B4 THE PHILADELPHIA INQUIRER Tuesday, March 20, 2001 Obituary Herbert R. Quarterman, police officer By William R. Macklin INQUIRER STAFF WRITER Herbert Ralph Quarterman, 66, a retired Philadelphia police officer who took pride in being a tough, Rizzo-style cop, died last Tuesday of cardiac arrest at his home in Egg Harbor Township, N.J. Mr. Quarterman was born in Atlantic City but spent his teens in Philadelphia, where he graduated from Dobbins High School in 1953.

After service with the Army in Germany, Mr. Quarterman attended the Philadelphia Police Academy, graduating in 1957. During his 20 years on the force, Mr. Quarterman patrolled beats in West Philadelphia, earning commendations and picking up a reputation for being a no-nonsense officer straight out of Police Commissioner Frank Rizzo's school of hardboiled policing. "He was one of Rizzo's guys, if you can believe it," said his son, Robert Quarterman.

"He was real tough and would get the job done." Mr. Quarterman was African American and was keenly aware that some in the black community took exception to the style and tactics of Rizzo, his son said. But the officer wasn't out to win any popularity contest. "You may not have liked him, but you respected him," his son said. His marriage, which produced sons Robert and Herbert ended in divorce.

In 1995, Mr. Quarterman returned to Atlantic City. He went to work as a security guard for Harrah's Casino but soon decided that his labors were at an end. He spent his remaining years enjoying the company of his family a tough cop at the end of a long shift. In addition to his sons, Mr.

Quarterman is survived by five sisters, a brother and three grandchildren. A memorial service will be held at noon Saturday at Bible Way Baptist Church, 52d and Master Streets. Burial will be private. William R. Macklin's e-mail address is Death Notices and Evesham Road, Martion N.J.
