VALUJET FAA clears ValuJet to resume service But Transportation Department must still clear airline over objections of flight attendants By The New York Times The Federal Aviation Administration said Thursday that ValuJet Airlines, grounded for more than two months after a deadly crash in the Everglades, could start flying again under greater agency scrutiny. The approval, one of two hurdles the airlines must clear before resuming service, comes 10 weeks after the agency ordered a halt to its operations because of systemic safety problems uncovered after the crash on May 11 of a ValuJet DC-9 that killed all 110 people aboard.

ValuJet also received tentative approval Thursday to resume flights from the Department of Transportation, which evaluates the competence and safety record of an airline's RADIO Salinans adjust to third country radio station Promoter says there is room for only two in Salina market By DAVID CLOUSTON The Salina Journal If someone were to write a new song about Salina's radio station listeners, it might be titled "Liv. ing in Three Country Station Heaven, but Heck, How Long Can It (Must It?) Go On?" Since Monday, when KSKG 99.9 FM abandoned its Top 40 rock format and became the third station in Salina playing country music, country fans like Ellen McFadden now have three preset stations programmed into their car stereos. "I'm a station hopper," said McFadden, with a smile. "With three stations, I listen to David Lee Murphy on one, then switch and hear him again. It makes my drive home a little bit easier." Another Salina fan of country is D.J.

Sowers. Sowers listened before to country stations KILS 92.7 and KYEZ 94 FM. She likes KSKG's radio personalities, Bill Ray and Randy McKay, and she likes their mix of songs. "They play more old songs, the stuff we partied to when we were younger. Like old Alabama, Hank Williams Jr.

they play a lot of Garth's (Brooks) old stuff. They aren't playing all the new stuff over and over," Sowers, 23, said. For those who work in, and work with radio, the change in Salina's market is creating opportunities and headaches. Especially given Salina's size and market area, having three stations playing country is unusual, said Starshow owner Dan Liebhauser, a Wisconsin promoter who has booked many of the country acts to play in the Bicentennial Center over the past several years. In the Salina market, he said, "There's no way of telling what the eventual shakeup is going to result in.

With the size of the area of dominant influence, I honestly feel you only have room for two (country stations)." But which two? That could be a dogfight, he said, because the executives at each station are experienced media players. For now, his company will stick with KYEZ for concert promotions, continuing a relationship that was developed during Larry Riggins' time there as general manager. Riggins now is general manager at the newest country station, KSKG, and Liebhauser said the two have had discussions. "For us, KY94 has been a very good promotional partner for many, many years. Until the ratings change, we're going to stay with them," Liebhauser said.

"If the other stations start kicking a little butt, I may attempt to do some promotional things with them as well." There are some critics who say country music is on the crest of a slump. An article in Thursday's USA Today reported album sales for country had dropped 11. percent in the first six months of 1996 compared to the same period in 1995. Modern rock album sales rose 25 percent. The percentage of the radio audience listening to country dipped as well, from 11 to 10.8 percent from winter 1996 to spring 1996.

"As a promoter, I haven't seen that yet," Liebhauser said of a decline in the popularity of country music. "Every once in a while someone comes up with a statistic showing it's down a little bit, but in the next quarter it's up, percentage wise." Rock rolls in from afar Daryl Gatza, general manager of KJCK Power 94.5 in Junction City, this week found himself in the happy situation of being the only broadcaster reaching the Salina audience with Top 40 and new rock music. "I haven't noticed any revenue increase yet," he said, "but we have had several (advertisers) calling in with questions." Beyond that, "We've had a lot of listeners calling in from Salina. A lot of them used to listen to us along with KSKG anyway. They'd switch back and forth to hear the song they wanted to hear." Gatza said his problem now is he's had only one sales associate calling on Salina advertisers.

That's going to change, he said. But the radio shuffle comes at a time when his total staff is short two sales associates. "I don't know that it's an enviable (position) yet," he said. "Ask me in a month or two." All three Salina country stations are going to have to become aggressive, Liebhauser said. They'll have to do more promotions and make direct overtures to listeners to expand their listener bases.

Fans like McFadden are hoping that translates into more free concert ticket offers and more discounts at businesses. Those contests and promotions, she said, should be at convenient times and listeners should be given plenty of time to plan a schedule. For instance, a station doing a lunchtime promotion at a convenience store should announce the fact earlier in the morning. "They need to do more afterwork promotions," McFadden said. "And not just after 5 (p.m.), because other people get off at different times." ON THE RECORD Hospital report Salina Regional Health Center PENN ADMISSIONS Irene G.

With the department's decision, a seven-day comment period begins during which the agency will receive any objections to letting ValuJet resume service.

It will review the objections, give ValuJet a chance to respond and then make its final determination. If ValuJet clears this second hurdle with no objections, it could be back in the air as soon as Thursday. Transportation officials, however, are likely to hear again about ValuJet from the Association of Flight Attendants, a union representing flight attendants at the airline. The union has repeatedly complained to the transportation department in recent weeks that ValuJet's senior officers are not fit to run a safe airline in large measure because of the lapses found at ValuJet. The department said Thursday that it had taken into account the union's recent objections in making its tentative decision.

A lawyer representing the union, Robert Clayman, said Thursday that the union planned to file more complaints. John Coleman, director of aviation analysis at the department, said the two top officers of ValuJet Robert Priddy, chairman, and Lewis Jordan, president had good safety records over their long airline careers. "Nothing in their background suggests that they have been noncompliant with federal regulations of any kind," he said. The aviation agency said Thursday that ValuJet had been approved to resume service with nine aircraft and could quickly add up to six more. ValuJet had 51 aircraft in its fleet when the airline was shut down June 17.

The safety lapses that led to ValuJet's grounding were not directly linked to the cause of the crash. Since the grounding of ValuJet, the airline had met the agency's requirements for resuming service, the FAA said Thursday. Also, Tim and Steve Linenbergers' positions in a photo caption accompanying the article were incorrect. Steve Linenberger is on the left, and Tim i is on the right..
