Editor In 1 oklng over your paper my attention was attracted by an article under the title of "State Orange Elevator Project," nnd one plan Is to ask the State to guarantee a half million of dollars of bonds for a term of ears, with an annual tax levy for a sinking fund to pay the loan of credit.

Another scheme Is to establish a "Fertilizer Control and Agricultural Experiment Station," including a board, of which the Governor of the State Is to be a member, with a director also, who must be one of the faculty of the Johns Hopkins University. This all sounds very plausible with the high title of Governor and Johns Hopkins University: but the question to be solved is, will it pay? The Governor of the State has enough to occupy his time and attention without Imposing upon him additional duties, and, as regards the faculty of the Johns Hopkins University, a member chosen as director from that body would not be entitled to greater merit or precedence over any other individual of the State. The duty required of this director Is to engage chemists, but the number required is not specified, nor is It stated whether the director or the chemists are to be salaried officers created by the State, or whether they are to render their services free of charge.
