Courtney Dr. Across from EDISON MALL Entrance New York Times Service BONN The U.S. Army Thursday dropped its charges against a lieutenant stationed in Germany who refused an order to cut his hair, after surprise defense testimony last week by a general's daughter that indicated the Army had acted unfairly in the case.

Peggy Hoefling, 25, daughter of Maj. Gen. John A. Hoefling, director of International Logistics in Washington, told the court martial jury in Hanau, West Germany, last Friday that her father was under instructions "to get" the defendant, 1st Lt. Matthew R.

Carroll. Miss Hoefling, a teacher working for the Army in Frankfurt, testified that Maj. Gen. Jonathan R. Burton, commander of Carroll's unit, the 3rd Infantry Division, had said at a dinner conversation she overheard last November "word came down from Desobry that we have to get this man," meaning Carroll.

Lt. Gen. William R. Desobry is commander of the Corps in Germany and one of the Army's top ranking officers in Europe. After the testimony Friday, the prosecuting attorney said he might call the generals involved in the discussion as well as another witness, Gen.

Burton's wife, to the stand for further testimony. While the Army gave no reason Thursday for its withdrawal of the charges, the apparent hesitation of the generals to face questioning about the incident was considered a main cause. The defense had charged Friday that Miss Hoefling's testimony showed unlawful "command influence" in the case that was grounds for dismissal. Carroll, 27, because of his rank faced a possible five-year term in a federal penitentiary if he had been convicted. He will receive an immediate discharge from the Army, with full honors and benefits, following a deal reached between his lawyers and the prosecution after Friday's testimony.

Phone 936-4901 Share Oil Wealth, Fidel Castro Says mam FLORIDA JL.n MIAMI (AP) Oil-exporting nations should share their newfound wealth with the "undeveloped, nonaligned countries of the world," Cuban Prime Minister Fidef Castro said Thursday. In a speech to a Havana conference of ministers from 17 Third World nations, Castro said such aid is the only means of avoiding "a catastrophic crisis" in the poor countries. "I speak of financial surpluses, not of products," Castro said in the early-morning speech carried by Havana Radio monitored in Miami. "I don't speak of donations or gifts.

I am talking of making credits under adequate conditions to those countries which need them," he told the foreign visitors. Charging that the Unied States is trying to divide nations into those which import oil and those which export it, Castro said the attempt should be analyzed by the Organization of Petroleum Exporting Countries (OPEC). "For the first time, a group of underdeveloped countries has established its own conditions over raw materials with the developed world," Castro said. "We see this as a great victory. This small group accumulates financial surpluses which before went to capitalist countries.

This opens a new possibility of resources for the underdeveloped world." Castro added, "These surpluses should circulate through the undeveloped countries." In his 40-minute speech, Castro did not mention a recent statement by Secretary of State Henry Kissinger about the possibility of a softening in U.S.Cuba relations. Delegates to the conference spent three days behind locked doors in the nearby resort area of Santa Maria del Mar, dealing with alleged maneucers against them by the industrialized world, a new world economic order and actions to protect their naural resources. Fischer Cancels Match BERGEN, Netherlands (AP) -World chess champion Bobby Fischer called off the $5 million title match scheduled for June with Soviet challenger Anatoly Karpov, a chess official reported. Florencio Campomanes of the Philippiines, whose country was to host the match, said Fischer had called from his home in Pasadena, Thursday and stated: "It's all over. There will be no match and there is nothing else to do." Fischer had said earlier he would refuse to play unless the International Chess Federation FIDE made two changes in world championship rules.

A special FIDE congress agreed Wednesday to one of the changes but rejected the other. The congress accepted Fischer's demand for an unlimited number of drawn games until one player reaches 10 victories. However, it rejected his proposal that the champion retain the title if the match reaches a 9-9 tie.
