He helped found the Irving Park and Jefferson Park National) OPERATORS URGE 'ADEQUATE CODE' FOR CEMETERIES State Commission Hears Views of Association BY GEORGE TAGGE Some cemetery operators admitted yesterday that a degree of state suftervision and regulation would be desirable. They testified before the tale commission to study cemetery laws, created last year after a solid front of cemetery operators and their political friends caused the defeat of regulatory legislation. George E. Taylor of Decatur, president of the Illinois Association of Cemetery Officials, led 40 members to the hearing in the county He presented a resolution in which the association had gone on record as favoring an "adequate code" that would protect both lot owners and cemeteries without hindering restrictions." Licensing Idea Accepted 1 believe that all of the better cemeteries now accept the idea that there should be some type of licensing, some type of examination, said Paul Klenk, treasurer of the Mount Greenwood cemetery. Perpetual care funds should be carefully invested and protected, he said, but low interest rates require that cemeteries invest a portion of their money in preferred or common stocks to finance higher costs of tending the gcounds, Klenk said.

Th the Chicago area the state law should require that cemeteries set asifle in perpetual care funds 50 cents a square foot of graves, he said. This would be for cemeteries with modern streamlined surfaces, he said, and the minimum would have to be 75 cents or $1 for cemeteries wujj thousands of monuments, requiring more labor to keep trim. C'ite Perpetual Cure Costs Tin D. Vercoe, vice president of r.wswhill cemetery, put the matter graphically. Fifteen years ago $100 in.

a perpetual care fund earned in terest that bought 10 hours of work; with lower interest rates and higher labor costs $100 now pays for- only two hours of work, he said. "Somebody is getting gypped all of. the time by the use of the term, perpetual care," Vercoe said. There's no law in the world that can keep people from being fools they buy the Chicago post office building many times each year. Perpetual care funds should have to be invested with a trust company irrevocably.

A bankrupt cemetery is no better place for your folks than a bankrupt bank is for your money." 25 Vrar Offers Barred Rep. Peter C. Granata Chi- cagoJ, ho asked the most questions of witnesses, showed documentary evidence of various cemeteries offering 25 year graves to be used for only this period. Swisher agreed with him that these should be eliminated. Swisher also testified that there are boomers whose racket is to stage high pressure promotion of new cemeteries, selling lots as Investments to persons of small means.

Grandiose depictions of the future appearance of the cemeteries are provided. "This racket should be halted." Swisher said. Rep. Granata showed commission members a letter from the Palos Hills Memorial Park cemetery, offering to provide graves, interment, grave decorations, music, and perpetual care for $12.50 a single grave. Some of the cemetery officials testified that in their opinion this was impossible.

Granata said it showed the need for regulation, WALTER STAATS, DOWNERS GROVE PUBLISHER, DIES Walter J. CHAIR AND MAYOR RACE County Heads to Fill Post in 10 Days BY GEORGE TAGGE Chairmanship of, the Republican Cook county central committee-and with it the 1947 nomination for mayor are being maneuvered toward John T. Dempsey, former chairman and G. O.

P. nominee for state's attorney in 1944, political leaders said last night. Subject to the higher authority of Gov. Green, Dempsey has con-troled the county committee since Green's nomination in 1940. lie was chairman from 1940 until the 1944 primary, when he resigned to make his unsuccessful bid for the state's attorney's office.

George M. Fisher then became titular chairman, but Dempsey remained Green's patronage boss. Gov. Green has said he is keeping an open mind on the chairmanship. Fisher's post will be filled at a meeting of the committee about 10 days hence, after the official proclamation of the April 9 vote electing the 30 suburban township members.

Ward Failed to Increase Vote Dempsey's ward, the 33d, was not among the eight Chicago wards which increased their G. O. P. vote above 1944 in Tuesday's primary, despite the extra jobs in his ward. Dempsey said last night that about 50 of the 80 committeemen have urged him to resume the chairmanship officially.

Dempsey left no doubt that he is candidate, altho he said: "I'd rather avoid it if I can." Asked for whom he had requested support when he told committeemen of his unwillingness to be chairman, Dempsey replied: "Apparently they don't take it his unwillingness as conclusive. I have not asked support for any one." Admits Myralt Link Asked whether next year's mayor alty nomination might be linked with the chairmanship, Dempsey ad mitted this is a fair deduction. "I guess that's wound up in the discussions, too," he said. I catch on all sides. After the 1944 elections I his race for state's attorney there was a lot of talk and now it has been renewed." Dempsey said he had not heard the report that he is backing State Sen.
