The three were expected to attend a meeting today of the full jury, where they will be introduced and may get a chance to explain their qualifications to fill the spot vacated by Doris McWilliams, who recently resigned. During introductions at the Finance Committee meeting yesterday, the hopefuls got a few words in. Ginger Carroll cited her interest in the district and her organizational and financial work for a small business as qualifications for the job.

Horace Downs, a past president of the jury, said that six months ago, he would not have considered seeking the appointment. However, Downs, the only living Caddo Parish citizen to have a park named in his honor, has decided to throw his hat in the ring. Linnis S. Elston, named Shreveport's Outstanding Young Woman, named her experience as the head of a small CPA firm as her qualification for the job. Chief raps unrest in Legal Services Disharmony in Northwest Louisiana Legal Services "can no longer be tolerated," Dewey Burchett, chairman of the corporation's board of directors, said Tuesday. Burchett made the statement at a press conference designed to answer questions about corporate unrest within the organization. A number of employees approached the board several weeks ago with allegations of incomptence against the corporation's executive director, A.

Mills McCawley. After three closed meetings, the board issued a statement Monday night saying it had found no evidence of incompetency on the part of the director. There were however "personnel problems which must be The statement called for formation of a three-person committee of board members to hear personnel complaints. Saying the board had attempted to act responsibly in investigating the problem, Burchett said, "It was obvious to most of us that there were some very legitimate concerns expressed to this board. It also became obvious that some of the complaints were no more than petty personal differences which should never have been aired before the board." Burchett said McCawley was hired to see to it that all Legal Service By KATHIE COFFEY Of The Times Staff Corporation regulations were complied with and to put the office on a sound fiscal basis.

He should be lauded for his efforts in those areas, Burchett said. "On the other hand there were, in my opinion, some complaints that had merit. In other words, the director was not faultless," Burchett said. "The board, executive committee and I have discussed these areas of concern with the director and I believe the director is moving toward correcting these management Two attorneys, two paralegals and a law clerk have resigned in protest since the inquiry was begun. Two more lawyers are expected to submit their resignations soon.

Those resigning have indicated that they feel the investigation was unfair because the meetings were held in closed session. Their request had been for an open hearing at which testimony and rebuttal could be given. Due to the shortage of lawyers, Legal Services has had to reduce its case load. Burchett said preoccupation with personnel problems has prevented the staff from concentrating on its sole duty "providing quality legal services to the poor and underprivileged of the area." He expressed confidence that the corporation would soon be up to full staff, saying there was a "buyer's market" for young lawyers. William R.
