Demn Coal Compasies Comptroller Woolford has given instructions to the State's attorney of Allegany county to bring Bait against all the coal companies in the Cumberland coal regions that have failed to make return to" the county commissioners of the amount of their capital stock, and the names of holders thereof, on or before July 1, 1877; by failure to do so the said companies being liable to a fine of $100 per day for such dereliction.

Of all the companies officially notified in this regard some six or eight have failed to comply with the provisions of the law. The penalties in the cases referred to amount to nearly $550,000, and will proportionally increase for each default. Most of the stockholders of those companies reside in New York city. Mr. Bouclcault has achieved a drama that truthfully idealizes Irish traits of character, and gives to the world phases of social life in the green isle of which no Irishman can successlully challenge the fidelity.

Academy of Music This evening and each evening this week there will be presented at the Academy of Music a novel entertainment entitled "The Authors' Carnival," the proceeds to be for the benefit of the Friendly Inn and other work or the Young Men's Christian Association. In the programme are to be scenes in Egypt, Constantinople, Paris. Hong Kong, the Alps, Spain and India. A Lilhput levee of one hundred children will beheld. There will also be tableaux, scenes framed from the works of many of the most noted ficilonists of ancient and modern times.

Cervantes and the Arabian Nights, Dickens and ShaKspeare, Scott and Dumas. Robinson Crusoe and Jules de will be famously represented by two hundred Baltimore ladies in appropriate costume. Statuary in marble, bronze and living wax will be tableauxed. The entertainment will be a notable feature of the season, and its occasion one that appeals to the charitable. Hollidat Street Theatbe.

Manager Gilmore presents an excellent programme lor the week at Hoiliday Street Theatre. Among the many features are Cobb's Miniature Circu3 and Hippodrome, composed of educated monkeys, dogs, goats and other humanized animals. Additionally are the Livingston Brothers, John Murtz, Jenny Morgan. Fields and Iloey, Kelly and Ryan, the grotesque and elastic Harrington McGlone. Cost ot Municipal Govesxmest. A mo'-e-jnent has been set on foot in New York to reduce the municipal expenses of that tax-ridden city. It is au example that oueht to be promptly followed in other cities.

Whilst commodities have bceu falling iu price almost to the level they were before the war the cities have keen increasing their expenses, maintained, in many instances at rates which the inflation of prices during the war may have justified, tint which onjht to come down with the decline id rents and in all articles of prime necessity. Everywhere we have depression in trade, and everywhere the people have been forced to economize. Manufacturers and tradesmen generally have brought down their expenses to the lowest possible point, and the great railway corporations have also curtailed outlays, cut off extravagances, and are puthini the policy contraction into all departments of their respective roads. At this time our people are burdened with a heavier weight ol taxation than any other people in the civilized world. The statistics of failures iu the United States from 1S73 to inclusive, put the agrerate liabilities of those who weut into bankruptcy dining that period at eight hundred aud forty-eix millions of dollars, more than one-half of which was total loss.

The number of non-dividend paying stocks has also increased, and the resources of a multitude of investors abridged or cut off entirely. At the eaine time taxes on real estate were and continue in Baltimore to be collected on values assessed when property was so much inflated that in the comparatively few cases in which protests have been entered the Appeal Tax Court of Baltimore has made abatements, increasing with each successive year for the past four years, amounting in the aggregate to ten and a half millions of dollars In New York city so many of the departments are of legislative enactment that the municipal authorities have no authority to reduce the number and compensation of officials, and recourse rnitft therefore be had to Albany. But in LUliimore. with the exception of the police force and the judiciary, officials and their ealarics are of municipal regulation. To the extent, therefore, that the municipality has power to act it should not wait for committees of taxpayers of the various degrees, such as have recently conferred with the mayor of New "York in respect to a more economical administration of the city government; but, in view of the t'cneral complaint of hard times and the economies which our citizens have to practice, ebould proceed at once to ascertain by a searching investigation how and in what way leaks may be stopped and the general expenses of the city reduced.

One very proper step as the initiative to further action in this direction was taken iu the council on Tuesday, where Jhe first branch resolution requiring tin adoption of a systemized plan for keeping tb-n accounts of the city was amended in the second branch by a provision declaring that "no moneys shall be paid hereafter by any department except on warrants of the comptroller on the register," and that "all moneys collected shall be turned over to the register by the comptroller except the receipts by the tax department." So far this is well. But it is not enough to provide for the proper keeping and disbursement of the money of the city. It is equally important for the council to ascertain to what extent expenses in every department of the municipal government can be cut down. Certainly all sinecures aud useless expenditures should be cut off all expenditure, indeed, where an absolute and necessary equivalent is not obtained therefor so that the money of the city way be economized and relief be given to euch extent as will adjust burdeDS to real values a condition to which the country is fast nettling down, afl'ectiug property in a'l our cities by the elimination of the element of inflation that has so long vitiated all interests. Under this state of things it is inevitable that the extravagant cost of mnnicipal government which has radt'slly grown npon us throughout the country during and since the period of the war must be greatly reduced, and the sooner we set about it the better.

Those cities which the most speedily accomplish it will prove the most attractive for new enterprises and new comers. The Cattle-Driving Nuisance Property-holders and residents of Baltimore have frequently sought the aid of the council to prevent the driving of cattle, sheep and hogs through the streets of the city. Half a dozen ordinances have been passed ostensibly to remove these complaint, but in reality they do nothing of the sort. Thev simply confirm, with a fey unimportant restrictions, the right of butchers ami cattle dealers to use our streets as highways over which cattle and sheep and hoes may be driven without regard to the contamination of the air with offensive effluvia and the possible peril to life and limb that the driving of wild cattle through our streets may occasion. In no well ordered city ought such permission to be given.

The public health is endangered thereby, and the comfort and convenience and freedom of movement on the part of the citizens are disregarded. Under existin? ordinances. shall presently sho is but one street in the city Baltimore street for a part of its length through which the passage of cattle, sheep and hogs is prohibited both by day and night. Through ail the other streets they may be driven at night: although in two or three instances they are prohibited from passing through certain specified sections of street by day, such a limitation is of no service, inasmuch as it throws the bulk of the travel of cattle, sheep and hog3 upon other streets, to which the prohibition at no time extends, and thus concentrates and intensifies the offensive-ness of hich our citizens so justly complain, ndfor which they have so often aud so fruitlessly asked the council to provide a remedy. A rlance at the ordinances will show with what ability our city council, iu response to petitions askiug that the driving of cattle, Ac, through our streets be slopped, have managed not to do it.

Ordinance 33, section 23, of the revised ordinance prohibits cattle, sheep or hogs from being driven eastwardly or westwardly in Bal-mre street, between Fremont and Eden under a penalty of twenty dollars for each. Ordinance 64, of October LsSl, declares that hogs whils-t in the act of being driven through the city shall not be allowed to stop or he down, under a penalty of five dollars for each i he hogs enould cote the fact.) Ordinance of June 17, 1-171. declares it unlawful for any person or persons to drive cattle, sheep or hogs in any late, street, or alley, except to m- Mpptng joints. By the ordinance of April S3, 1S72, it is declared cot tobii lawful to drive any cattle, sheep or hogs along Lexington -treet, between Eutaw and Charles; on Fajetf-e street, between Green and Gay streets, or aloui Madi-on street or atei.ue, the Uv.rt of nine at nyjht an-i fee in the mon-iny. These are the only Praticallv they continue the nuisance, and in the summer time, and especially in regard to the parage of bogs, the tenth by night is often so intolerable that persons living in those streets through which they arji driven are compelled to ciose their windows and to endure the sliding heat rather than the rank od'ir.
