convention, but to war. Whenever tee know that such tr demand is terifujtlv -i mutt jteare Io meet it in the only po-eihta manner; bet the necessities of American politics are too well understood to allow it to give rleo jo any present apprehension. There is no evidence that Oen. Grant CTor tit tered any 8'ich absurdityas that upon which the Guardian comments, buc-u a demand would bo equivalent to a declaration of war. When the Caardiau receives Gen, Grant a inaugural, it ttiil see that he proposes to deal reasonably and equitably with loreign nations.
