TUESDAY, NOVEMBER 26, 2002 6B TIMES HERALD, PORT HURON, MICHIGAN DeiHgei? ircarowly eseapas garage Historic Volume contains wages, expenses of nation's founders The Associated Press WASHINGTON The handwriting is a fastidious cursive, the signatures include those of John Adams and Thomas Jefferson, the columns record an era when senators were paid the lofty wage of $6 a day. Had Senate aides not stumbled upon the unassuming brown ledger last week, lying on a shelf in a basement storage room, workers clearing space for construction of a new visitors' center would have tossed it into the trash two days later. The volume covers 1790 through 1881, and was surely Janet I 1 ass considered mundane in its day. Its 400 neatly lined pages record senators' $6-a-day salaries and separate travel allowances of up to $6 a day, figured at 30 cents per mile for up to 20 miles a day, including food and lodging. "Between two covers, you see a raw slice of how the Senate operated as an institution during its first 90 years of existence," said Richard Baker, the Senate historian.

The ledger is about two inches thick, and its ink yellow with age. The earliest entry is dated Jan. 19, 1790, and records the salaries and expenses of the 20 senators who made it to Philadelphia for the second session of the First Congress. The total came to $10,655.50. In Philadelphia during the 1790s, a ship's captain earned $9 Turner Lomasney u.l., r.u.

Baker said early lawmakers averaged about $1,000 a year in pay excluding travel expense.

Today's senators are paid $150,000 a year plus some travel costs. "This book is the ultimate survivor," Baker said. The volume was found Nov. 19 when Clare Amoruso and Douglas Connolly, aides to the Senate Democratic Policy Committee, spied it on a shelf next to boxes of 1982 health-care enrollment forms. "It was an 'Oh, my God' kind of moment," Amoruso said.
