By NORMAN BROWN Of Wood River Bureau WOOD RIVER The Illinois city of Glencoe was the first this state to adopt the city ager form of government. It adopted the plan by an ordinance in 1914 and has stayed with the form of government without making it mandatory by calling a vote and enacting the state laws. The city of about 7,000 population has never repealed the ordinance adopted 42 years ago. Winnetka was the second Illinois city to adopt the form later of city government a year manager in 1915, also by a city ordinance, instead of voting the plan into effect.

It has never changed to the elected form of city manager in their 41-year history of the plan. The city of 13,000 has had managers. Thirty-two Illinois cities were using the city manager form of government before Feb. 3, 1954 of which 15 had city ordinances for the plan and 17 had adopted it by election. A large share of the cities using' the council-manager form of government have a stable city manager experience.

There were 21 cities which have had only one city manager since they Introduced the plan, seven have had two, three have had three and Wilmette has had five men uring 23 years of experience with a professional manager of the city, Wood River one of cities which has had only one city manager. Raymond Harbaugh has been with the city since 1953 in the position of city manager. Dayton, 0., was installing the plan in 1914 at the same time as Glencoe, Ill. Many municipal services now taken for granted were pioneered by Dayton, Free nursing, free legal aid, a free employment bureau for women, a crime prevention bureau and other services writing were launched. Dayton muninipal history more than one book has been written about the city's success. The manager found many ways to cut costs. Gas consumers found their bills halved when the city got natural gas at 34 cents to replace artificial gas at cents.

Unit costs were reduced all along the line through adequate cut from $2.60 a ton 10 $1.60, controls, Garbage collection was a saving of 38 per cent. Another item cut was the work-day. Dayton's employes received the eight-hour day long before other cities and private industry. Since 1954, 11 other Illinois cities have adoted the city manager idea and many more are looking into the possibilities of the saving of tax money by the more efficient, trained professional, city manager form of municipal government. The Beardsley's will be honored guests together with the 72 new members who have joined the church during 1956, at a reception to be held in the church social rooms Sunday evening from 6 until 9 p.m. The social evening is being sponsored by the Board of Deaconess and will feature a colored film to be shown at 8 p. m. by the Beardsley's of their work in Ecquador where he is an agricultural missionary in the United Andean Indian Mission. Obituary Philip Taylor Mrs. T. Beiser Philip Taylor of 945 Union widelly known former automobile dealer and real 1 estate salesman, died at 10 a. m. today in St.

Luke's Hospital, St. Louis, Mo. He had been 111 and in and out of hospitals since September, and during that time had undergone major surgery. He had last entered the hospital two weeks ago. Born in Fieldon, Jersey County, July 9, 1894, he spent his ear.

m. Sunday. William Gibson William Gibson, 67, Jerseyville merchant and a veteran of World War died at 7 a. m. today in John Cochran Veterans' Hospital St.

Louis, Mo. where he had been a patient since Thursday. He had been in failing health for the past four years. Gibson, who had operated 8 produce and fish market in Jerseyville for many years, was widely acquainted in Jersey County. He is survived by three sisters, Mrs.

Ada Ansell, Wood River; Mrs. Samuel Harrenstein, Overland, and Mrs. Cle. ment March, Jerseyville, and a brother, Carl, of Washington. Funeral arrangements are pending.

Cleanup Goes On At Site of Huge Godfrey Blaze GODFREY Cleanup work was in progress at the site of the Stanka Garage fire today. Godfrey Fire Department was in the process of quelling smoldering rubble. George (Goldie) Gentry, Alton; 14 grandchildren, and three great grandchildren. Delbert Musgrove KANE Delbert Musgrove, 59, son of the late John and Flora Musgrove, died at the Baptist Hospital in Springfield, Mo. Friday at 4:20 a. m. He was a former Kane resident.

Surviving are his wife and three children by a former marriage. His parents and a sister Mrs. Leta Musgrove Boyd, preceded him in death. After graduating from high sohool he taught two years at Douglas School, three miles west of here. He then worked a as postal inspector at Carrollton, Chattanooga, and Detroit, until five years ago when he retired because of ill health.

The body will be brought to Simpson's Funeral Home Sunday where friends may call after 4 p. m. Funeral services will be held Monday at 2 p. m. at the funeral home with burial in the Kane Cemetery, Joseph Marshaw JERSEYVILLE Joseph W.

Marshaw 88, of Dow, died at 4 m. today at the home of a son, Fred. A son of the late Joseph and Sarah McDow Marshaw, he was born Aug. 15, 1868, in Jersey County. Mrs. Beiser. had been a menber of Royal Neighbor lodge in Alton since 1899. Surviving are two sons, Louis, and August Beiser, Alton; one grandchild, and two great grandchildren. She was the last of a family of five children.
