The board, meeting at Florida State University, also will face a labor protest. The United Faculty of Florida, in a stalemate with regents negotiators over pay raises for professors, plans to set up picket lines. Regent Betty Ann Staton has no idea what will happen.

Mrs. Staton, of Orlando, is chairman of the planning and program committee which is supposed to come up with a recommendation for the entire board on the controversial Role and Scope Study. "I have no problem with it," she says. "But I have no idea what the board is going to do. It is an independent bunch." Final approval of the plan designed to guide growth in the university system for the next 10 years has been put off twice before because the University of South Florida and other schools say the University of Florida and Florida State University are promised preferential treatment.

Policy 26 in the plan designates UF and FSU at Florida's "comprehensive instructions," taking the lead in advance degree work and research, The seven other universities are designated as regional centers for primarily undergraduate education. Tampa Rep. Lee Moffitt tried unsuccessfully a month ago to get the Florida Supreme Court to stop the BOR from approving the plan. USF Vice President Bert Hartley appeared before the special task force which drew up the plan recently trying to get two amendments either a recognition in writing of the eight doctoral and research programs at his school, or deletion of the specific mention of any university throughout Policy 26. Both amendments were rejected. The UFF is planning "an informational picket line" to try to get the board to approve the 8 percent compromise pay increase recommended by a special mediator.
