2A LOCALSTATE The Times Herald Port Huron, Mich. Thursday, Aug. 29, 1991 I I aym-m Riegle leads U.S.-Mexico trade pact opposition The Associated Press DETROIT A U.S.-Mexico free-trade agreement would invite American business to head south of the border for its cheap labor and permissive environmental policies, union and environmental groups warn. The groups' cheerleader in Congress is Sen. Donald Riegle, who led a rally-like forum Wednesday where organizations took turns dumping on the trade idea.

Representatives from Mexico, the United States and Canada met in Seattle last week to work toward a January target for an agreement The Bush administration has fast-track authority to move any deal through Congress without amendments. The representatives can vote only yea or nay on the entire deal Riegle said he thinks any agreement deserves more scrutiny. The Michigan Democrat has introduced a Senate resolution that would allow any agreement to be amended in five areas. They are fair-labor standards monitoring, environmental protection, product-parts content, legal dispute resolution and adjust- Th Associated Prass U.S. Sen.

Don Riegle, left, explains his Senate Resolution 109 to UAW President Owen Bieber. The resolution would allow amendments to the United States-Mexico free trade pact now under negotiation. Skull video horrifies viewers at murder trial The Associated Press DETROIT James Hopson left his job shining shoes on the main floor of Michigan's Macomb County Courthouse to watch the trial of a teen-age accused in the killing of a 15-year-old runaway. Minutes later, the 13-year-old high school freshman fled the courtroom in horror after seeing a video of the beet-red, skinned head of victim Stephanie Dubay. Several other people, including members of the victim's family, also left.

The video was made July 11, 1990, at Warren police headquarters, shortly after three teen-age girls carried the skull into the station. "It was terrible," Hopson said of the film. "I was in there less than a minute. It just got too gross." Defense lawyer Dennis Johnston objected to the video on grounds that the only reason for showing it was to inflame the jury. Agustin Pena, 16, is charged with first-degree murder and mutilation of a corpse in the slaying of the 15-year-old runaway in the basement of Pena's home in Warren.

Dubay's father, Robert Dubay, lives in St. Clair. Pena's cousin, Jaime Rodriguez, is serving a life sentence without parole for his role in the killing. Rodriguez said that Pena stabbed the victim and then they cut the body into 11 parts. Johnston said that Rodriguez later told psychiatrists that he alone killed Dubay.
