Back at James A pair of Ward 1 police jurors, barbecued" by Assessor Trent James in the watershed dispute Saturday, did some cooking of their own today. John McConnell flatly denied making a deal with James to support the project and accused the assessor of "slinging vilifica tions." Louis Ulmarm charged James with "raising a smoke screen and attempting to confuse and mislead the voters." He said such methods are used by dictators and empire builders when they can't sell an issue on its own merits." Eugene W. McGehee of Baton Rouge last night introduced a bill to give the Legislature added control over expenditure of state revenus.

His proposal would eliminate statuatory dedication of funds not tied to bond retirement. McGehee estimates the move will swell the general fund by 165 million dollars. Present laws divert the 165 million directly to state agencies for operations. McGehee's bill, written to become effective a year from now, would triple the $74 million in revenues controlled by the Legislature. The Baton Rouge lawmaker explains that existing dedications afford some departments more money than they actually need.

Ulmann disputed James claim that the election is being held only to give local sponsors the authority to borrow money for the project. "Apparently Mr. James is not up to date," he said.
