"How long before I can get out of here?" he asked beligger- ently. "That depends on your pro gress," came the straight an swer, under this set-up you have to earn your way out and prove you can get along- in society." This a typical question, but it's a relatively new answer. It il lustrates a fresh tack Uncle Sam is now taking with scores of federal law breakers who wear grown-up clothes but behave like children.

And this realistic attitude mixed with a large dose of diag nosis, means the nation is taking a step towards solving one of its most difficult problems dealing with delinquents short of adulthood but beyond the juvenile age range. Today many of these young men between 18 and 22 are learn ing to face the responsibilities of adults under a program laid out by the Federal Youth Correc tion Act of 1950. After two and a half years of actual operation it's beginning to prove that the twisted lives of young criminals can be unbent. ''Our function is to understand the offender and his problems in a manner that is socially acceptable," says George J. Reed, chairman of the Youth Correction Division of the U.

S. Board of farole. "Our program neither assures a 'soft' nor a 'tough' approach, but one of firm, consistent under InA nutshell this approach re quires the delinquent to shape up or stay in an institution. The one thing he can't do is sit out hi3 sentence without making a genuine effort to improve. under the Youth Act judges may place full responsibility for a young offender's treatmpnt and rehabilitation on the xouth Division of the Board of Parole and the U.

S. Bureau of Prison. "We must diagnose his case, plan and carry through treatment and make recommendations as to his release," explains James V. Bennett, U. S.

Bureau of Prisons Director. "This is certainly a pretty large order and one we approach with the utmost Offenders are generally first sent to the Federal Correction Institution in Ashland, for preliminary study to determine what got them into their difficulties and what ought to be done about it. This is one of six institutions that have been specially set aside for tha youth program. The others are at Englewood, Chil-licothe, Ohio; El Reno, the National Training School in Washington, D. and the Natural Bridge Camp in Virginia.

To date, only youths committed from districts in the eastern part of the U. S. come in under the new program. By the first 0 the year, however, it's hoped that facilities will be available to in clude the rest of the country. Results so far indicate that this more individual and flexible approach is paying off.

At last report, 756 youths had been sentenced under the Act since it got rolling. In that two and a half year period 205 persons have been released on parole. And by the end of the year it is expectd that the parole rate will reach 30 to 40 per month. So far the average length of institutional stay has been 10 months for the youth offender, as compared to 15.8 for the average offenders who missed the pro gram. Of the 204 young men paroled only 34 committed violations as of last May.

This leads Reed to com ment: "When we examine the type person with whom we are deal ing, we would normally expect a higher than average number of violators from this group.
