With the exception of a very few repairs our contract roads are in tine condition, aud most of them are worked up to the parish specifications. I finished my Inspection tour Saturday, June 30th, for 2nd quarter, 1906. Mr. Willis had some work to do In Cotlle ana Rapides wards when I left on above named date, which I think he has nnlsned before tnls. 1 recommend that the Jury pay Mr.

Willis 50 per cent of contract price, with exception or five miles that have been rejected, viz: two miles on the Chatlain lake road and three miles on the Cheney ville and Elm tayou road. Cause, have not been properly worked. I have received mileage as follows: Alexandria ward approximately 16 miles. Cheney ville and Lamourie wards 77 miles Rapides ward 21 miles Cotile ward 15 miles given authority to have Bayou Mary bridge repaired. We report favorably on Mr.

Flower's resolution In regard to change of public road where T. St P. crosses same at the Chambers plantation. A. 0.

On motion of Mr. Flower: Be It resolved by the Police Jury of the Parish of Rapides, that tne public road between Alexandria and and Lecompte, and at tnat point wheie it ciosses the Texas Pacific right of way on the Chambers plantation be. and the same is hereby changed and altered so as to ba moved back In order that tne right of way of the Rock Island Louisiana and Arkansas Railroad may not Interfere with the said public road. Publio road to be established along and across and parallel to the right of way of the Reck Island, Louisiana and Arkansas Railroad. In consideration of the change In this public road the Police Jury of Rapides relinquishes any and all rights It may have In that portion of the public road to be taken up by the Rock Island Louisiana and Arkansas Railroad, and in consideration of this relinquishment the Rock Island, Louisiana and Arkansas Railway be required to grade and properly drain the public road so changed at that point, and to put In all necessary crossings and cattieguards that may ba required for tne safety of the traveling publio and that the new publio road be In good condition, and a right of way for public passage be guaranteed for the traveling public before tne present road is interfered with, without cost to Parish of Rapides.

On motion of Mr. Hudson: Kesolved, That the sum ot $50 be approplated out the bridge fund ot 1906, to build a bridge over Little Indian bayou on Latannler road that James Hathorn, John Dunn and Fleet Richardson be appointed commissioners to let out and receive the same according to law. On motion of Mr, nudson: Resolved, That the sum of $50 or as much thereof as may be necessary be appropriated out of the bridge fund of 1906, to put a new floor and repair the Tiger Lake bridge and that Oliver Peart, R. Hathorn and Frank Hockney be appointed commissioners to let out and receive the same according to law. On motion of Mr.

Hudson: Resolved, That the sura of $100 or as much thereof as may be necessary be appropriated out of tne bridge fund of 1906, to Bearer dam In two places ana to put a culvert in each dike not to ba less tnan 4 feet wide and 3 feet hign: said dikes to be placed on road leading irom river to Richland station and that Frank Beauboeuf, Grimes Compton and R. Y. Hathorn ba appointed to let nut and receive the same according to law to lowest bidder. Mr. Wheadon offered the following budget for tne expenses of the parish tor the year 1906: BUDGET 1906.

Blancnard the budget for the current year was unanimously adopted by the Jury. On motion of Mr. Scott: Whereas the Finance Committee having examined the accounts of the Parisn Treasurer from April 1st, 1906, to June 30, 1906, and found same correct and satlsfactoty In every respect, therefore be it Resolved, That tne report of the Committee be approved and received and the President of the Jury is hereby authorized to issue a quietus to the Treasurer. Resolved further, That the President appoint a committee of three to destroy the vouchers turued In by the Treasurer. The President appointed Messrs.

Scott, Johnson aud Choppin a committee of three to burn the vouchers turned In by the Treasurer whlcn was done. On motion of Mr. Johnson: Resolved, That the sum of $50 or as much thereof as may be necessary be appropriated out of the bridge fund ot 1906 to build a bridge on slough No 2. at the Davis crossing on Calcasieu river and that Gilbert Johnson, Henry Perkins and Dave Johnson be appointed commissioners to let out and receive the same according to law, On mot Hon of Mr. Johnson: Resolved, That the sum of $70 or as much thereof as may be necessary, be appropriated out ot the bridge fund of 1906, to build a bridge on Dollard slougn at the Hlneston crossing cn Calcasieu river, and that W.

M. Marler, A. Padgett and John Padgett be appointed commissioners to let, out and receive the same according to law. Mr. Scott reported, as a committee of one appointed to attend the meeting of the Legislature at Baton Rouge, to try and secure legislation looking to a reduction of parish expenses.

Owing to ine fact tnat otner parishes failed to take any action in the matter, caused him not to visit the capitol for the purpose above mentioned. On motion of Mr. Hopkins: Whereas an appropriation of $125 made hy this Jury at a previous session to build a bridge over Belleview bayou near Avoca plantation, was Insufficient, therefore be it Resolved, That an additional appropriation of 925 be made, making a total of $150 to build the said bridge and the same commissioners to serve. Ou motion of Mr. Choppin: Resolved, That tne following six freeholders be appointed, viz: Clarence Compton, W.

C. Compton, Essex Brashear, C. A. Morrow, 'Dave Weinberg and F. Selp to examine into and report to this Jury the possibility of establishing a public road leading from Red river to Bayou Rapides on tne line between Mrs.

Melady's and Henry Powell's plantations. On motion of Mr. Mallett: Resolved, That the report of commissioners for the building of Barber's creek bridge be received and the bond of the contractor be accepted and his bill approved for $90. On motion of Mr. Swann: Whereas the appropriation of 965 made at the April meeting of this Jury to build a bridge across Beaver creek on Texas road was insufficient, therefore be it Resolved, Tnat an additional sum of 915 be added to the original appropriation, making a total of $80 to build the said bridge, and the same commissioners to serve, On motion of Mr.

Araon: Resolved, That the sum of $100 or as much thereof as may be necessary, be appropriated out ot the bridge fund of 1906 to build a bridge across Slash bayou on Holloway Prairie and Buciteye roads, near Bradford's store, and that John Ryder, Frank Reeves and Ash Tarver be appointed commissioners to let out and receive the same according to law. On motion of Mr. Cranford Resolved. That the report of commissioners for building bridge over Bayou Cypress be received and the bond of the contractor, F. N.

Holt, be accepted and a warrant issued for $100 In his favor for the said work. On motion of Mr. Johnson: Resolved, Tnat the report of com missloners for letting out the bridge across Stump slough be received and the bond of the contractor, David Johnson, be accepted and his bill approved for $17.50. The Finance Committee being ready made Its report, which was approved and received by the Jury. On motion of Mr.

Miss Ellen Blythe White entertained the younger set mcst delightfully Monday evening at Rose Bend, her suburban home, In honor of her brother, Mr. Richard Franklin White, who recently returned from college in Tennessee, and his guests, Messrs. Edwin and Barclay Craighead of New Orleans. The charming young hostess was assisted by her mother, Mrs. n.

II. White, her cousin, Mrs. Henry Edwards, and Misses Sally Winn White and Jennie Kilpatrlck. The spacious veranda of the pretty home was brightly lighted with numerous Japanese lanterns, while the beautifully appointed reception apartment! presented an attractive appearance, tastily decorated with a wealth of summer flowers. At one end of the long veranda a Gypsy tent had been erected where Mrs.

Edwards, attired as a Gypsy queen, presided and essayed the role of fortune teller Which added largely to the entertainment and amusement ot the guests. In the parlor games were played and delightful music contributed by Miss Pearl Wl'scn and Mr. Rcy Albert was thoroughly enjoyed. In the game of Progressive Lovemaking Mr. Ford Statnam and Master Horace White, proved the most successful, tying In the number of hearts won.

Appropriating the sum of $250 for the benefit of the State Encampment. Be it ordained, by the Police Jury of the Parish of Rapides, Tnat the sum of 250 be and the same is hereby appropriated out of the general fund of 19UG for the benefit of the State Encampment, to be field near Flnevllle during the present month, and it Is ordered that a warrant issue at once for said amount to Gen. D. T. Stafford, chairman of the Encampment Committee, and this ordinance have and take effect from and after its passage.

On motion of Mr. Blanchard: Resolved, Tnat the sum ol 9100 be appropriated out of the general fund of 1908 to purchase a silver cup to help complete the set for the battle-snip, Louisiana. On motion of Mr. Flower: Kesolved, That permission is hereby granted by the Police Jury of Rapides parish to A. J.

Fabacher to sell mlt liquors at the Encampment cf State troops from uly loth to July 23th, 1906, Inclusive. On motion of Mr. Blanchard: Be it resolved by the Police Jury, That the sum of be appropriated out of the bridge fund of 1906 to pay K. E. Stuckey for repairing the dan that divides the water of Hemphill creek.

The Jury then proceeded as a Board of Reviewers ol the assessment roll of the to examine said rolls until 4 o'clcck when they suspended the action on the said rclls and proceeded to transact general business. Hudson: Resolved, That the report of commissioners appointed to let out the contract to build a ramp across tne levee at Harris' ferry be received, and the contractor, L. U. Dupuy, be paid the sum of 930, the contract price for same. Mr. Weinberg presented the following petition to the Jury: Whittington, June 29, 1906.

II. Phillips, be accepted and his bill approved for 8250. On motion ol Mr. Blanchard: Be it resolved by the Police Jury of Rapides Parish, That the public road leading from Burrs' ferry road to Mrs. Schoubrock's be and is hereby re-established as it was prior to January 1, 1906, and the ordinance abolishing said road passed at the January meeting be, and the same is hereby repealed and the nands be reverted back to original road.

On motion of Mr. Cranford: Resolved, That trie report of com-mlssloneis appointed to let out and receive the contract to build bridge across Swann's creek be received and the bond of the contractor, R. W. Glass, be accepted and his bill approved for $79.15. On motion of Mr.

'Weinberg: Resolved, That the sum of $250 be appropriated out of the bridge fund of 1906 to build a new bridge across Bayou Lamourie at T. P. depot and that W. S. Warner, T.

J. Dowi-Ing and A. B. Wise be appointed commissioners to let out and receive the same according to law. On motion of Mr.

Weinberg: Resolved, That the sum of $50 be appropriated out of the bridge fund of 19G6 to build two new bridges over Bayou Robert at Mooreland, and that W. S. Miller, Joe Cruse and L. A. Robinson be appointed commissioners to let out and receive the same according to law.

On motion of Mr. Aaron: Be It resolved, by the Police Jury that C. II. Blanchard be and he is hereby authorized to let out the work required to divide the water that flows from Hemphill creek into Bayou Rapides at the mouth of Hemphill creek so that the lower end of Bayou Rapides will receive their snare of the flow, making it sufficient for all purposes necessary. On motion of Mr.

Pey appeared before the Jury and submitted the following report: Alexandria, La July 5. 190. To the Hon. President and Members of the Police Jury, Rapides far- ish Gentlemen: I herewith submit you my road ard bridge report for the second quarter 1906. The roads of Rapides parish as a rule are in tine condition, especially In Caicaiseu ward.

I wish to praise the syndics of certain roaJs which I traveled for the good condition of their roads. I he roads now are generally good ail over the parish, but where they nave not been properly worued will not stand the test of wet weather which we generally have In winter ana spring. Those citizens residing in the country and desiring to come to Alexandria on the evening trains for the purpose of shoppiog, will find the store of Cohen 2nd and Johnston streets, cpen until 9 p. m. They carry a large stock of dry goods, gents furnishings, shoes, etc, and their prices will be found the lowest. (J2l) Bunkie Items. July 10.

The prevailing hot weather is said to be just the thing for the growing cotton crops, whlcn at present prospects, promise a heavy yield; when harvested, especially so in the alluvial districts of this parish. The cane crops are now growing and present prospects indicate a fair tonnage when ripe and -ready to reap. Tne corn crops have improved since the rain which fell on the 2nd. Garden and trues patches seem to be growing and promising. Melons of all sorts are now very plentiful Track laying on the Louisiana East and West railroad Is being pushed forward at a rapid rate.

Building ana prospects for build-lug is still in progress. The Town Council of Bunide passed an ordinance on June 30th submitting the question to the qualified taxpayers of Bunkie for voting a five mill tax on Aug. 11th, 1006, for the purpose of raising $18,000 bonds bearing five per cent Interest payable in twenty years or as soon as the case may be, for the purpose of sinking an artesian well and to establish a system of waterworks for our growing town. Irene, the charming little daughter of Mr. and Mrs C.

J. Pope, spent the past week at the home ot her uncle and aunt, Mr, and Mrs. Percy Irion of Eola. Mr. C.

A. Mathews, principal of the High school here for the session just closed and will move shortly to Marlon, La. Mr. and Mrs. Percy Irion and daughter, Gladys, of Eola, were the guests of Mr.

and Mrs. C. J. Pope on recent date. The schedule over the Avoyelles division of the T.

P. system changed on the 8th. The passenger train leaves Bunkie for Marksvllle, Melville and other points at 7 a. m. and returns at 7:10 p.

which is a decided convenience to the traveling puollc. Dr. W. D. Haas and family expect to move ti ls month to their "Oak Hill" summer home.

High grade work only 3rd street. Protracted Meeting at Tioga. The Rev. John Paul will commence a protracted meeting at Tiotra on Tuesday, July 3rd. It will last for ten days.

(JSO-ltol'tw) Total 1W miles. I recommend that tne Jury give Mr. Willis more time on the rejected roads so that he may work them according to specifications. I have assessed Alexandria and Lamourie wards with the exception of Woodworth and the city of Alexandria. My collections are something over $500.

I do not know the exact amount as I have three collectors and do not know amounts collected by each. I would like to have some ditching done In Rapides and iJotile wards. Let us see if we cannot get the parish convicts up there. CUT OFF FROM ALEXANDRIA. I wish to call the attention of the Police Jury to the inconvenience that the people of the upper Red river have to contend with, by not having a public road between Red river and Bayou Rapides the majority ot the people from Fisn pond bayou to Alexandria, cannot travel the public roads leading to Alexandria on account of tne caves on the river front and the building of a new levee by Maj.

F. Selp on his place fronting on Red river, has subjected them to further Inconvenience. BRIDGE RE FORT. i While some of our bridges are not In tne best condition, 1 dont' think they are really dangerous. At the April meeting of the Jury 1 recommended appropriations for several new bridges.

While a few of those bridges have been built, there are about four that have not owing to the appropriations being insufficient to build them, namely: Beaver Creek bridge, Rattle Snake Bayou biidge, Jackson Lane ditch bridge, and the Smith Sugar mill slougn bridge. I recommend an additional appiopriatlon of 915 to build the Beaver Creek bridge, making the total appropriation $80. The other three bridges that the Commissioners failed to build, I have contracted to have them built for the appropriation, by cutting the length of said bridges, thus making them shorter and rilling in the approaches with dirt By shortening our bridges now we save a few dollars, and later on when said bridges will have to be rebuilt, the amount saved will be a great deal more for the approaches will be there already. Further more I recommend concrete hutments to be built to all bridges, and till in with dirt behind the concrete. With concrete butments we will have an everlasting foundation to build on.

We have quite a lot of bridges that need to be rebuilt, and I recommend approprations by wards as follows: LAMOURIE WARD. $250 to build a bridge across Bayou Lamourie at T. P. R. R.

$25 to build a bridge across Bayou Robert near Mooreland at crossing No. 1. $25 to build a bridge across Bayou Robert near Mooreland at crossing No. 2. $50 to build a bridge aooss Little Indian Bayou at Latannler.

PINEVILLE WARD. $100 to build Slash Bayou bridge on Holloway Prairie road leading to Buckeye near Bradford's store. CHENEY VILLE WARD. $15 additional appropriation to build a bridge across Beaver creek on Texas road. CALCASIEU WARD.

$55 to build a bridge across the second slough going east at the Davis crossing. $200 to build a bridge across Calcasieu river at the Price crossing. $70 to build a bridge across the Dol-lard slough near Hlneston. HINESTON WARD. $20 to build a bridge across the 2nd slough on the A.

Kirkpatrlck and Hlneston road and bridge No. 1 to be repaired with the old flooring cf bridge.JNo. 2. Tne old lumber that was left from Robinson bridge after repairing same I sold to Mr. Welnbarg for five dolars.

Heard Mr. Perry's report on roads and bridges and same taken under consideration. Adjourned until July 6th. July 6th Road Committee in session. Recommended that Mr.

Perry's report be accepted with the provision that $300 of the money due Mr. Willis for the roads he has worked be held back until the Chat-Iain's lake and Elm bayou roads be worked and received by Inspector, when the 93CO held back, as well as money due him for working said Chatlain lake and Elm bayou road be paid Mr. Willis.
