A rapid-talking Clinton rushed through his 10-minute speech which broadly outlined his successes in the 1980s and plans for the state in the 1990s if re-elected. "Through the 1980s, when I served as governor, it was clear that our task was first of all to rebuild our economy to try to generate new jobs for our people and to improve our educational system, and I think the record reflects that those things are done," Clinton said at a podium for use by politicians who file by the Tuesday's deadline.

About 100 people, including a handful of state employees on lunch breaks, were at the state Capitol rotunda when Clinton filed. About 16 children from a Hot Springs area pre-school program wore campaign stickers and carried Clinton-for-governor placards.
